Paris, Kyiv, Baltic states dismayed after China envoy questions Ukraine sovereignty

Sun, April 23, 2023 at 12:46 a.m. PDT

PARIS (Reuters) -France, Ukraine and the Baltic states of Estonia, Latvia and Lithuania expressed dismay after China's ambassador in Paris questioned the sovereignty of former Soviet countries like Ukraine.

Asked about his position on whether Crimea is part of Ukraine or not, Chinese ambassador Lu Shaye said in an interview aired on French television on Friday that historically it was part of Russia and had been offered to Ukraine by former Soviet leader Nikita Khrushchev.

"These ex-USSR countries don't have actual status in international law because there is no international agreement to materialize their sovereign status," Shaye added.

France responded on Sunday by stating its "full solidarity" with all the allied countries affected, which it said had acquired their independence "after decades of oppression".

"On Ukraine specifically, it was internationally recognized within borders including Crimea in 1991 by the entire international community, including China," a foreign ministry spokesperson said.

The spokesperson added that China will have to clarify whether these comments reflect its position or not.

The three Baltic states and Ukraine, all formerly part of the Soviet Union, reacted along the same lines as France.

"It is strange to hear an absurd version of the 'history of Crimea' from a representative of a country that is scrupulous about its thousand-year history," Mykhailo Podolyak, a senior Ukrainian presidential aide, wrote on Twitter.

"If you want to be a major political player, do not parrot the propaganda of Russian outsiders."

China's foreign ministry did not immediately respond to a Reuters request for comment.

So, in the mind of mainland China, ex-USSR countries do not have actual status in international law because there is no international agreement to support their sovereign status. It is common knowledge that China is having a world view different from western countries. I am wondering if this is part of the cultural differences between China and the West, and causing tensions in the South-China Sea now.

A 23-year-old Hong Kong woman studying in Japan was arrested last month, when temporarily returned to Hong Kong, on suspicion of violating the Hong Kong National Security Law and accused of stirring up division in the country. The woman posted a post about Hong Kong's independence on the Internet during her stay in Japan, so it seemed that by this law overseas behaviour were also subject to crackdown, and this was applied to activities in Japan for the first time.

Hong Kong police announced on the 8th of last month that a 23-year-old woman had been arrested on suspicion of violating Hong Kong's national security law in posting a message provoking Hong Kong's independence on the Internet and stirring up division in the country.

According to the people involved, the woman was studying at a Japanese university and posted messages about Hong Kong's independence on SNS from 2019 to the year before last year when her stayed in Japan.

She was arrested last month when she temporarily returned to Hong Kong, and although she had since been released on bail, she was asked to submit her passport and thus was unable to return to Japan.

The Hong Kong National Security Law, which came into force three years ago, cracked down on the division of the country, the overthrow of the government, and the acts of collusion with foreign powers that could endanger national security. Overseas activities and foreigners were also subject to crackdowns.

Tomoko Ako (阿古智子), a professor at the University of Tokyo Graduate School who was familiar with China and Hong Kong issues, said that it was believed to be the first time that it had been applied to activities in Japan, and said, ``This law which shrinks the space of speech will also be applied outside Hong Kong, we in Japan should also take the horror seriously."

So, the Hong Kong National Security Law is applicable globally and to all people staying in Hong Kong.

World's largest banks continue to invest heavily in fossil fuels

Recently CNN.co.jp reported the following:

2023.04.21 Fri posted at 13:35 JST

New York (CNN) The world class largest banks, long pledging to do better for the planet, last year spent a huge amount of money on expanding fossil fuel production capacity.  The use of fossil fuels was accelerating the climate change crisis.

According to an annual report by several non-profits organizations on the link between climate issues and the financial sector, banks provided $673 billion to the fossil fuel industry last year. Of this, oil and gas companies posted $4 trillion profits.

Although Canadian financial institutions had increased their share of funding, the report said that U.S. financial institutions still in domination, accounting for 28% of total fossil fuel investment,

It was said that JPMorgan Chase & Co., the top of all financial institutions, had the largest cumulative investment in fossil fuels since 2016 when the Paris Agreement was signed as an international framework to combat global warming. Citi, Wells Fargo, and Bank of America were also among the top five fossil fuel investors.

Adele Schleimann, an executive of a nature preservation group Sierra Club that was against fossil fuels said in a statement that, “Big U.S. banks have halted their plans to reach net zero greenhouse gas emissions and have become stronger, we have been unable to apply forcefully more resolute financial regulations on these companies in question. These companies are driving an unsustainable expansion of fossil fuels."

Meanwhile, here oil and gas companies' earnings had soared. Prices soared amid the energy crisis caused by Russia's invasion of Ukraine. People's quality of life and financial stability were becoming difficult.

According to an announcement of the International Energy Agency (IEA) in February, profits for the global oil and gas industry soared to $4 trillion in 2022. The average for the last few years was $1.5 trillion. These earnings gains also brought significant income to the shareholders of individual companies.

According to the report, the world's 60 largest commercial banks had contributed $5.5 trillion to fossil fuels over the past seven years,

JPMorgan Chase & Co., Citi, Wells Fargo, and Bank of America were all members of the United Nations' NetZero Banking Alliance. Banks that joined the group had previously committed to achieving "Carbon neutral" by 2050, meaning that their operations would emit zero greenhouse gases.

Sheldon Whitehouse, chairman of the US Senate Budget Committee, said in a statement that "By turning back on their climate promises and stepping up their support for the fossil fuel industry, Wall Street banks are increasing the likelihood of systemic risks to the economy, including coastal property price crashes, the bursting of the carbon bubble (overvaluation of fossil fuel assets) and turmoil in insurance markets."

A spokeswoman for NetZero Banking Alliance previously told CNN that it would take years to plan and execute a comprehensive investment transition, and expressed a view that an immediate withdrawal of money from fossil fuels might have an "extreme shock to markets" and could have "a huge impact on the world's most vulnerable people".

So, some big U.S. banks have halted their plans to reach net zero greenhouse gas emissions, and as such more resolute financial regulations may be needed to apply on these companies. Yet any sudden change may increase the likelihood of systemic risks to the economy, including coastal property price crashes, the bursting of the carbon bubble, and turmoil in insurance markets. The situation should be handled very carefully.

The Sierra Club is an American environmental organization with chapters in all 50 U.S. states, Washington D.C., and Puerto Rico. The Club was founded on May 28, 1892, in San Francisco, California, by Scottish-American preservationist John Muir.

China's foreign minister: Both sides of the Taiwan Strait belong to China

Thu, April 20, 2023 at 6:55 p.m. PDT

SHANGHAI (Reuters) -China's Foreign Minister Qin Gang said on Friday that both sides of the Taiwan Strait belong to China, and that it is right and proper for China to uphold its sovereignty.

Qin made the remarks at the Lanting Forum in Shanghai, where he discussed a wide range of topics from debt, the global economy, and Taiwan.

"Recently there has been absurd rhetoric accusing China of upending the status quo, disrupting peace and stability across the Taiwan Strait," Qin said. "The logic is absurd and the conclusion dangerous."

He added that "fair-minded people can see who is engaged in hegemonic bullying and high-minded practices."

"It is not the Chinese mainland, but the Taiwan independence separatist forces and a handful of countries attempting to disrupt the status quo," Qin said. "Those who play with fire on Taiwan will eventually get themselves burned."

China recently held military exercises around the self-ruled island after Taiwan's president, Tsai Ing-wen, returned to Taipei following a meeting in Los Angeles with U.S. House of Representatives Speaker Kevin McCarthy.

Beijing views democratically governed Taiwan as its own territory, a claim the government in Taipei strongly rejects, and routinely denounces high-level meetings between Taiwanese and foreign leaders and officials.

So, Beijing views the democratically governed Taiwan as its own territory, a claim the government in Taipei strongly rejects, and routinely denounces high-level meetings between Taiwanese and foreign leaders and officials. As China becomes more powerful economically and militarily, the chance of a military conflict over Taiwan is increasing.

Last year's wind and solar power generation hit a record high, fossil fuel ``beginning of the end'' - UK analysis

2023.04.13 Thu posted at 10:47 JST

(CNN) A boom in wind and solar power had pushed renewable energy production to record levels, according to an analysis by British think tank Ember.

According to a report released on Thursday, the use of coal, oil and gas for power generation was expected to decline in 2023. It would be the first year, other than during a global recession or pandemic, when fossil fuel power generation declined.

The report noted that levels of global warming pollution from fossil fuel power generation might have already reached the peak.

In a statement, lead author of the report, Malgorzata Wiatros-Motyka, said the findings showed the world had reached "the beginning of the end of the fossil fuel era". She added that "We are entering an era of clean power".

For this fourth edition of its annual report, the Global Electricity Review, Ember analyzed data from 78 countries that accounted for 93% of the world's electricity consumption.

According to the report, nearly 40% of the world's electricity was currently generated by renewable energy and nuclear power, which was the highest level ever.

In 2022, wind and solar power accounted for 12% of the world's energy output, up 10% from the previous year.

Solar energy was the fastest-growing electricity source for the 18th consecutive year, up 24% from the previous year. Wind power increased by 17%.

Fossil fuels still in domination. Coal power accounted for 36% of global power generation in 2022, still the largest source of electricity. But Ember predicted that 2022 could be the last year that fossil-fuel power generation would rise, as the level of global warming pollution from power generation would peak in 2022.

So, some experts say that the world has reached "the beginning of the end of the fossil fuel era"; and that "We are entering an era of clean power". Although I am skeptical about the prediction, this is good news for us.

Recently Yahoo News on-line reported the following:

The Junk Bond Market Is Shrinking in a New Era of Rising Rates

Giulia Morpurgo and Olivia Raimonde

Thu, April 13, 2023 at 7:47 a.m. PDT

(Bloomberg) -- From New York to London, a key part of the credit market is shrinking.

The amount of US junk bonds fell 11% from its peak in October 2021 to $1.41 trillion, according to a Bloomberg index tracking corporate high-yield debt. A similar European gauge has fallen 15% from its highest level.

That marks the end of years of growth — including a record for issuance in 2021 as borrowers sought to lock in ultra-low yields in the wake of the pandemic. It comes as chief financial officers face refinancing costs at almost three times the price they would have paid at the start of 2022 — leading some to look at alternative funding options — or even to pay down debt.

“The biggest driver is the impact of the leveraged loan and private credit market which has seen a lot of volume,” said Colleen Cunniffe, head of global taxable credit research at Vanguard Group Inc.

As interest rate hikes got underway last year, borrowers picked leveraged loans over junk bonds to finance many deals because their floating rate nature and typically shorter maturities were seen as more attractive to investors. At the same time, many buyouts — including multi-billion deals like Zendesk Inc. — were funded by private credit firms offering rates below those available in the volatility-lashed public markets.

Other companies are skipping the bond market altogether, opting instead to pay down debt while interest rates are elevated. Cruiseline operator Carnival Corp. plans to use its available liquidity to pay down the roughly $4.5 billion in debt it has coming due later this year and next instead of coming to the high-yield market.

Carnival CFO Plans to Skip Bond Market as Rates Soar

Credit upgrades to investment grade — so-called rising stars like Nokia Oyj — has also been a reason for the shrinking high-yield market.

A smaller universe means less supply to go around to investors that are eager to put money to work in high-yield debt. Funds that invest in US corporate bonds saw additions of $5.6 billion in the week ended April 5, including the largest inflow into high-yield funds in nearly six months, according to Refinitiv Lipper data.

Drive Down Yields

For companies that continue to issue junk bonds, a smaller market could eventually reduce the cost of the debt.

“You have the same amount of capital chasing the same assets, so they will bid up the price” and drive down yields, Citigroup Inc. analyst Michael Anderson said.

To be sure, the high yield market is still much bigger then it was before more than a decade of easy money flooded markets with cheap debt. And, if the drivers of new bond issuance pick up again, the shrinking trend could slow down or even reverse.

“I think the worst of it has passed,” Citi’s Anderson said, referring to the dwindling market. “In part because mergers and acquisitions and leverage buyout pipelines will eventually reopen, bringing more supply back.”

Others see the trend as a new era that will persist. “A smaller, nimbler market was always the ‘end game’ for credit after a decade of hubris,” Bank of America Corp. strategists including Barnaby Martin and Ioannis Angelakis wrote in a recent note to clients.

So, as interest rate hikes got underway last year, borrowers picked leveraged loans over junk bonds to finance many deals because their floating rate nature and typically shorter maturities were found more attractive to investors. Other companies are skipping the bond market altogether, opting instead to reduce debt while interest rates are increasing. We are facing a new kind of borrowing market.

Emerging companies, etc. involved in transactions

According to data from another research firm, Hong Kong companies established in April 2022 had a total of $18.74 million in transactions with Russian companies between September and December. They also handled products over $10,000 each. Another Hong Kong company that exported more than 10,000 each US semiconductors at least 13 times up to December was founded by a Russian. The counterparty was a company owned by a Russian billionaire.

Microprocessors from Intel and Advanced Micro Devices (AMD), and US Xilinx's FPGA (programmable integrated circuit) etc. were targets of high-value transactions. Junichi Nishiyama (西山淳一), a research advisor at the Institute of Future Engineering who was familiar with defense technology said, "In the controlling of missiles and others, a large number of semiconductors with high processing power will be needed."

In an interview with Nikkei, Intel said, "We have suspended all shipments to Russian customers. We will comply with export controls and sanctions, and will not tolerate being used to violate human rights." AMD, which was also Xilinx's parent company, supposed that "We require authorized distributors to comply with all export regulations in the world. (None of the companies listed out by Nikkei) are authorized distributors."

US semiconductor maker "Illegal resale" "Not acceptable"

Semiconductors from Analog Devices and Texas Instruments (TI) also entered the market. Analog Devices pointed out that "[Shipping to Russia] was illegally resold or diverted and was in a direct violation of our policy". TI sent out in a comment saying that "We do not tolerate the use of our products for purposes other than those designed. [Unauthorized sales and resale] are challenges facing the entire semiconductor industry."

In response to Russia's invasion, the United States imposed sanctions on Hong Kong-based electronic parts trading company Sino Electronics and others for "supporting the Russian military." However, most of the companies found to have traded in US semiconductors in the Nikkei survey were not on the US sanctions list. The U.S. Department of Commerce told Nikkei, "We have already imposed sanctions on more than 500 companies, and we will continue to monitor them in cooperation with other countries."

The United States was also tightening export controls on semiconductors to China, but Diederik Kops, senior researcher at the Flemish Peace Institute in Belgium who was familiar with export controls pointed out that, " It is difficult to grasp the final destination of semiconductors that is spreading all over the world, and we're not doing enough monitoring."

Russia, which had difficulty in obtaining semiconductors, "uses general-purpose semiconductors for weapons," according to a Taiwanese security analyst. General-purpose products tended to flow into the resale market and were difficult to monitor. Benjamin Kostrzewa, a former U.S. Trade Representative official and a Hong Kong lawyer, said, "Small trading companies in Hong Kong and elsewhere, even if there are sanctions imposed on them, will continue to operate under new names."

While closing the loopholes would not be easy, Mr. Kops emphasized that, "Public-private partnerships must thoroughly investigate exporting companies, and that information must be shared globally." It will also be important to take measures on the technical side, such as making it possible to trace semiconductors that were likely to be diverted for military purposes.

So, semiconductors made by US manufacturers are circumventing US sanctions and flowing to Russia. Three-quarters of the exportation were sent out from China, including Hong Kong. It is obvious that semiconductor export controls are a key measure to put a brake on Russia's arms productions to reduce its military capabilities.
