政府は13日の閣議で、検察官などの国家公務員の定年を段階的に65歳に引き上げるための法案を決定しました。
13日に閣議決定された国家公務員法の改正案では、事務次官などを除いて60歳となっている国家公務員の定年について、少子高齢化の進展を踏まえ、経験が豊富な職員を最大限活用するため、令和4年度から段階的に65歳に引き上げるとしています。
また、60歳以上の給与はそれまでの水準の7割程度にするとしているほか、60歳になった職員を原則、管理職から外す「役職定年制」を導入するとしています。
これに併せて、検察官の定年についても63歳から65歳に段階的に引き上げるための検察庁法の改正案も13日、閣議決定されました。この中では、検事総長の定年は65歳のままとし、「役職定年制」と同様の趣旨の制度を導入し、63歳になった検察官は原則、次長検事や検事長に任命できないなどとしています。
また、定年延長については、国家公務員法の改正案に合わせて最長で3年まで可能とするとしています。
政府は今の国会で法案の成立を目指す方針ですが、検察官の定年延長をめぐっては、政府がことし1月、法解釈を変更して東京高等検察庁の黒川検事長の定年を延長したことに対し、野党側から批判が相次いでおり、法案の審議に影響を与えることも予想されます。

officials to 65.
According to the revision of the National Public Service
Act, which was approved by the Cabinet on March 13, the retirement age of
national public employees being set at 60 years old, excluding the
secretary-general, etc. would be gradually raised to 65 years old starting from
Reiwa 4th fiscal year in order to make full use of experienced staff in light
of the declining birthrate and aging society.
In addition, the salary for people aged over 60 would be set
to be about 70% of the level up to that point, and for those who had turned 60 a
"retirement system for managers" was introduced which basically
excluded employees from managerial positions.
At the same time, a Cabinet decision was made on March 13 to
revise the Prosecutor's Office Act to gradually raise the retirement age of
prosecutors from 63 to 65. In this case, the retirement age of the
prosecutor-General would remain at 65, and a system similar to the ``
retirement age system '' was introduced, and prosecutors who turned 63 could not
be appointed as deputy attorney general or attorney general as a matter of
principle.
In addition, regarding the retirement age, it could be
extended up to three years in accordance with the revision of the National
Public Service Law.
While the government was aiming to pass the bill in the current
Diet session, regarding the retirement period of the prosecutor, in January this
year the government changed the legal interpretation and extended the
retirement period of Kurokawa the Attorney General of the Tokyo High Public
Prosecutor's Office. Opposition parties, on this matter had made criticism one
after another and it was expected to affect the deliberation of the bill.
So, the
Japanese government plans on extending the retirement age of civil servants up
to 65 years old.
