1月の外国人旅行者数は日中関係悪化の影響で中国からの旅行者が大幅に減ったことから、コロナ禍の20221月以来のマイナスでしたが、2か月ぶりに増加に転じました。

国・地域別では中国からの旅行者が例年なら春節のため伸びる時期ですが、去年の同じ月と比べて45.2%減少しました。

一方、国・地域別で旅行者数が最も多い韓国は28.2%、2番目に多い台湾は36.7%増え、全体を押し上げました。

また、前の月はマイナスだった香港も19.6%増えたほか、メキシコが42.8%、インドが22.7%それぞれ増えました。

観光庁長官 「イラン情勢の緊迫化 影響を注視」

外国人旅行者数が2か月ぶりに増加したことについて、観光庁の村田茂樹長官は「春節の時期は中国からの旅行者が通常より増える時期だがマイナスになった。しかし、全体では2月として過去最多の旅行者数となっていて好調な状況が続いている」と述べました。

そのうえで、イラン情勢の緊迫化による影響については「ヨーロッパからの訪日客が中東の空港を経由して来日する場合もあるが、大半は直行便を利用している。ただ航空燃料についても変化が見られることから、インバウンド市場全体にどのような影響があるか引き続き注視していく」と述べました。

According to the Japan National Tourism Organization, 3,466,700 foreign tourists visited Japan last month, a 6.4% increase compared to the same month last year, being a record high for February.

The number of foreign tourists in January was down for the first time since January 2022 during the COVID-19 pandemic, due to a significant decrease in tourists from China as a result of worsening Japan-China relations. However, it had now increased for the first time after two months.

By country/region, while the number of tourists from China would usually increase during the Lunar New Year, it decreased by 45.2% compared to the same month last year.

Meanwhile, South Korea, which had the highest number of tourists by country/region, saw a 28.2% increase, and Taiwan, the second highest, saw a 36.7% increase, boosting the overall figures.

In addition, Hong Kong, which had seen a decrease the previous month, increased by 19.6%, while Mexico increased by 42.8% and India by 22.7%.

Japan Tourism Agency Commissioner: "We are closely monitoring the impact of the escalating tensions in Iran"

Regarding the increase in the number of foreign tourists for the first time in two months, Japan Tourism Agency Commissioner Shigeki Murata (村田茂樹) stated, "While the Lunar New Year period usually sees an increase in tourists from China, this time it was a decrease. However, overall, the number of tourists in February is the highest ever, and the situation remains strong."

He further added, regarding the impact of the escalating tensions in Iran, "While some visitors from Europe arrive via airports in the Middle East, the majority use direct flights. So, last month, over 3.46 million foreign tourists visited Japan, a 6.4% increase compared to the same month last year. Apparently, the “boycott” initiated by the China is not impacting tourism in Japan.

日本百貨店協会の発表によりますと、全国のデパートの去年1年間の売り上げは56754億円と、前の年を1.5%下回り、5年ぶりのマイナスとなりました。

外国人旅行者向けの免税品の売り上げが5667億円と、前の年より12.7%減ったことが主な要因で、中国政府が日本への渡航自粛を呼びかけたことが影響したとみられます。

中国人旅行客は先月も客数と売り上げともに前の年の同じ月に比べておよそ4割減少しています。 

日本百貨店協会の西阪義晴専務理事は「中国からの航空便も減少しているので、春節の時期も含めて当面、デパートへの影響は続くのではないか」と話していました。

This was primarily due to sales of duty-free goods to foreign tourists falling 12.7% to 566.7 billion yen, likely due to the Chinese government's call for people to refrain from traveling to Japan.

Regarding Chinese tourists last month, both in terms of customer numbers and sales, also fell by approximately 40% compared to the same month last year.

Yoshiharu Nishizaka (西阪義晴), executive director of the Japan Department Stores Association, said, "With the number of flights from China also decreasing, the impact on department stores is likely to continue for the time being, including the Chinese New Year period."

              So, the nationwide sales at department stores across Japan fell 1.5% last year, probably due to Chinese government's call for people to refrain from traveling to Japan. It seems that Japan is ready to embrace the impact.

これを受けて日本の山崎国連大使は4日、「中国側の主張は事実に反し、根拠に欠けるものだ」と改めて反論する書簡をグテーレス事務総長に提出しました。

書簡は「日本は今後も平和を愛する国家」として国際社会に貢献していくと強調したうえで、「日本は引き続き対話を通じて冷静に対応していく方針だ」としています。

提出された書簡は国連の全加盟国に回覧されることになっています。

木原官房長官「わが国の立場は一貫している」

木原官房長官は閣議のあとの記者会見で「書簡を再度発出し、事実に反する中国側の主張に対して、日本政府としてしっかり反論、発信を行ったと報告を受けた。今般の国会でのやり取りを含めて、わが国の立場は一貫しており、中国に対しても繰り返し伝えている。引き続き適切に対応していく」と述べました。

The submitted letter would be circulated to all UN member states.

In a press conference following the Cabinet meeting, Chief Cabinet Secretary Kihara (木原) stated, "I was informed that the Japanese government has issued another letter and firmly refuted and communicated the factually unfounded claims made by the Chinese side. ISLAMABAD (Reuters) -The Asian Development Bank will fund upgrades to part of Pakistan's creaking railway system, replacing China, after prolonged delays in securing financing from Beijing threatened to put a strain on a strategic mining project, two sources said on Friday.

An extensive revamp of 1,800 km (1,118 miles) of railways has been the centrepiece of a $60 billion Chinese investment programme in Pakistan announced in 2015 as part of Beijing's Belt and Road Initiative global infrastructure push.

A decade of negotiations, however, have yet to produce a finance package for the rail upgrades - the single biggest project under the programme with China. And Pakistan is, meanwhile, struggling to repay Chinese debt owed for other projects.

The ADB is in advanced talks to lead the financing of a $2 billion upgrade of a 500-km stretch of the railway line from Karachi to Rohri in the country's south that had previously been part of the Chinese project, two sources with direct knowledge of the discussions told Reuters.

The upgrade has become urgent, they said, as it is needed to transport copper ore from the Reko Diq mine currently being developed by Canada's Barrick Mining Corp.

"We will have a crisis. How will you evacuate output from Reko Diq? The exhausted line will come under even more pressure," one of the sources, a senior government official, said.

There was no immediate comment from Pakistan's railways ministry or China's foreign ministry.

The ADB would not confirm the finance package, which is being reported for the first time by Reuters. But it said Pakistan's government and the regional lender "have regular discussions on railway sector development".

"Any potential ADB assistance would be subject to comprehensive due diligence and consideration under ADB's policies and procedures before any commitment is made," it wrote in a statement to Reuters.

The deal, expected to be announced later this month, would see the ADB lead a consortium to finance the project and bring in an international engineering contractor to carry out the work through a competitive bidding process, the sources said.

The ADB announced $410 million in financing for the Reko Diq mine itself earlier this week. And its president is due to visit Islamabad next week, the sources said.

 

CHINA AND PAKISTAN: 'IRONCLAD FRIENDS'?

The sources said the plan is diplomatically tricky but has been squared with China.

"We would never do anything to jeopardise that relationship," the senior Pakistani official said.

China rolled out major power and infrastructure projects after the 2015 launch of the investment programme, known locally as the China-Pakistan Economic Corridor. But momentum has stalled, with the last big project - the Gwadar East Bay Expressway - inaugurated in 2022.

Islamabad has fallen behind on payments for electricity generated by Chinese-built power plants. And following a government report looking at the cost of the power stations, Islamabad has for the past year sought to reschedule debt payments for the plants.

"China and Pakistan are ironclad friends and all-weather strategic cooperative partners," China's foreign ministry said on August 19, ahead of a visit by Foreign Minister Wang Yi to Islamabad this week.

In Wang's meeting with Pakistan's Prime Minister Shehbaz Sharif on Thursday, both sides said they sought to deepen ties and move on to the next phase of CPEC.

 

PAKISTAN'S MINING AMBITIONS

The Reko Diq copper and gold mine - at the heart of the government's strategy to attract investment to Pakistan's mining sector - is due to enter production in 2028 with anticipated annual output of some 200,000 metric ton of copper concentrate.

One of the world's largest untapped copper deposits, it is Pakistan's largest foreign investment in recent years.

The ADB-financed rail upgrade would modernise the track and bridges from the commercial capital Karachi north to Rohri, close to the city of Sukkur, so that diesel trains can run faster, the sources said.

In Rohri, the line will meet a branch coming from the area of the Reko Diq mine and will carry the copper concentrate to port.

Tim Cribb, Reko Diq's project director, told Reuters that the government and Barrick would work together on securing financing for the upgrading of the branch coming from the west to Rohri.

The mine also faces security concerns, as it lies in the insurgency-hit western province of Balochistan, with militants frequently targeting the rail network.

GEORGETOWN, Guyana (AP) — China's government bristled Friday at the strengthening ties between Guyana and the United States in online comments a day after a visit to the South American country by U.S. Secretary of State Marco Rubio.

The Chinese comments came after Guyanese President Irfaan Ali said his oil-rich nation would give the U.S. preferential treatment over other countries after it pledged to respond forcefully if neighboring Venezuela tries to annex Guyanese territory as it has threatened.

The Chinese Embassy in Guyana posted on Facebook on Friday that China has always “put China-Guyana Friendship first."

“We honor our commitment with concrete actions. As a matter of fact, China has participated fully at the biggest economic and social transformation in the history of Guyana. Facts and figures speak louder than anything else,” the embassy said.

China cited its $1.4 billion in annual trade with Guyana and a string of major infrastructure projects that Chinese firms are undertaking, some secured by Chinese loans. These include the new Demerara Harbor Bridge, China-Guyana Joe Vieria Park, six regional hospitals and the East Coast Demerara road project.

After Rubio's visit to Guyana and meeting with Ali on Thursday, he traveled to Suriname where he joked at a news conference about the ruggedness of Guyana's airport road built with China's help.

“They don’t do a bad job, they do a terrible job,” the U.S. diplomat said of China’s projects abroad. “I just came from Guyana, where we had to drive on a road the Chinese built. We almost all had concussions, because the road was so bad. It was terrible.”

Rubio also criticized China for bringing in their own workers to work on projects abroad, adding that the country also wants “you to borrow a bunch of money and then they hold it over your head.”

However, Rubio noted that U.S. companies are not taking advantage of investement opportunities in the region, echoing similar remarks by Surinamese President Chan Santokhi.

Not all the countries are showing up," Santokhi said. "We are inviting investors. My invitation to (Rubio) was that we need the private sector of the United States."

'SINGAPORE OF LATIN AMERICA'

A beacon of the change is a new megaport 80 kilometers (50 miles) north of Lima in Chancay. It is being built by China's state-owned Cosco Shipping and promises to shorten sea routes to Asia both for Peruvian and Brazilian goods.

The Chinese-controlled port, set to be inaugurated by Xi when he is in Peru, has sparked concern from the United States over regional security, but more importantly will turbocharge the region's trade highway to China.

"We will have direct routes to Asia, particularly to ports in China, which will be cut by 10, 15, 20 days depending on the route," Peruvian Minister of Transport and Communications, Raul Perez Reyes, told Reuters at the port.

He added that it would compete with Mexico's Port of Manzanillo and eventually Long Beach in California.

"Our aim is to become the Singapore of Latin America."

The Pacific coast port is leading to other investments to boost connectivity, especially for soy producers in Brazil, who are keen to cut down shipping costs and travel time to Asia, and avoid going through the Panama Canal to the north. Peru's government is pushing a potential $10 billion rail project.

That could see more Brazilian soy transported overland to Peru and then heading for China. Brazil has seen trade with the world's no. 2 economy skyrocket in recent years.

Most local officials and diplomats, however, strike a cautious tone. They say both China and the United States are key partners. But privately, they concede that China has given more concrete attention to Latin America.

"Peru is open to do business with all countries," said a senior Peruvian official on condition of anonymity. "What China does though is concentrate its investments in Latin America and Africa" which have the resources it needs, the official said.

He added that Peru hoped to sign an agreement during APEC with China to upgrade their 2009 free trade agreement, mainly related to intellectual property, electronic commerce and customs procedures.

'SIGNALS OF ENTHUSIASM'

Brazil's ambassador in Lima, Clemente Baena Soares, said the Chancay port would be a major boost for his country's soybean farmers, cutting almost in half journey times to Asia.

He called for Peru to ease red tape for Brazilian haulers such as load limits on highways linking the countries.

Jose Tam, president of the Peru-China Chamber of Commerce, said that China was being more proactive than others in South America, helping boost its trade and investment ties.

"China is sending the clearest signals of enthusiasm in the region," said Tam, who heads the association that includes large copper mines such as MMG Ltd's Las Bambas and Aluminum Corp's Chinalco.

Mario de las Casas, corporate affairs manager for Cosco Shipping, said Peru's pivot towards China wasn't political and it was open to investors from everywhere. The trend was purely business, with less U.S. investment on offer.

"Let the United States come to invest, it has not done so for many years," he said, adding that Peru was well positioned to benefit from any global trade tensions. "Here there are no good or bad guys, here there are only interests."

LIMA/BEIJING (Reuters) - In South American copper giant Peru, the incoming Donald Trump White House will find itself already on the losing side in a trade battle with China, part of a bigger power realignment around the resource-rich region in Washington's backyard.

Peru, the world's no. 2 copper exporter, is set to host Asia-Pacific Economic Cooperation leaders this week, with China's President Xi Jinping expected to attend and inaugurate a major new Chinese-built port in the country. Outgoing U.S. President Joe Biden is also on the guest list.

Peru reflects a wider challenge for the White House around South America, where China's presence has grown rapidly given its huge appetite for the region's main exports: corn, copper, soy, beef and battery-metal lithium.

That's made Beijing the go-to trade partner from Brazil to Chile and Argentina, eroding Washington's regional political clout, a trend that widened under Trump's 'America First' inward turn during his first administration and again under Biden.

"The strategic value is that this is the United States' backyard," said Li Xing, professor at the Guangdong Institute for International Strategies, adding it helped counter U.S. presence around the Indo-Pacific and offset trade war risks.

"China can't start by building military bases there because it's too sensitive and will make China's conflict with the United States too pronounced... So it has made inroads with economic ties first."

Peru demonstrates the dramatic shift. China's trade lead there over the United States widened to $16.3 billion last year, UN Comtrade data show, a stark reversal of just a decade ago when Washington was the dominant player. That's come hand-in-hand with investment from energy to mining.

China overtook the United States in 2015 on trade with Peru, widening the gap under Trump's previous administration from 2017-2021, and again under Biden.

"China has entered the region aggressively, is learning quickly, and is prepared to remain for the long term," said Eric Farnsworth, a former State Department official now at the Council of the Americas and Americas Society.

"Unless the United States meaningfully prioritizes regional economic policy in a new and more effective way, the region will continue to tilt toward Chinese interests."

The U.S. embassy in Lima did not respond to a request for comment. Washington officials have repeatedly warned publicly that Chinese investment in the region comes with strings attached and said the United States is a more reliable partner.

People from nine more countries, including South Korea, Norway, Finland and Slovakia, will have visa-free entry to China from Friday, as Beijing tries to attract more tourists and improve international ties.

From November 8, nationals from these countries, which also include Denmark, Iceland, Andorra, Monaco and Liechtenstein, will be allowed to enter China for business, tourism, family visits or transit for up to 15 days without a visa, China's Ministry of Foreign Affairs said on Friday.

The policy will be in effect until the end of next year and take the total of countries in this category to 25.

The announcement followed President Xi Jinping's meeting with Slovak Prime Minister Robert Fico in Beijing on Friday.

According to the ministry, Fico said Slovakia welcomed Chinese investments in its clean energy sector and was "willing to join the Friends of Peace", a group spearheaded by China and Brazil to find a political settlement to the war in Ukraine.

Fico's trip came just days after the European Commission, which oversees European Union trade policy, decided to impose tariffs on Chinese-made electric vehicles. Slovakia was one of the five EU countries that opposed the tariffs, counting on Chinese investment to help build an EV battery plant.

As he announced the elevation of ties with Slovakia to a higher level on Friday, Xi said Beijing attached great importance to relations between China and the EU.

"China-EU relations should demonstrate due maturity and stability," Xi was quoted by state news agency Xinhua as saying.

"[EU institutions] should adopt a positive and pragmatic approach, properly manage differences, and refrain from politicising economic and trade issues."

Meanwhile, the EU's top diplomat, Josep Borrell, is in East Asia to foster closer defence partnerships with Japan and South Korea following reports of North Korean soldiers receiving Russian army uniforms at a base near Ukraine.

The North Korean presence raises the spectre of a wider conflict and South Korea is one country that could potentially be drawn in.

China and South Korea maintain robust trade ties but these have been tested in recent years by Seoul's closer security and political relations with Washington under the Yoon Suk-yeol administration.

China has been without an ambassador in South Korea for more than three months, the longest vacancy since the two countries established diplomatic ties.

Relations are also complicated by China's ally, North Korea, but China's visa relaxation appears to signal Beijing's willingness to warm ties.

It is also a sign of China's desire to boost inbound tourism.

China has been easing travel curbs imposed during the Covid-19 pandemic to foreign visitors since last year to inject life into the economy and to ease the way for people-to-people exchanges to help offset tensions with the US, Europe and its Asian neighbours.

So far, residents of 16 countries, including France and Germany, are allowed to enter the country without a visa for up to 15 days for business, tourism, family visits and transit.

Citizens of a further 54 countries, including the United States, Canada and Britain, are allowed to enter the country through one of 37 entry ports and stay for up to 72 or 144 hours without a visa, provided that they have a valid onward ticket to another country.

In the first half of the year, 14.64 million foreigners visited China, marking a 152 per cent year-on-year increase, according to the National Immigration Administration.

More than 8.5 million visa-free entries were recorded from January to June this year, making up 58 per cent of inbound travel, reflecting a 190 per cent increase from a year earlier.

During the July to September period, 8.18 million foreigners visited China, up by nearly half year on year. Among them, 4.9 million visa-free entries were recorded, surging by 78.6 per cent from a year earlier.

The canal will promote “national prestige, the territorial integrity and the development of Cambodia,” Manet said, adding that the country had built bigger and more expensive infrastructure projects before. But this “historic” canal was different and had nationwide support, he said.

“We will build this canal, no matter the cost,” he said.

He emphasized that while the canal would be jointly built by Chinese and Cambodian companies, the latter would have a 51% majority share and thus maintain control. Deputy Prime Minister Sun Chanthol confirmed that the Chinese state-owned construction giant China Road and Bridge Corporation had landed the contract to build the canal.

The U.S.-based nonprofit Stimson Center has warned that the canal would cause “significant transboundary impacts to water availability and agricultural production in Vietnam’s Mekong Delta.” The region is where 90% of rice exported from Vietnam is grown.

The Cambodian government has dismissed these concerns.

Earlier in April, Vietnam had asked Cambodia to share information about the canal. “We have asked Cambodia to collaborate closely with Vietnam and the Mekong River Commission in sharing information and assessing the project’s impacts on water resources and ecosystem in the Mekong Delta region."

Cambodia is a key Chinese diplomatic partner, helping dampen criticism of Beijing within the 10-member Association of Southeast Asian Nations, several of whose members, including Vietnam, are engaged in territorial disputes with China in the South China Sea.

China's outsized presence can be seen in the numerous Chinese-funded projects, hotels and casinos dotting the Cambodian landscape. China’s state banks have financed airports, roads and other infrastructure built with Chinese loans. Nearly 40% of Cambodia’s over $11 billion in foreign debt is owed to China.

In June 2022, China and Cambodia broke ground on a naval port expansion project that has raised concerns from the U.S. and others that it could give Beijing a strategically important military outpost on the Gulf of Thailand. Hun Sen in 2019 reportedly granted China the right to set up a military base at the Ream Naval Base. He has long denied that, saying Cambodia’s Constitution prohibits foreign military facilities.

PREK TAKEO, Cambodia (AP) — Cambodia broke ground Monday on a controversial, China-funded canal to link the capital Phnom Penh to the sea, despite environmental concerns and the risk of straining ties with neighboring Vietnam.

The $1.7 billion, 180-kilometer (111 miles) Funan Techo canal is planned to connect the country’s capital with Kep province on Cambodia’s south coast, giving it access to the Gulf of Thailand. Cambodia hopes the 100-meter (328 feet)-wide, 5.4-meter (17.7 feet)-deep canal will lower the cost of shipping goods to the country's sole deep-sea port, Sihanoukville, and reduce reliance on Vietnamese ports.

The project highlights the outsized role that China plays in Cambodian politics and economy. Meanwhile, concerns remain about the potential environmental impacts of the canal, especially on the flow of the Mekong River, which feeds millions of people across six countries through its fish and the agriculture that it sustains.

The project has Vietnam worried, both about the effect on its Mekong Delta rice-growing and about Cambodia moving out of its orbit, said Nguyen Khac Giang, an analyst at Singapore’s ISEAS-Yusof Ishak Institute.

“There is a concern that most of the Cambodian exports might be diverted from the current route, crossing the Vietnamese border to Vietnamese ports and moving away from that to Cambodian ports,” he said.

But Hanoi has expressed its concerns quietly, if at all, Giang said. Given the "complex historical legacy" between Cambodia and Vietnam — despite strong bilateral ties, the two nations have a contentious relationship — Vietnam is reticent to openly criticize Cambodia lest it be seen as impinging on its neighbor's sovereignty, he said.

Analysts say that the infrastructure project is in part an effort by Cambodia’s ruling elite to invigorate support for Hun Manet, who last year took over the wheel of government from his father, Hun Sen, who led Cambodia for 38 years.

The government declared Monday — also Hun Sen’s birthday — a holiday so Cambodians could participate in the “celebration in a joyful, crowded and proud manner.” Thousands of people wearing t-shirts with photographs of the father and son began gathering at the canal site, that was covered in Cambodian flags. Billboards promoting the economic benefits of the canal dominated the countryside.
