英國報紙: 俄羅斯和中國獲得了中情局前雇員的資料

アメリカの機密情報を漏らしたなどの疑いで訴追されているCIA=中央情報局の元職員が持ち出した、スパイに関する情報を含む資料に、ロシアと中国がアクセスできる状態になり、イギリスのスパイ活動が困難になっていると、イギリスの新聞が伝えました。
これはイギリスの新聞、サンデー・タイムズが14日、イギリス政府の関係者の話として報じました。
それによりますと、CIA元職員のスノーデン容疑者が持ち出した資料には、イギリスやアメリカのスパイを特定できる情報が含まれていて、この資料にロシアと中国がアクセスできる状態になっているということです。
このため、イギリス政府は一部の国からスパイを引き揚げさせ、スパイ活動が困難になっているということです。一方で、情報が漏れたことによって、スパイに危害が加えられたという証拠はないということです。
スノーデン容疑者は、アメリカの情報機関による大量の個人情報の収集を告発して機密情報を漏らした疑いなどで訴追されていて、おととしからロシアで亡命生活を送っています。
サンデー・タイムズは、スノーデン容疑者が持ち出した資料がどのようにロシアや中国に渡ったのかは分からないとしています。
この報道について、イギリスのハモンド外相はメディアの取材に対し、「スノーデン容疑者の暴露の影響を軽減するためにどのようなことをしているか話すことはない」としたうえで、「スノーデン容疑者が私たちに大きな痛手を負わせたことは疑いの余地がない」と話しています。

According to that, information suspected to have been taken away by former CIA staff Snowden, including specific materials about the spies of the United Kingdom and the American, were said now in the state that the Russia and China could access these materials.

Therefore a British government had recalled spies from certain countries, and it was said that spying activity had become difficult. On the other hand it was said that there was no evidence that the spies had been harmed by this information leakage.

Suspect Snowden was charged by an American intelligence agency for collecting a great deal of personal information and was being prosecuted for leaked out classified information. He lived an asylum life in Russia two years ago.

It was assumed that Sunday Times did not know how the material Snowden suspected to have taken away was passed to Russia and China.

About this report and in response to the coverage of the media, Hammond the British Minister of Foreign Affairs assumed that "in order to reduce the effect of the leakage caused by suspect Snowden, I would not speak about what kind of thing was being done". He also said that "it is beyond doubt that suspect Snowden is inflicting a big wound on us".

  I think spying is a norm among the countries. I hope the safety of the spies would not be jeopardized due to this leakage by Snowden.

拘禁死亡名冊更新至壹萬人,西伯利亞以外有2130人

 厚生労働省は30日、第2次世界大戦後に旧ソ連が設置した収容所などで死亡した日本人抑留者のべ1万723人の名簿を新たに公表した。
 このうち、現在の北朝鮮や南樺太(現サハリン)など、シベリア以外の抑留死亡者は2130人。厚労省はこれまでシベリア以外での死亡者の名簿を公表していなかったが、戦後70年となり、遺族への情報開示を進めるため、保有資料をすべて公表することにした。
 名簿は、旧ソ連が作成し、ロシアの国立軍事古文書館や国防省などが開示した死亡者名簿などを基に、厚労省がまとめた。カタカナ氏名と死亡日、埋葬地を明らかにし、日本側資料との照合で身元が特定できた2660人については、漢字氏名と出身地も併記した。
 地域別では、シベリア抑留(ナホトカなど沿海地方を含む)の死亡者が8593人。残る2130人はシベリア以外で、内訳は、朝鮮半島北部(現在の北朝鮮)興南地区1853人、元山地区11人中国・大連178人南樺太・千島列島88人――だった。
 名簿はおおむね、抑留先の収容所や病院、強制労働を目的に振り分けられた「労働大隊」などの単位で作成されている。今回の公表で、南樺太・千島列島の死亡者のうち30人以上が労働大隊に所属していたことが判明。抑留に詳しい研究者は「シベリア以外でも強制労働があったことが裏付けられた」と指摘した。
 ただ、抑留中に死亡したのに名簿に氏名がない人もおり、厚労省はロシア側の資料をすべて取得できたわけではないと思われる。同一人物が重複して名簿に掲載されているケースもあるとみられ、厚労省は精査を進める。
 抑留死亡者の調査を巡っては、1991年に来日した当時のゴルバチョフ大統領からシベリアでの死亡者名簿(約3万7000人分)が提供されたのを機に、旧厚生省が本格着手。原則、身元を確認して公表してきた。シベリア以外の死亡者名簿も、2000年以降に入手していたが、シベリアの調査を優先して公表はしていなかった。

On the 30th (April) the Ministry of Health, Labor and Welfare newly published a register of 10,723 Japanese detainees who died at camps established by the Soviet Union after the Second World War.

  Among the internment death outside Siberia such as in the present North Korea and South Sakhalin (present Sakhalin) was 2,130 people. Up to now death registers for locations outside Siberia had not been published. As it was the 70th year after the War, in order to advance information to families of the deceased, the Ministry of Health, Labor and Welfare decided to publish all material in possession.

  The register was gathered by the Ministry of Health, Labor and Welfare based on the death registers announced by the Soviet Union’s National Military Archives and the Department of Defense. The name in katakana, the day of dead and the burying ground were made clear. The kanji name and home town were also written for about 2,660 people whose background could be specifically verified with the material of the Japanese side.

  By area, the death during Siberia detention (including Nakhodka etc. coastal regions) was 8,593 people. The remaining 2,130 people were outside Siberia. For the breakdown Kounan area at Korean Peninsula north (present North Korea) 1,853 people, Motoyama area 11 people China Dalian 178 people southern Sakhalin Kurile Islands 88 people.

  For the most part, the register was made based on detention location’s hospitals and the detention camps, and also the "labor battalion" etc. groups formed for the purpose of forced labor. It was revealed by this publication that among deaths at southern Sakhalin Kurile Islands more than 30 people belonged to a labor battalion. A researcher conversant with the detention pointed out that "it was in line with the belief that there was forced labor outside Siberia".

However, there were people who died during detainment did not have a name in the register. The Ministry of Health, Labor and Welfare thought that not all material of the Russian side could be acquired. The Ministry of Health, Labor and Welfare thought that there were cases that a person was registered for more than once, and would advance a close checking on that.

Regarding the investigation on death during detention, the old Ministry of Health and Welfare formally started it by taking the opportunity of receiving the death record of Siberia (for about 37,000 people) offered by President Gorbachev in those days when he visited Japan in 1991. The principle was to publish them when the identities were confirmed. Although the death register outside Siberia was obtained only after 2000, they did not give priority to publish the investigation regarding Siberia.


So these documents show that over ten thousand Japanese had died in the Soviet labor camps etc. after 1945.

伊諾拉基副駕員駛的筆記等拍賣

広島に原爆を投下したアメリカの爆撃機「エノラ・ゲイ」に搭乗した副操縦士が残した、飛行記録や手記などがニューヨークで競売にかけられました。
競売にかけられたのは、1945年8月6日、広島に原爆を投下したアメリカのB29爆撃機「エノラ・ゲイ」の副操縦士だった、ロバート・ルイス氏の飛行記録などおよそ80点です。
これらは、1983年にルイス氏が亡くなったあと、息子のスティーブンさんが保管してきましたが、ことしで第2次世界大戦の終結から70年となり、スティーブンさんがルイス氏の回顧録を出版するのにあわせて競売にかけられました。
このうち、ルイス氏の飛行記録には、1945年8月6日の欄に「初めての原爆を投下し大成功」と記され、その下の欄には「戦争が終わった」と書かれています。また、ルイス氏が爆撃機の中で書き残したという手記には「神よ、われわれはなんということをしたんだ」などと書き込まれています。
競売の結果、飛行記録など一部は希望価格に届かず落札されませんでしたが、ルイス氏の手記は4万ドル(日本円でおよそ480万円)と最も高値で落札されました。
出品したルイス氏の息子のスティーブンさんは「父は原爆投下を後悔はしておらず、やらなければならないことをやったと思っていた。エノラ・ゲイの乗組員は皆、戦争を早く終わらせたいと考えていた」と話していました。

The flight records and the notes etc. of the co-pilot who was on board the American bomber "Enora Gay" that dropped an atom bomb at Hiroshima would be auctioned off in New York.

When Lewis passed away in 1983, his son Steven kept these items. Because this year would be the 70th year of the ending of the Second World War, according Steven who published Lewis's memoirs these items would be auctioned off.

Among these items was Lewis's flight record which under the date column of August 6, 1945 was written "the first atom bomb was dropped, great success"; also written at a space below was "the war is over". In other notes Lewis wrote in the bomber, there were the writing "my god, what have we done?" etc.

Regarding the flight record, because the bidding did not reach the requested price, the auction was not successful. But for Lewis's notes they were auctioned off at the highest price of 40,000 dollars (approximately 4,800,000 yen).

Lewis's son Steven who exhibited the items said that "my father did not regret doing the atomic bombing and considered that he was doing something that had to be done. All crews on board Enora Gay were thinking about bringing an early ending to the war".


I think the flight records and notes are historical documents. I hope they will continue be in good hands.

達賴喇嘛:在愛知学院大学發言 “改變未來的力量在年輕人”

 「仏教の智慧(ちえ)に学ぶ」と題して講演し、同大特任教授を務める池上彰氏と対談した。ダライ・ラマは自身の経験を踏まえ「祖国を失い亡命したことは悲しいが、ある面では自由に人間として生きることができ、さまざまな人に出会い、経験や知識を深められた。皆さんも広い視野で物事を見てください」と学生たちにアドバイスした。
 英語を学ぶ大切さも説き「私はブロークンイングリッシュだが、コミュニケーションができる。もううまくなる可能性はないから、英語なら私を打ち負かすことはできますよ」と笑いを誘った。8日は岐阜市で講演する予定。【加藤沙波】

Would you all please see matters in a wider perspective too"?

 The importance of learning English was also being talked about. In making a joke he said "I am using broken English, but communication is possible. Because there is no possibility that my English would turn better any more, it could defeat me". It was expected that he would give a lecture in Gifu city on the 8th.


It is nice to note that Dalai Lama, already 79 years old, is still in good shape and actively travelling around the world to meet people and give talks.

台灣: 公佈日本進口食品規定的新內容

台湾の衛生当局は、東京電力福島第一原子力発電所の事故を受けて、すでに行っている福島など5つの県からの食品の輸入停止に加え、宮城や岩手など特定の地域から輸入される水産品など一部の食品に、放射性物質の検査を義務づけるなどとする、新たな規制の内容を公表しました。
台湾の衛生当局は福島第一原発の事故のあと、福島、茨城、栃木、群馬、千葉の5つの県で生産された食品の輸入を停止していますが、今月13日に日本からの輸入食品に対する規制をさらに強化する方針を示し、16日にその内容を公表しました。
それによりますと、宮城、岩手、東京、愛媛の1都3県の魚などの水産品のほか、静岡、愛知などの茶類、それに宮城などの乳幼児向け食品など、特定の地域から輸入される一部の食品について、新たに放射性物質の検査を義務づけるとしています。
また、日本から輸入されるすべての食品に、都道府県ごとの産地証明の添付を求めています。衛生当局はこの新たな規制を、来月15日から実施するとしています。
台湾では先月、輸入を停止している日本の5つの県で作られた加工食品の一部が流通していたことが分かり、消費者団体などから新たな規制の導入を求める声が強まっていました。
これに対して日本側は、食品の安全は確保されているとして、台湾側に対し科学的根拠に基づいた対応を求めていく考えです。
日本の関係者の間では、規制の強化によって日本の農林水産物や食品が割高になり、競争力を失うことなどを懸念する声が出ています。

Noting the accident at the Tokyo Electric Power Number One Fukushima nuclear power plant, the Taiwanese health authority, on top of stopping food coming from Fukushima etc. five prefectures that was already in place, now demanded obligatory radioactive checking on materials imported from some specific area on certain food, such as marine items etc. from Miyagi and Iwate. The content of the new regulation was already published.

The Taiwanese health authority had suspended the importing of food produced by five prefecture of Fukushima, Ibaraki, Tochigi, Gunma and Chiba after the accident in Number One Fukushima nuclear power plant. But on the 13th this month (April) a policy to strengthen further regulations on importing food from Japan was disclosed and the content was published on the 16th.

In addition to marine items such as fish etc. from the three prefectures and one capital: Miyagi, Iwate, Tokyo and Aichi, it was supposed that checks on radioactive materials would be required for tea items from Shizuoka Ehime, and also for infant food from Miyagi: new checking for radioactive material on certain food imported from some area was mandatory.

Also, for all the food imported from Japan, an attachment of a certificate of origin issued by individual prefecture would be required. It was assumed that this new regulation would be put into effect by the health authority starting from the 15th next month.

In Taiwan last month it was found out that some of the imported processed food in circulation was made in the five suspended Japanese prefectures. The voice from consumer organizations asking for the introduction of new regulations was strengthened.

In response to that, on the Japanese side it was assumed that food safety would be secured. Regarding the Taiwanese side there was the idea to ask them to rely on scientific basis in making a response.

Among the related Japanese people the voice of worry had come out. Because of the enforcement of the concerned regulations, Japanese marine, agricultural and forestry product together with food products would become expensive and lose the competitive power.


   I hope the regulations could better protect the health of the Taiwanese people.

黃金周住宿預約人数增長58%:北陸新幹線沿線受歡迎

 楽天が11日までにまとめたことしのゴールデンウイーク(GW)期間(4月29日〜5月6日)の国内旅行動向によると、宿泊予約者数は前年同期比58.4%増となった。北陸新幹線の延伸開業の効果が大きく、沿線の新潟県や富山県、石川県が2倍以上増えて全体を押し上げた。
 円安やレジャー需要の回復による国内旅行の人気上昇も追い風だ。後半は5連休など日の並びも良いため長距離の旅行が好調で、宿泊日数も長い傾向となった。
 楽天は「格安航空会社(LCC)の普及やガソリン価格下落の影響で、交通費が手ごろなことも影響した」とみている。(共同)

It seems that the Japanese are more willing to spend money in these days.

兩首未發行的“李香蘭”歌曲被發現

戦時中、日本人であることを伏せて、李香蘭の名前で女優として歌や映画で活躍し、去年亡くなった山口淑子さんが戦時中に録音したとみられる未発表の歌2曲があることが分かりました。戦地へ赴いた兵士の涙を描いたとみられる歌詞もあり、レコード会社は「戦時中にはそぐわないとして、発売を自粛した可能性もある」としています。
これは東京・渋谷区にある古賀政男音楽文化振興財団に保管されていた音源を山口淑子さんと契約していたレコード会社が確認したものです。それによりますと、見つかった音源はSP盤と呼ばれるレコードで、「雲のふるさと」と「月のしづく」という題名の合わせて2曲が収録されていて、ともに作詞は大木惇夫さん、作曲は古賀政男さんだということです。2曲とも終戦の前の年の昭和19年11月に収録されたという資料が残っていて、SP盤やその包装紙には、曲名や李香蘭の名前のほか、「未発表」などの文字が書かれています。
このうち「雲のふるさと」の歌詞では、「故しらず涙落つるを」など、戦地へ赴き涙ぐむ兵士の思いが描かれているとみられ、レコード会社の資料には「作詩不良の為発売不能」と記されているということです。日本コロムビアの三谷順一さんは「戦意を高揚させるような歌ではなかったため、戦時中にはそぐわないとして、発売を自粛した可能性もある」と推測しています。この歌は今月29日に発売されるCDに収録されるということです。

Among the lyrics of "Clouds of hometown” were: "I don't know the reason for dropping my tears". It was thought that they described the thoughts of soldiers who were going to the front with tears. It was said that in the data records kept by the record maker they were marked as "not to release due to inappropriate verse". Mr. Junichi Mitani of the Nippon Columbia was guessing that "it's unsuitable during wartime because it wasn't the song that could uplift fighting spirit. And there was also a possibility that the sale was checked". It was said that these two songs were recorded in a CD to be sold on the 29th this month (April).


It is an interesting discovery. It reflects the tight censorship in Japan during WWII.

中日韓旅遊部長會議,四年來第一次在東京舉行, 12日発表聯合聲明

尖閣諸島や竹島などをめぐる関係悪化で、2011年以降、中断されていた日中韓の観光相会合が、4年ぶりに11日から東京都内で開かれている。

カ国の間では、ここ数年、中国と韓国から日本に来る観光客が増加する一方で、日本から中韓を訪れる観光客は減少している。
日中の大臣会談では、中国側から、さらなるビザの要件緩和に努力してほしいとの発言があったほか、日韓の会談では、韓国側から、韓流ブームにあやかり、映画やドラマのロケ地めぐりなど、日本の旅行会社の協力を得ながら、魅力あるツアーを開発したいとの発言があった。
午後7時からは、晩さん会が開かれ、12日、日中韓による共同声明が記者会見で発表される予定。

At the Japan-South Korea meeting, there were talks on the Korean side to follow the Korean Wave boom, to develop movie and drama shooting locations into centers of tourist attraction with the cooperation from Japanese travel agencies.

A dinner party was held from 7:00 pm and a joint statement to be announced by Japan-China-South Korea at a press conference scheduled for the 12th was being planned.


It seems that economic considerations have brought back co-operation to these three parties.

三井不動產與東京建物在八重洲建兩棟摩天樓

 三井不動産と東京建物は10日、東京駅八重洲口の再開発事業として、それぞれ高さ245~250メートルの超高層ビルを建設する計画を発表した。
 三井不動産のビルは2018年に着工、21年開業を予定する。東京建物のビルは20年の着工、24年開業を見込む。オフィスやホテル、商業施設などが入るほか、地下にはそれぞれ大型バスターミナルを整備し、地上に点在する乗り場を集約して羽田空港や成田空港、地方都市を結ぶ。事業費はいずれも公表していない。

Concentrating on the ground would be different boarding stops with linkage to the Haneda Airport, the Narita Airport, and local cities. The respective project cost was not published.


So this area will have a new look because of the buildings.

日本企業北京求職聯合面試, 參與學生超過2倍

中国の北京で日系企業が現地の学生を採用する合同の就職面接会が開かれ、日中関係が改善に向かうなか、参加した学生の数が前回の2倍を超えました。
この就職面接会は、中国にある日系企業で作る団体「中国日本商会」が企業の採用と現地の学生の就職を支援するため、毎年2回北京で開いています。11日、会場となった大学の体育館に日系の化粧品メーカーや自動車関連の企業など16社が集まりました。
面接に訪れたのは、日本語を学び、ことし卒業予定の中国人の大学生や大学院生らで、流ちょうな日本語で企業の担当者に事業の内容を尋ねたり、志望の動機をアピールしたりしていました。今回参加した学生の数は700人と前回、去年11月の2倍以上で、主催者側では、日中関係がこのところ改善に向かうなか、両国の経済的な結びつきが今後も強まることへの期待も背景にあるとみています。
参加した大学院生の女性は「母は日系企業を選ぶことを心配していましたが、父は応援してくれたので、『神様は乗り越えられる試練しか与えない』という日本のことばどおり頑張ります」と話していました。一方、日系企業の担当者は「日中関係が雪どけに向かうなか、せっかく学んだ日本語を生かしたいという学生が多い」とか、「中国から日本を訪れる観光客が増えていて、優秀な中国人スタッフを増やしたい」などと話していました。

In Beijing China, a joint job interview meeting held by Japanese-affiliated firms to employ local students was held; might be because the Sino-Japanese relation was moving towards some improvement, the number students who participated had exceeded that of last time by two folds.

This job interview meeting, which was held in Beijing twice a year and organized by the "China-Japan Chamber of Commerce” that was a group of Japanese-affiliated firms in China, tried to help the enterprises to do employment through the recruitment of local students. On the 11th (April) 16 companies came together: for example cosmetic makers and the Japanese car related enterprises gathered in a gymnasium of a university that became the meeting place.

Those who visited for an interview were students learning Japanese, and they were Chinese college students or graduate students that had planned to graduate this year. In fluent Japanese they asked the person-in-charge of an enterprise about the business contents, attracted to there by a motivation that came from their ambition. The number of students who participated this time was 700 which was 2 times more than last time held in November last year. According to the host, it was thought that amidst the prospect of an improving Japan-China relation recently, there was an expectation in the strengthening of economical ties between the two countries in the background.

A female graduate student who had participated was saying that "my mother is anxious that I choose a Japanese-affiliated firm, but my father supports me, so I exert myself as in a Japanese saying that "God only gives a test that one can get over". On the other hand, the person-in-charge of a Japanese-affiliated firm said that "amidst moving towards a thaw in Sino-Japanese relation, there are a lot of students who would like to utilize their hard learned Japanese", and that "with tourists from China visiting Japan on the increase, we would like to increase our excellent Chinese staff" and so on.


It is nice to know that in the private sector, the flow and exchange between people of the two countries are back to normal gradually.

福島・楢葉町:“準備住宿”開始...... 直轄市全域疏散區首次

 東京電力福島第1原発事故で、ほぼ全域が避難区域となった福島県楢葉町で6日、今夏の避難指示解除に向けた3カ月間の準備宿泊が始まった。国は早ければ7月にも避難指示を解除するが、それまでの間、町民に帰還への準備を進めてもらう。同時に、政府は避難指示解除後の日常生活の課題を把握し、環境整備に役立てる。
 町は居住区域の全域が避難区域のうちの「避難指示解除準備区域」に指定されている。寝泊まりできる準備宿泊は田村市都路地区と川内村東部に次いで3例目で、全域避難の県内7町村では初めて。
 政府の原子力災害現地対策本部によると、昨年10月実施の調査では約46%の町民が「町に戻りたい」と回答したが、準備宿泊に登録した町民は5日現在、182世帯382人と人口(2715世帯7438人)の5%にとどまる。そのほとんどが避難先の仮設住宅で暮らす高齢者だという。
 同町によると、東日本大震災と原発事故があった2011年3月から4年が経過し、人が住まなくなったことによる荒廃で、修繕が必要な家屋が約1000軒ある。
 町の担当者は「すぐに戻れない町民は少なくない。戻れる家があったとしても、子どものいる家庭の多くは、放射線への心配から帰還しないだろう」と懸念する。【栗田慎一】

On the 6th (April) the Fukushima prefecture Naraha city where almost the whole area was an evacuation zone due to the Tokyo Electric Power Fukushima Number One Nuclear Plant accident, a 3-month reparation aiming at lifting the evacuation directive this summer in preparation for a return had started. The country’s evacuation directive would be lifted as early as in July and up to this moment the preparation for returning to town was in progress. At the same time, the government was learning the daily life problems after the evacuation directive was lifted and assisted in environmental improvements.

   The town, within all the area in the resident district, had designated the "evacuation directive lifting preparation area" inside the evacuation district. This preparation for make possible a staying overnight was the third case, following Tamura city Miyakoji district, and the Kawauchi village east. Yet it was the first time to involve all the 7 towns and villages in a whole prefecture that had been an evacuation district.

   According to a nuclear-power disaster local task force of the government, about 46 % of townsman answered in October of last year that "we would like to return to town", but in an investigation of implementation up to now on the 5th (April), the townsman who had registered for the staying preparation stood at 382 people from 182 households, being 5% of the population (7,438 people from 2715 households). It was said that the majority were senior citizens who were living at temporary housing in refuge areas.

   According to the said town, 4 years was past since March 2011 when a nuclear accident occurred due to the Eastern Japan Great Earthquake, and there were about 1,000 houses that needed repairing due to desolation because no people was living there.

  The people in charge of the town worried that "the number of townsman who cannot return immediately is not few. Even if there is a house which one can return to, many families with children would not return for fear of the radiation".


I think to the people in charge of this project, it is difficult to convince families with children to return for fear of radiation.
