The researchers said whether the strandings of dolphins and whales were due to these pathological changes was interesting, and it could be an important topic for future research.

In the present investigation researchers recognized accumulations of phosphorylated tau protein and glial cells, and also found lumps of protein amyloid-beta, a protein found in the brains of people with Alzheimer's disease. Those lesions were distributed in the same regions of the brains of people with Alzheimer's disease.

Researchers said the present study demonstrated that the brain lesions associated with Alzheimer's disease which were previously thought to occur only in humans could also occur in animals.

Toothed whale population frequently got lost off the coast England. Researchers said the study might support the theory of ``sick leaders'', in which a herd led by an elderly leader strayed into shallow water due to a leader’s confusion.

              So, British  researchers say their study may support the theory of ``sick leaders''. This is an interesting scientific discovery in understanding the behavior of whales and dolphins.

But for many members of the parliament and those activists asking for transparency, releasing all surviving documents would be important in restoring trust in the government. For years, polls on this case had shown that most Americans didn't believe the official version of the government's commission of inquiry. The commission concluded that Lee Harvey Oswald was the solo murder of President Kennedy.

              So, the US National Archives  releases previously classified documents related to JFK’s assassination. To release all surviving documents can be important in restoring trust in the government and improving its transparent image. The so-called "net energy gain" is a major achievement in decades of efforts aimed at getting clean, unlimited energy from fusion. A nuclear fusion reaction occurred when two or more atoms fuse together.

The experiment delivered 2.05 megajoules of energy, with an output of 3.15 megajoules, more than 50% above delivered amount. This was the first time that the output had a significant energy gain in the experiment.

The experiment took place on the 5th of this month at the National Ignition Facility at Lawrence Livermore National Laboratory in California. The facility was the size of a stadium and had 192 lasers.

U.S. Department of Energy Secretary Granholm evaluated scientists at Livermore National Laboratory and other national laboratories as doing work that was useful to "such as providing clean energy to combat climate change and maintaining a nuclear deterrent without nuclear testing, and to solve the most complex and pressing problems facing human."

Kim Budil, director of Livermore National Laboratory, called the attempt to ignite fusion at the lab "one of the most important scientific challenges humanities has ever tackled."

Budil said in a statement that "This achievement is a triumph for science, engineering and, above all, humanity”; “To exceed this standard is a vision that has driven a devoted pursuit for over six decades."

"This tremendous scientific breakthrough is a feat for the future of clean energy," said Alex Padilla, a Democratic Senator from California.

              So, the US  announce that they have conducted a nuclear fusion experiment, the first to produce more energy than a laser put into it. But I think this is only one of the many steps that human have to go through before they can really get clean, unlimited energy from fusion.

U.S. Requires Negative Certificates for Those Entering the Country from China - Starting from 5th of next month

The start date was set for the 5th of next month to give airlines enough time to prepare. It did not indicate how long it could continue, and would make adjustments while monitoring the situation.

Furthermore, Seattle and Los Angeles would be added to the airports where the US Centers for Disease Control and Prevention (CDC) could conduct genome monitoring of travelers to track the trends of mutation strains, making a total of seven airports. There were around 500 flights per week from at least 30 countries, including about 290 flights from China and surrounding regions.

HONG KONG (Reuters) -China is working on a more than 1 trillion yuan ($143 billion) support package for its semiconductor industry, three sources said, in a major step towards self sufficiency in chips and to counter U.S. moves aimed at slowing its technological advances.

Beijing plans to roll out what will be one of its biggest fiscal incentive packages over five years, mainly as subsidies and tax credits to bolster semiconductor production and research activities at home, said the sources.

It signals, as analysts have expected, a more direct approach by China in shaping the future of an industry which has become a geopolitical hot button due to soaring demand for chips and which Beijing regards as a cornerstone of its technological might.

It will also likely further raise concerns in the United States and its allies about China's competition in the semiconductor industry, say analysts. Some U.S. lawmakers are already worried about China's chip production capacity build up.

The plan could be implemented as soon as the first quarter of next year, said two of the sources who declined to be named as they were not authorized to speak to media.

The majority of the financial assistance would be used to subsidize the purchases of domestic semiconductor equipment by Chinese firms, mainly semiconductor fabrication plants, or fabs, they said.

Such companies would be entitled to a 20% subsidy on the cost of purchases, the three sources said.

The fiscal support plan comes after the U.S. Commerce Department passed in October a sweeping set of regulations, which could bar research labs and commercial data centres' access to advanced AI chips, among other curbs.

The United States has also been lobbying some of its partners, including Japan and the Netherlands, to tighten exports to China of equipment used to make semiconductors.

And U.S. President Joe Biden in August signed a landmark bill to provide $52.7 billion in grants for U.S. semiconductor production and research as well as tax credit for chip plants estimated to be worth $24 billion.

With the incentive package, Beijing aims to step up support for Chinese chip firms to build, expand or modernize domestic facilities for fabrication, assembly, packaging, and research and development, the sources said.

Beijing's latest plan also includes preferential tax policies for the country's semiconductor industry, they said.

China's State Council Information Office did not immediately respond to a request for comment.

LIKELY BENEFICIARIES

The beneficiaries will be both state-owned and private enterprises in the industry, notably large semiconductor equipment firms like NAURA Technology Group, Advanced Micro-Fabrication Equipment Inc China and Kingsemi, the sources added.

Some Chinese chip shares in Hong Kong rose sharply after news of the package. Semiconductor Manufacturing International Corp (SMIC) added more than 8%, sending its daily gain to nearly 10%. Hua Hong Semiconductor Ltd closed up 17%. Mainland markets were closed when the report was published.

Achieving self-reliance in technology featured prominently in President Xi Jinping's full work report at the Communist Party Congress in October. The term 'technology' was referred to 40 times, up from 17 times in the report from the 2017 congress.

Xi's call for China to "win the battle" in core technologies could signal an overhaul in Beijing's approach to advancing its tech industry, with more state-led spending and intervention to counter U.S. pressures, analysts have said.

The U.S. sanctions published in October have caused major overseas-based chip manufacturing equipment companies to cease supplying key Chinese chipmakers, including Yangtze memory Technologies Co (YMTC) and SMIC, and makers of advanced artificial intelligence chips to cease supplying companies and laboratories.

The world's second-largest economy has launched a trade dispute at the World Trade Organization against the United States over its chip export control measures, China's commerce ministry said on Monday.

China has long lagged the rest of the world in the chip manufacturing equipment sector, which remains dominated by companies based in the United States, Japan, and the Netherlands.

A number of domestic firms have emerged in the past 20 years, but most remain behind their rivals in terms of ability to produce advanced chips.

NAURA's etching and thermal process equipment, for example, can only produce 28-nanometer and above chips, relatively mature technologies.

Shanghai Micro Electronics Equipment Group Co Ltd (SMEE), China's only lithography company, can produce 90-nanometers chips, well behind that of the Netherlands' ASML, which is producing those as low as 3 nanometers.

美國 10 月份公佈的製裁措施已導致主要海外芯片製造設備公司停止向中國主要芯片製造商供貨,包括長江存儲科技有限公司 (YMTC) 和中芯國際,以及停止先進人工智能芯片製造商向公司和實驗室供貨。

中國商務部周一表示,世界第二大經濟體已就美國的芯片出口管制措施向世界貿易組織提出貿易爭議。

中國在芯片製造設備領域長期落後於世界其他地區,該領域仍由美國、日本和荷蘭的公司主導。

過去 20 年湧現出許多國內企業,但大多數在生產先進芯片的能力方面仍落後於競爭對手。

比如北方華創的刻蝕和熱工藝設備,只能生28納米及以上的芯片,技術相對成熟。

上海微電子設備集團有限公司(SMEE)是中國唯一的光刻公司,可以生 90 納米的芯片,遠遠落後於荷蘭的 ASML,後者生產的芯片低至 3 納米。

       So, China is working on a support package for its semiconductor industry in a major step towards self sufficiency in chips and to counter U.S. moves in tightening exports to China. I think for all countries, resources are scarce and governments have to judge where to use their revenue for the best interest of the people. My perception is that China loves to use its resources in giving out financial aids to buy friends in the third world, and spending money to conduct space exploration rather than improving the medical system in the country. Perhaps it is the time to make a change.

Corona infections surge in China - Government announcements do not reflect reality

中国で新型コロナウイルスの感染が急拡大するなか、東部・浙江省の政府は25日、一日あたりの新規感染者が100万人を超えていると発表しました。

これに対し政府機関が発表した新たな感染者は極端に少なく、実態を反映していない状況に陥っています。

中国政府が今月7日に新型コロナウイルスの感染対策を緩和したあと各地で感染が急拡大し、このうち東部・浙江省の政府は25日、一日あたりの新規感染者が100万人を超えていると発表しました。

浙江省は人口およそ6500万で多くの日系企業が拠点を置いていますが、省の保健当局によりますと、この年末年始に感染がピークとなり、一日あたりの新規感染者は最大で200万人に上る見通しだとしています。

これに対し、国の感染症対策を担う政府機関、中国疾病予防センターが発表した国内全体の24日の新たな感染者は2940人と極端に少なく、このうち浙江省はわずか22人と実態を反映していない状況に陥っています。

中国政府が、感染を徹底して抑え込むこれまでの「ゼロコロナ」政策を事実上、転換する中、今後、感染の実態把握をめぐっても混乱が続きそうです。

As the new coronavirus infection spread rapidly in China the government of Zhejiang province which was in eastern China announced on the 25th that the province’s number of new infections had exceeded 1 million per day.

On the other hand, the number of new infected people announced by government agencies was extremely small, and was in a situation of not reflecting the actual situation.

After the Chinese government relaxed the infection control measures for the new coronavirus on the 7th of this month, the infection spread rapidly in various places, and among them the government of the Zhejiang, a province in eastern China, announced that it had over 1 million new infections per day on the 25th .

According to health officials in the province Zhejiang which had a population of about 65 million and was home to many Japanese companies, it was said that the number of new infections reached a peak in this year-end and New Year holidays, and new infections was expected it to go up to 2 million per day.

On the other hand, the Chinese Center for Disease Control and Prevention, the government agency responsible for the country's infectious disease control, announced that the number of new infections in the country on the 24th was extremely low, at 2,940, of which only 22 were in Zhejiang Province. It was in a situation that the reality was not reflected.

As the Chinese government had effectively in the processes of changing its "zero corona" policy which had thoroughly suppressed infections, confusion in grasping the actual situation of infections would likely to continue in the future.

              So, the Zhejiang province announced on the 25th that the number of new infections had exceeded 1 million per day while the Chinese Center for Disease Control and Prevention announced that the number of new infections was extremely low, at 2,940, of which only 22 were in Zhejiang province. Looking at this discrepancy, I am wondering what has happened to the country.
