中国、マナー欠く旅行者をブラックリストに 出国制限も

旅客機内や列車で暴れたり、文化財を傷つけたりしたら、ブラックリストに載せます――。中国で、問題行動を起こした旅行者の情報を記録する制度が始まったと、地元メディアが7日に伝えた。結果が重大だとみなされた場合には、出国や銀行取引を制限される恐れもあるという。
ブラックリストは、国や地方の各省などの観光部門が作成し、マナーに欠ける旅行者の情報を1~2年間保存する。旅客機や列車、船などの交通の秩序を乱す行為や公共施設の破損などで、法的な責任が認められたり、社会に重大な悪影響を及ぼしたりした場合が対象となる。
リストに載せられた旅行者は異議を申し立てることができる。申し立てを受けた部門は15日以内に回答しなければならないという。
中国では最近、旅行者が引き起こすトラブルが注目を集めるようになり、中国国家観光局が制度づくりに乗り出していた。態度が気に入らないと国際線の旅客機内で客室乗務員にカップ麺をぶちまけたり、名所で落書きをしたりといった旅行者の行動が問題になっていた。リストづくりには、中国人のイメージ低下につながるこうした行為をなくす狙いがあるとみられる。(上海=金順姫)

If a person ran wild in a passenger
plane or a train, or damaged some cultural assets, he would be put on a
blacklist. In China on the 7th (April)
local media said that a system had started to record information on travelers
who had caused problems in behavior. If it was considered to be in a serious
situation, there was a chance that overseas traveling and banking transactions
would be restricted.
About
the blacklist, it was made by the country together with individual local sightseeing
divisions based on information on travelers who were lacking in manners and
would be kept for 1 to 2 years. The targets were those behavior that had disturbed
the traffic order in passenger planes, trains and ships, or damaged public
facilities that involved a legal responsibility or had generated substantial
negative influences on the society.
Those travelers on a list could make an appeal.
It was said that the division which received the appeal had to make a reply
within 15 days.
Recently
troubles made by travelers had attracted much attention in China . The
China National Tourism Administration embarked to set up the system. A traveler's
behavior became a problem when he dumped a cup of instant at a flight attendant
in a passenger plane of an international flight because he did not like the former’s
attitude, or when he made a graffiti at a tourist site. It could be thought that
the aim was to build up the list so as to eliminate behavior which could lower the
image of Chinese.
I hope this system could improve the
behavior of the Chinese tourists.
