北韓與蒙古關係友好(維基解密)

Recently the Asahi News reported the following:

北朝鮮が核問題を巡る６者協議の脱退を表明した後の昨年８月、北朝鮮高官が友好関係にあるモンゴル政府との協議で、中国とロシアへの批判を繰り返していたことが米国の外交公電で分かった。
　民間告発サイト「ウィキリークス」が暴露した在ウランバートル米大使館発の公電を、英ガーディアン紙がネット上に掲載した。
　それによると、当時の北朝鮮の金永日（キム・ヨンイル）外務次官（現・朝鮮労働党国際部長）が昨年８月、モンゴル政府との定例協議の際に「６者協議には決して戻らない」と言明。中ロが国連安全保障理事会で北朝鮮を非難する決議に賛同したことを挙げ、両国批判を３、４回繰り返した。
　さらに金氏は、日米韓に中ロも加勢し、６者協議は「５対１になった」と指摘。「６者協議の真の意図は北朝鮮の体制破壊だ」とし、米国との直接対話への賛同を「熱烈に」訴えたという。こうした内容をモンゴル側が米政府側に説明した。
　北朝鮮は昨年４月、安保理が弾道ミサイル発射を非難する議長声明を全会一致で採択したことを受け、６者協議脱退を表明。５月には２回目の核実験を強行し、安保理は６月、制裁決議を採択した。
It was understood from made open US diplomatic official telegrams that China and Russia had made repeated criticism at top North Korean officials' friendly relations with Mongolian government after the latter declared in last August its secession from the six-party talks regarding the nuclear issue.

The British Guardian newspaper published the official telegrams of US embassy stationed at Ulan Bator that had been exposed in the Internet by the private site "WikiLeaks". According to it, when Kim Yoniru of North Korea, at that time the Foreign Secretary (now the director of Worker's Party International Department) conferred in regular meetings with Mongolian government in August last year, he declared that "Never return to six-party talks". It led China and Russia to agree with the UN Security Council's resolution to criticize North Korea, and the two countries repeated their criticism three to four times.

In addition, Kim pointed out that China-Russia then supported Japan-U.S.-South Korea, and that the six-party talks "Became 5:1". It was said that "The true intention of the six-party talks is to destroy the North Korea system", and was said that he told "ardently" his agreement to have direct talks with the United States. Mongolia disclosed such a content to the U.S. government.

Last April, after noting the adoption by unanimous approval in Security Council over its chairman's statement that criticized the lunching of ballistic missile, North Korea declared its breaking from the six-party talks. In May two nuclear tests were forced through, then the Security Council adopted the punishment resolution in June.

The documents have shed light on why North Korea carried out two nuclear tests last year, and shows that North Korea distrusted the six-party talks very much.
