美國要求中國交出商業間諜

アメリカ政府は、アメリカ企業のコンピューターに違法に侵入して情報を盗み取ったとして、中国人民解放軍の５人の将校を産業スパイなどの罪で起訴したことを受け、中国に対して身柄の引き渡しを求めていくとともに、対話を通じてサイバー攻撃の問題解決に取り組む姿勢を強調しました。

アメリカ司法省は１９日、上海に拠点を置く中国人民解放軍の「６１３９８部隊」に所属する５人の将校が、アメリカの大手原発メーカーや鉄鋼メーカーなどのコンピューターに違法に侵入して情報を盗み取ったとして、産業スパイなどの罪で起訴したと発表しました。
これについて、ホワイトハウスのカーニー報道官は１９日の記者会見で、「中国政府に協力を求めている」と述べ、中国に対して５人の身柄の引き渡しを求めていることを示唆しました。
さらに、アメリカ国務省のサキ報道官も記者会見で、「中国政府は、今回の事案がアメリカの企業の知的財産を盗んだ個人に対する犯罪捜査だということを理解してほしい」と述べ、身柄の引き渡しに応じるよう訴えました。
しかし、アメリカと中国の間には犯罪人の引き渡し条約がないうえ、中国政府が今回の起訴を「アメリカのねつ造だ」と反発しており、５人の身柄がアメリカに引き渡される可能性は極めて低いとみられています。
さらに中国政府は、アメリカ政府とサイバー問題を話し合う作業部会の活動を中止すると発表しましたが、アメリカ国務省のサキ報道官は「こうした重要な問題を前進させる最善の方法は対話だ」と述べ、中国に翻意を促すとともに対話を通じてサイバー攻撃の問題解決に取り組む姿勢を強調しました。

Regarding an invasion into the U.S. company computers to illegally steal information, the American government proceeded with the prosecution of five officers of the Chinese People's Liberation Army on industrial spying charges etc. and asked China for the handing over of these people. On the 19^th (May) the U.S. Department of Justice announced that it would prosecute, for industrial spying charges etc., five officers who belonged to the "61398 Unit" of the Chinese People's Liberation Army that had established a base in Shanghai to invade into computers, such as those American major nuclear power plant makers and the iron and steel makers, to steal information illegally.

Carney the press secretary of the White House at a press conference on the 19th described that this "is asking the Chinese government for cooperation", and was suggesting to ask China for the delivery of these five people.

Furthermore, Saki the Press Secretary of the U.S. Department of State at a press conference stated the "I want the Chinese government to understand that this is a criminal investigation into an individual who stole the intellectual property of the American company", and asked for a response to the request of handing over these people.

However, there was no treaty on offender delivery between the United States and China, also the Chinese government was rejecting this prosecution by saying that "it is a U.S. fabrication". It was concluded that the possibility for these five people be handed over to the United States was very low.

Furthermore, although the Chinese government announced that it had stopped the activity of its task force which discussed cyber-problems with the American government, Saki the press secretary of the U.S. State Department said that "the best method to achieve progress in such an important problem is a dialog". While urging China to change mind, he emphasized a posture of solving the cyber assault problem through a dialog.

Dialog is always useful in solving problems.
