ところが規制緩和を受けて全土でショッピングセンターなどに買い物客が詰めかけたため、メルケル首相が懸念を表明。各州がそれぞれ公共の場でのマスク着用を義務付ける州法を制定した。

法律の内容は州によって異なる。ベルリン州では違反した場合でも罰金は科されず、マスクなしでバスや地下鉄に乗ることも認めている。一方、最も大きな影響が出ているバイエルン州の法律は最も厳格で、商店の経営者が店員にマスクを着用させなかった場合、最大で５０００ユーロの罰金を命じられる。

ただ、マスクは世界的に供給が不足しており、ドイツ政府は在庫の確保を急いでいる。２７日にはドイツ軍がチャーターした輸送機がマスク１０００万枚を積んで、中国からドイツのライプチヒ空港に到着した。
