China-U.S. trade friction: Japanese manufacturers reconsidered their production systems

輸入品に高い関税をかけ合うアメリカと中国の対立を受けて、日本の大手メーカーの一部には生産体制を見直すなどの動きも出てきています。

トランプ政権が発動を発表した第3弾となる制裁措置を受けて「ヤマハ発動機」は、対象になった中国で生産しているゴルフカートのエンジンなどの輸出を増やしていて、制裁の発動前にアメリカの組み立て工場の在庫を積み増しています。

このほか、これまでの制裁措置を受けた動きとしては大手建設機械メーカーの「コマツ」が、中国で生産していたショベルカーなどの建設機械の部品の一部を先月から日本とメキシコに移しました。

大手電機メーカーの「三菱電機」は、レーザー加工機などの工作機械を中国の大連で生産していましたが、先月、名古屋市にある工場に生産を移しました。

機械メーカーの「東芝機械」は中国からアメリカ向けに輸出しているプラスチック部品を作る機械の生産を来月から静岡県沼津市とタイの工場に移すことを決めました。

一方で、事態を静観しているメーカーも多くあります。中国やアメリカに工場がある「トヨタ自動車」や「日産自動車」、それに「ホンダ」や「マツダ」の自動車メーカー各社は、車の生産や部品の調達の現地化を進めていて、生産をほかの国に移す対応は検討していないとしています。

半導体大手の「ルネサスエレクトロニクス」は製品の一部を中国の工場からアメリカに輸出していますが、売り上げの1%程度にとどまることから、当面は状況を静観することにしています。

中国でカーラジオ用のチューナーやパソコン用のブルーレイディスクの機器などを生産している「パイオニア」も、アメリカ向けの売り上げの規模は小さいとして具体的な対応は決めていません。ただ、米中の今後の対立によっては生産体制の見直しを検討するとしています。

After noting confrontations between China and the United States which high customs import duties were discussed, Japanese major manufacturers had a new appreciation on some of their production systems and moves had also come to light.

After noting the sanction which became the 3rd wave of imposition by the Trump government was announced, "Yamaha Motor" was increasing its export of golf carts that used engines produced in China which had been made the target of sanction; it also increased its stock in American assembly factories before the start of the sanction.

On top of that "Komatsu", a major construction machine manufacturer, had relocated some of their machine parts produced in China for the making of machines such as shovel car etc. to Japan and Mexico starting from last month as a move after noting the sanction so far.

"Mitsubishi Electric" as a major electric appliance manufacturer in Dalian of China that was producing machine tools for laser machines had moved its production to a factory in Nagoya-shi last month.

"Toshiba Machine", a mechanical manufacturer which exported plastics components to the United States had decided from next month to move the mechanical production from China to Numazu-shi in Shizuoka, and also to their Thai factory.

On the other hand there were also a lot of manufacturers calmly watching the situation: "Toyota Motor" and "Nissan Motor", which had factories in both China and United States; and also automobile companies  "Honda" and "Mazda"  which were advancing the localization the production of cars and the supply of parts. It was assumed that these factories were not considering moving their production to other countries.

"Renesas Electronics" was a major semiconductor company which exported some of their products from a Chinese factory to the United States; but because their export stayed at about 1 % of total sales, at present it calmly watched the situation.

"Pioneer" was producing in China tuners for car radios and blue-ray disc components for PCs; as their sales to the United States were small, it had not decided on making a response. However, it was assumed that they would review their production systems based on further China-U.S. confrontation.

          So, some of the Japanese manufactures were making movements in response to the China-U.S. trade war that was played out so far.

4 years later the buying price of photo-voltaic generated electricity would be reduced by more than half

経済産業省は電力会社が太陽光発電を買い取る際の制度を見直し、買い取り価格の水準を一段と引き下げる方針を決めました。早ければ4年後には買い取り価格を事業者向けで、今の半額以下に引き下げたいとしています。

これは12日、経済産業省が開いた審議会で決まったものです。

再生可能エネルギーは、国が毎年買い取り価格を決めて、各電力会社が長期間、事業者から買い取ることを義務づけていますが、太陽光発電では事業者間の競争を促そうと、2000キロワット以上発電できる大規模な事業者については、入札で買い取り価格を決めています。

しかし、依然として発電コストが高止まりしているとの指摘があることから、今後、入札の対象をより小規模な事業者にも拡大することになりました。

経済産業省は入札への参加が増えれば、さらに競争が促され、太陽光発電の買い取り価格の水準が引き下げられるとしていて、事業者向けでは、2022年度にも今の1キロワットアワー当たり、現在の18円から8.5円程度に、家庭向けでは2025年度にも現在の26円から11円程度に引き下げたいとしています。

電力会社が太陽光発電を買い取る際の費用は電気料金に上乗せされていて、経済産業省は制度の見直しによって発電コストを抑え、家庭や企業の負担軽減につなげたい考えです。

The Ministry of Economy, Trade and Industry had decided a policy to review the system in which a power company bought photo-voltaic generated electricity in order to reduce its price level. It was assumed that towards the enterprises that provided photo-voltaic generated electricity, as early as 4 years later the present purchase price level would be reduced to less than half.

This was decided by a vetting meeting of the Ministry of Economy, Trade and Industry held on the 12th.

The country decided the purchasing price every year, for an extended period, all power companies were required to buy from the enterprises. Regarding the large-scale enterprises which could generate electricity over 2000 kilowatts, in order to induce competition between enterprises that generated solar electricity, renewable energy were bought through tendering to decide the price.

But because there were comments that the generated electricity cost was still high, from now on the targeted tenderer would be expanded to cover smaller scale enterprises.

The Ministry of Economy, Trade and Industry assumed than when participation in tendering was expanded, more competition would be brought in, and that the standard buying price of the photo-voltaic generated electricity would go down. For enterprise, in fiscal year 2022 it would go down from the present 18 yen per 1 kilowatt hour to about 8.5 yen; and for homes in fiscal year 2025, it also would be reduced from the present 26 yen to about 11 yen.

The power company added the cost of buying solar energy to its electricity charges, and the Ministry of Economy, Trade and Industry had the intention to suppress the cost in generating electricity by reviewing the system and linked it to the reduction of burden on households and enterprises.

          This is good news for electricity consumers in Japan.

Old computers -the loss in GDP would be 12,000,000 million yen if to leave it just as it was

企業が古いコンピューターシステムを刷新しないと生産性が低下するなどして、7年後には日本のGDP=国内総生産が最大で年間12兆円失われるとした試算がまとまりました。経済産業省は企業に対しシステムを刷新するよう求める方針です。

経済産業省によりますと、コンピューターシステムを定期的に刷新する作業は多額の費用がかかるうえシステム障害も懸念されることなどから、大企業でも十分対応できていないケースが多いということです。

この影響について経済産業省は有識者を集めた会議で検討し、このほど報告書を取りまとめました。

それによりますと、システムを長い間、刷新しないと、基盤ソフトのサポートが終了したり古いシステムに精通した人材が減ったりして、トラブルが起こりやすくなること。

そして、最新の技術を活用しないことで生産性が低下するなどの悪影響があり、7年後の2025年には日本のGDPが最大で年間12兆円失われると試算しています。

このため経済産業省は、今年度中に企業向けのガイドラインを策定してシステムの刷新を行うよう求めるほか、国の機関がシステムを点検する仕組みを設ける方向で調整することにしています。

According to the Ministry of Economy, Trade and Industry, due to the large amount of cost needed to update computer systems periodically, and also there was a fear of system failures etc., it was said that there were a lot of cases that even large enterprises could not handle the situation.

 Regarding the impact, the Ministry of Economy, Trade and Industry gathered together knowledgeable people to a meeting and compiled a report recently.

According to that, when a system failed to be updated for a long time, the basic software system foundation support would come to an end, and the talent who were familiar with the old systems would became less and troubles would be easy to happen.

If not utilizing the latest technology, the productivity would fall and there would be bad influence; a testing calculation indicated that 7 years later in 2025, a maximum of 12,000,000 million yen a year in Japanese GDP would be lost.

Therefore the Ministry of Economy, Trade and Industry, in this fiscal year, had set a policy on guideline to ask corporations to carry out system updating. Furthermore, regarding the other national organizations, to make adjustments towards the direction in which mechanisms designed to set up checking systems would be installed.

          It seems that the Japanese corporations are moving towards the next level of computerization.

The African swine fever confirmed in China “most certainly would spread in Asia"

中国で相次いで確認されている豚の伝染病、「アフリカ豚コレラ」について、FAO=国連食糧農業機関は、アジア諸国に感染が拡大するのはほぼ確実だと警告し、各国と連携して感染の拡大を食い止める対策を進めることにしています。

アフリカ豚コレラは感染した動物との接触やダニが媒介する豚やイノシシの伝染病で、人には感染しないものの、有効なワクチンや治療法がなく、感染が広がると畜産業に大きな影響が出ると懸念されています。

先月初めて感染が確認された中国ではこの1か月間で18の養豚場や加工場に感染が広がり、感染したおよそ4万頭の豚を殺処分するなど対策を急いでいます。

こうした状況を受けてFAOは、日本を含むアジア諸国の担当者や専門家などを集めた緊急の会合を開き、アジア諸国に感染が拡大するのはほぼ確実だと警告しました。

そのうえで、各国と連携して専門の組織をつくって感染の拡大を食い止める対策を進めることを確認しました。

アフリカ豚コレラをめぐっては、日本でも農林水産省が養豚業者に対し飼育場への人の出入りを最低限に抑えることなどを呼びかけるとともに、中国などアフリカ豚コレラが発生している国への渡航者に対し、許可なく肉類を持ち帰らないよう呼びかけるなど警戒を強めています。

Food and Agriculture Organization warned that it was most certain that the infection would spread to other Asian countries, and measures would be taken to cooperate with all countries to stop the spreading of infection.

The African swine fever was an infectious diseases spread by contact with infected animals or mediated by ticks; while it did not infect people, there were no effective vaccines and remedies. It had big influence on the stockbreeding trade and its spreading was causing worries.

Since infection was confirmed for the first time last month, within one month infection had spread to 18 piggeries and also in the processing plants in China, counter measures were taken in a hurry to dispose of approximately 40,000 infected pigs, such as killing

FAO after noting such a situation held urgent meetings with people-in-charge in Asian countries including Japan and specialists were gathered; it was warned that most certainly the infection would spread to other Asian countries.

On top of that, cooperation with all countries to form a professional organization was confirmed so as to advance measures to stop the spreading of infection.

In Japan concerning the African swine fever, the Ministry of Agriculture, Forestry and Fisheries was appealing to the pig farmers to reduce to the minimum the people going in and out of a feedlot; also precaution was being strengthened for example requesting travelers going to countries where the African swine fever had happened such as China not to bring flesh and meat home without permission.

          So it could be a new threat on health to people in Asia.

“The president is irritated over the trade deficit reduction conference" American Ambassador to Japan

アメリカのハガティ駐日大使が4日、NHKとのインタビューに応じ、トランプ大統領は貿易赤字の削減に向けた日本との協議に進展が見られないことにいらだっているという見方を示し、今月予定されている2度目の通商協議で、より踏み込んだ議論が行われることに期待を示しました。

アメリカのハガティ駐日大使は着任して1年となるのに合わせ、4日、都内の大使公邸でNHKとのインタビューに応じました。

この中でハガティ大使は、日米間の通商問題について、「トランプ大統領は、日本との貿易赤字にいらだっているし、合意がもたらされないことにもいらだっている」と明らかにしました。

一方で、「トランプ大統領は、安倍総理大臣のことを心から尊敬し、2人は友情で結ばれており、私は進展があると確信している」とも述べました。そのうえで、今月、予定されているライトハイザー通商代表と茂木経済再生担当大臣による2度目の通商協議についてハガティ大使は、「日米間には共通点も多い。より具体的な内容を協議することになるだろう」と述べて、より踏み込んだ議論が行われることに期待を示しました。

一方、先週予定されていたポンペイオ国務長官の北朝鮮への訪問をトランプ大統領が急きょ、取りやめるよう指示したことについてハガティ大使は、「北朝鮮側は、トランプ大統領が期待していたようなことを提示してこなかった。われわれは会談のための会談をするつもりはない」と述べて、非核化に向けて具体的な行動を起こす姿勢がないと判断したためだと説明しました。そして、引き続き北朝鮮に圧力をかけていくことの必要性を改めて強調しました。

Hagerty the American Ambassador to Japan in response to an interview with NHK on the 4th this month said that president Trump was irritated as developments were not seen from the conference with Japan on trade deficit reduction. He showed expectation on the 2nd commerce conference which was scheduled for this month and indicated hope that a more in-depth discussion would be conducted.

On the 4th, one year had passed since his arrival, Hagerty the American Ambassador to Japan met with NHK for an interview at the ambassador official residence in the Metropolitan area.

In the interview, about the trade talk between Japan and the U.S., ambassador Hagerty supposedly had made clear that “president Trump was irritated over the trade deficit with Japan and also irritated at the fact that no agreement was being reached".

On the other hand he also stated that “president Tump respects Prime Minister Abe sincerely, and these two people are tied with friendship and he is convinced that there is development." On top of that, about the next commerce conference between Lighthizere, the trade representative and Motegi, the Minister in charge of economic revival scheduled for this month, ambassador Hagerty stated that " between Japan and the U.S. there are many commonality, more concrete contents would be discussed", showing hopes that a more in-depth discussion would be held.

Separately, ambassador Hagerty when explaining why a visit to North Korea by Pompeo the Secretary of State scheduled last week was urgently cancelled by the president, said that "The North Korean side is not showing what the president Trump has expected. For us there is no intention to hold a meeting just for the sake of a meeting"; and explained that it was noted that no concrete action toward denuclearization could be observed. He again stressed that it was necessity to pressurize North Korea continuously.

          It is interesting to note that the US is having trade negotiations simultaneously with different major trade partners all over the world: China, EU, Canada, Japan and others.

Hokkaido: A ceremony to mourn victims 35 years after the Korean Air aircraft was shot down

大韓航空機撃墜事件から35 犠牲者追悼の式典 北海道

大韓航空の旅客機が旧ソビエトの戦闘機に撃墜され、日本人28人を含む269人が死亡した事件から1日で35年となりました。現場を沖合にのぞむ北海道稚内市では、犠牲者を追悼する式典が開かれました。

昭和58年の9月1日、ロシアのサハリン沖で大韓航空の旅客機が旧ソビエト軍に撃墜され、日本人28人を含む乗客乗員269人が犠牲となりました。

追悼式典は、現場を沖合にのぞむ北海道稚内市の公園で毎年9月1日に行われていて、1日は犠牲者の遺族などおよそ200人が参列しました。

式典では、はじめに参列者全員で黙とうし、遺族会の代表で事件で兄を亡くした川名正洋さんが「事件から35年になり、改めて平和の大切さを皆さんと考えていきたい」とあいさつをしました。

そして、遺族らが交代で「平和の鐘」を鳴らして、同じような事件が繰り返されることがないよう祈りをささげていました。

事件で父親を亡くした兵庫県の山口真史さんは「毎年、式典に参列する中で、父親のことや自分のことを考え直しています。事件から学ぶことがあると思うので、次の世代に受け継いでいきたい」と話していました。

A passenger plane of Korean Air was shot down by a fighter of the former Soviet with 269 people including 28 Japanese died. On the first it was 35 years after the event and a ceremony to mourn victims was held in Wakkanai-shi of Hokkaido, a location which overlooked the offing where the incident happened.

A passenger plane of Korean Air was shot down by the former Soviet army at Russian’s Sakhalin offing on September 1st of 1983; 269 passengers and crews including 28 Japanese were killed.

A mourning ceremony was performed on September 1st every year at a park in Wakkanai-shi of Hokkaido which overlooked a site in the offing, and on the 1st victims of the deceased families and others of about 200 people had attended.

In the ceremony, first of all participants prayed silently, then Mr. Masahiro Kawana, who had lost his elder brother in the incident, represented an organization of the bereaved family and addressed the ceremony by saying that “I’d like to think about the importance of peace again with you all, 35 years after the incident."

Then the families of the deceased took turns to ring the "Bell of peaceful", and prayers were offered so that no more similar cases would be repeated.

Mr. Masashi Yamaguchi from Hyogo-ken who lost his father in this event said "When attending the ceremony every year, I'm rethinking about the life of my father as well as mine. I think there is something to be learned from this event. So, I hope the next generation could inherit this."

This is a tragic air traveling disaster happened near the end of the Cold War.

Seafloor study started at the East China Sea regarding private ships sunk during wartime

太平洋戦争中、アメリカ軍に撃沈され、800人余りの民間人が犠牲になった客船「大洋丸」など、東シナ海の海底に沈んでいると見られる4隻の民間船を確認するため、専門家らのグループによる調査が始まりました。

調査を始めたのは九州工業大学の浦環特別教授らのグループで、24日午後9時ごろ、長崎県の女島の南西およそ170キロの東シナ海に到着し、ソナーを海中に降ろして深さ100メートル余りの海底の様子を調べ始めました。

確認を目指すのは4隻の民間の船です。このうち「大洋丸」はドイツ製の大型客船で、昭和17年に、東南アジアの占領地に商社などの企業の社員らを運ぶ途中、アメリカ軍の潜水艦に撃沈され、817人が犠牲になりました。船を所有していた日本郵船の記録などから、「大洋丸」は調査地点付近に沈んでいると見られています。

ソナーで船の存在が確認されれば無人の潜水機で撮影に挑む予定で、「大洋丸」のほか、昭和19年に旧陸軍の兵士らを運ぶ途中に撃沈され、2700人余りが死亡した「りま丸」と同じ年に撃沈されおよそ130人が死亡した「錫蘭(せいろん)丸」、そして、昭和18年に沈んだ「富生(ふせい)丸」の3隻の撮影も試みます。

太平洋戦争で撃沈された民間の船はおよそ2500隻とされ、漁船なども合わせると6万人を超える船員が犠牲になったほか、船員以外の民間人の死者もおよそ6万人に上るという記録がありますが、軍事上の秘密とされたことなどから、詳しい実態が明らかになっていないケースも多いといいます。

海底の調査は5日間程度行われる予定で、その後、映像の詳しい分析を行うということです。

浦特別教授は「遺族などの要請を受け調査することになった。全貌がほとんど知られていない悲劇の一端を伝える機会になれば」と話しています。

About 800 private citizens in the passenger ship " Taiyō Maru" died when it was sunk by U.S. forces during the Pacific War together with other ships; in order to identity the 4 private ships which were found to be sunk in the bottom of the East China Sea, a specialist group had started an investigation.

The investigation was begun by a group consisting of Tamaki Ura the special professor of Kyushu Institute of Technology, they arrived at the East China Sea approximately 170 kilometers southwest of Meshima in Nagasaki-ken at around 9:00pm on the 24th. They lowered sonar into the sea and began checking the situation at about 100 meters deep.

The aim was to confirm 4 private ships. Among these was " Taiyō Maru " which was a large passenger carrier made in Germany, it carried staff of different trading companies from various enterprises to an occupied area in Southeast Asia in 1942 and was sunk by a submarine of the U.S. forces, with 817 people perished. Based on a record of the Nippon Yusen which possessed "Taiyō Maru", the ship was thought to be sunk around the investigation spot.

When the existence of a ship was confirmed by sonar, it was expected to be checked by taking photos with an unmanned diving machine. In addition to "Taiyo Maru”, they would also try to photo "Rima Maru" the old army ship which was sunk in 1944 on its way carrying soldiers with about 2700 onboard killed. Also sunk in the same year was the "Seiron Maru” with approximately 130 people dead, and the ship "Fusei Maru" which was sunk in 1943.

The number of private ships sunk in the Pacific War was set at approximately 2500, and when sailors from fishing boats etc. were add up together, the record reached beyond 60,000 people. Besides sailors, there were records showing that the private citizen's death also reached approximately 60,000 people, but because it was being regarded as a military secret, it was say that the detailed reality of many cases could not be made clear.

It was decided to investigate the bottom of the sea for about 5 days, and after that it was said that pictures taken would be analyzed in great details.

Special professor Ura said that "I was invited by the family of the deceased and I'm going to investigate. May be it comes as a chance to tell something about a tragedy which almost no one have learned about its whole picture".

          The research result would become an interesting piece of information on Japan’s WWII history.

A mirror of "KAGRA" which could observe the "Gravity wave" was ready for use

「重力波」を観測する「KAGRA」の鏡が完成

東京大学などが岐阜県で建設を進める宇宙から伝わる「重力波」を観測する施設、「KAGRA」の心臓部の1つとなる鏡が完成し、21日披露されました。「KAGRA」は来年、本格的な観測を開始する計画です。

「KAGRA」用の鏡は東京大学と日本のメーカーなどが4つ製作し、その1つが21日、東京大学で披露されました。

直径は22センチ、厚さは15センチあり、素材は「サファイア」でできています。

重力波を観測する「KAGRA」は東京大学などが岐阜県飛騨市の地下に建設を進めている大型の施設で、L字に組み合わせた長さ3キロメートルある2本のパイプの中を、両端の鏡で反射させたレーザーの光が往復する仕組みです。

宇宙から重力波が伝わってくると3キロのパイプがわずかにひずみ、中を走るレーザー光の往復時間が微妙に変化することから、重力波を検知することができます。

重力波は、水素原子よりも小さい空間の伸び縮みの変化として伝わってくるため、レーザーを反射する鏡には極めて高い精度が求められます。KAGRAでは、氷点下およそ250度に鏡を冷やすことで、誤差やノイズの発生を極限まで抑える世界初の技術を採用したということです。東京大学などでは今後、鏡を取り付けて、来年、本格的な観測を開始する計画です。

東京大学宇宙線研究所の廣瀬榮一特任助教は「鏡がついに完成し、これから重力波を観測するモードに入る。人類が知らない宇宙の謎を追いかけたい」と話しています。

重力波とは超新星爆発や天体どうしの衝突などで、時空に「ゆがみ」が発生してそれが波のように伝わる現象で、アインシュタインが存在を予想し、これまでにアメリカとヨーロッパの施設が観測に成功しています。宇宙の成り立ちの謎の解明にもつながるとされ、今後、KAGRAの成果が期待されます。

It was announced on the 21st that a piece of mirror which was the key part of "KAGRA" was completed. “KAGRA” was the facility which could observe the "Gravity wave" transmitted from the universe; its construction was being advanced by the University of Tokyo and others in Gifu-ken. "KAGRA" planned to begin observation in earnest next year.

The University of Tokyo and a Japanese manufacturer made 4 mirrors for "KAGRA", and on the 21st one of them was made public at the University of Tokyo.

It was 22 centimeters in diameter and 15 centimeters in thickness and the material used was "sapphire".

"KAGRA" which could observe gravity wave was a large facility with construction advanced by the University of Tokyo at the underground at Hida-shi, Gifu. It was 3 kilometers in length by combining two pipes arranged in L letter shape. The mechanism inside would reflect laser beam at both ends by lens and making it go back and forth.

When the gravity wave was being transmitted from the universe, inside the 3 kilometers pipe it distorted a little bit, and during the round trip time the laser beam that ran through the inside would change subtly, it was then possible to detect the gravity wave.

Gravity wave was transmitted with expanding and contracting changes within a space of smaller than a hydrogen atom, the mirror which reflected the laser needed very high precision. In KAGRA the mirror was cooled to approximately 250 degrees below freezing point, and it was said that the world's pioneer technology was adopted which suppressed the occurrence of error and noise to the absolute limit. The University of Tokyo would install the mirror from now on, and plan on beginning the observation in earnest next year.

Eiichi Hirose the Associate Professor of the University of Tokyo Institute of Cosmic-Ray Research said that "at last the mirror completes the facility and now it enters the mode to observe the gravity wave. I would like to chase the space mystery that mankind doesn't know."

Time and space “distortion" occurred during a super nova explosion, and also collision between the heavenly bodies, the gravity wave was such a phenomenon which was transmitted like a wave and Einstein expected its existence; so far the United States and European facilities had succeed in its observation. It was said that it would lead to the elucidation of the mystery on the formation of the universe, and from now on some achievement from KAGRA was expected.

          It is nice to know the Japan could also observe the gravity wave on its own.
