Germany announces acceptance of all Ukrainian citizens in evacuation

(CNN) ドイツ政府は3日までに、ロシアの軍事侵攻を受けてウクライナを避難した全ての同国国民を迎え入れる方針を明らかにした。

ドイツのベアボック外相がスロベニアのロガル外相と臨んだ共同記者会見で表明した。国境線へ逃げてくる人々を全ての欧州諸国へ退避させる準備があるとし、ウクライナへの人道支援を増やす考えも示した。

同外相は発言で、ロシアのプーチン大統領の敬称も省いて弾劾(だんがい)。「ウクライナや同国の罪のない国民へのプーチンの戦争は途方もない苦難をもたらし、数十万人が避難し、数百万が生命と将来への危惧を抱いている」と指弾した。

ドイツ政府はロシアの侵攻を受け、第2次世界大戦以降、堅持していた規制条件がある武器輸出政策を転換し、ウクライナへ一部の武器援助に踏み切ることを発表してもいた。

ショルツ独首相はまた、ウクライナ情勢を受け自国の国防費支出を1000億ユーロ(約12兆8000億円)増やす考えを表明。国会の特別会合で「我が国の自由と民主主義を守るための投資が必要なのは明らかだ」と強調した。

ドイツは軍事装備品で強力な競争力を保持することを新たに迫られているとし、そのために財源を手当てする重要性にも触れた。1000億ユーロは2022年会計予算の一環となる特別財源として計上するとした。今後の国防予算は国内総生産(GDP)の2%以上を超える比率になるともした。

首相は、テレビ放送でのプーチン氏の言動や自らとの数時間におよんだ対面での意見交換を踏まえながら、「彼がロシア帝国の出現を欲していることへの疑いは一切ない」と非難。「欧州の状況を自らの想像力に従って変質したがっている」ととがめた。

さらに、同国のエネルギー源確保とロシアの天然ガスへの依存を軽減するため国内に液化天然ガス(LNG)の補給基地を2カ所に設ける計画を発表。「特定の供給源を頼らないことが必要」とも説いた。

ドイツはロシア産の天然ガスの最大の輸入国。CNNの以前の取材によると、欧州のロシア産天然ガスへの依存度は約35%で、ドイツは50%余に達していた。

ロシアによる今回のウクライナ侵攻では、ロシアから海底を通じてドイツへ通じる天然ガスパイプライン「ノルドストリーム2」が問題視され、独政府はこの事業の稼働認可の作業を中断してもいた。

(CNN) The German government announced on the 3rd that it would welcome all Ukrainian citizens who had evacuated Ukraine following the Russian military invasion.

German Foreign Minister Annalena Baerbock announced at a joint press conference with Slovenian Foreign Minister Anže Logar. She said she was ready to evacuate those fleeing to the border to all European countries and said she would increase humanitarian aid to Ukraine.

In her remarks, the foreign minister denounced Russia's President Vladimir Putin, omitting his title. She criticized that "Putin's war against Ukraine and its innocent people has caused tremendous hardship, hundreds of thousands have been evacuated, and millions’ life and future are in danger."

Following the invasion of Russia, the German government also announced that it would change its arms export policy, which had been adhered to since World War II, and would provide some arms aid to Ukraine.

German Chancellor Olaf Scholz also announced his intention to increase his defense spending by 100 billion euros (about 12.8 trillion yen) in response to the situation in Ukraine. He emphasized at a special parliamentary meeting that he "clearly needs investment to protect our freedom and democracy."

Germany was under new pressure to remain strong in its military equipment, and touched on the importance of funding for that. It said that 100 billion euros would be recorded as a special financial resource as part of the 2022 accounting budget. The future defense budget would exceed 2% of the gross domestic product (GDP).

The Prime Minister, based on Mr. Putin's words and deeds seen on television together with his several hours of face-to-face exchanging views with him, criticized that "there is no doubt that he wants the emergence of the Russian Empire."  Prime Minister accused that "he wants to transform the situation in Europe according to his own imagination."

In addition, Germany announced plans to establish two liquefied natural gas (LNG) supply bases in the country in order to secure energy sources in the country and reduce dependence on Russia's natural gas. He also said "it is important not to rely on one particular source."

Germany was the largest importer of Russian natural gas. According to a previous interview with CNN, Europe's dependence on Russian natural gas was about 35%, while Germany's reliance reached more than 50%.

In this invasion of Ukraine by Russia, the natural gas pipeline "Nord Stream 2" that connected Russia to Germany through the seabed was regarded as a problem, and the German government also suspended the work to approve the operation of this project.

My comment

              The observation of German Chancellor Olaf Scholz on Putin’s intention is quite revealing. The Chancellor’s conclusion is that "there is no doubt that he wants the emergence of the Russian Empire" and that "he wants to transform the situation in Europe according to his own imagination." One immediate impact of the Russo-Ukrainian conflict is that Germany will shift its policy in two respects: first, to reduce reliance on Russia in natural gas; second, to increase its future defense budget.
