The Ministry of Health, Labor and Welfare’s study group (chief researcher - Professor Shuji Hashimoto of the Fujita Health University) gathered the data on 20 big cities of "Healthy Life Expectancy", Hamamatsu had the longest both for man and woman as of 2010. As for the shortest one, it was the man in Osaka and woman in Sakai. Until now there was no study on individual prefectures.

Healthy life expectancy showed the average period which one could live a life without handicapped. Based on the National Livelihood Survey of the Ministry of Health, Labor and Welfare 750,000 people were picked to calculate the percentage of the people who answered "the problem of health do not affect everyday life". The Ministry of Health, Labor and Welfare aimed at closing the gap between life expectancy (in 2010 were 79.55 years old for man, and 86.3 years old for women) and healthy life expectancy.

According to the data from the 20 big cities which the study group gathered together, at the 1st place was Hamamatsu; the healthy life expectancy was 72.98 years old for man and 75.94 years old for women. At the 20th place for man was Osaka at 68.15 years old and for women was Sakai at 71.86 years old. According to all prefectures, Aichi was at the top for male at 71.74 years old and Shizuoka for the woman at 75.32 years old.

By cities, the biggest difference between the longest healthy life expectancy and the shortest for male was 4.83 years old, 2.79 years more than the figures by prefectures.

The study group's professor Ichiro Tsuji of Tohoku University (Public Health Study) said "by prefectures, those places that have healthy life expectancy such as Shizuoka Prefecture where Hamamatsu is located, the labor-force participation ratio is high, and the smoking rate tendency is low. By cities, since the features of the area are easily available then by prefectures, he would like to explore what have influenced the healthy life expectancy".

For the Study group, it was said there was a desire to know the difference between areas within the same prefecture, and the difference by city based on the aggregated total for the 2010 ordinance-designated cities and the 20 cities of the Tokyo ward.

A city that has a healthy life expectancy of 72.98 years old for man and 75.94 years old for women is impressive.
