Government to accept soldiers injured in Ukraine at SDF Central Hospital

Recently NHK News on-line reported the following:

As part of its aid to Ukraine, the government had decided to accept wounded soldiers at Japan's Self-Defense Forces Central Hospital.

The government had so far provided equipment such as bulletproof vests and helmets owned by the Self-Defense Forces as support for Ukraine which was being invaded by Russia, and was considering whether it could provide more in-depth support.

Under these circumstances, in response to a request from the Ukrainian government, the government decided to accept several injured soldiers at the Self-Defense Forces Central Hospital in Setagaya-ku, Tokyo next month.

The plan was to accept soldiers who were injured by landmines, etc. and to receive treatment and rehabilitation, and the coordination was in the direction that the Japanese side would bear the costs.

At the Ministry of Defense on the 18th Defense Minister Hamada would meet with Korsunsky, Ukraine's Ambassador to Japan, and directly convey these support measures.

So, Japan has decided to accept wounded Ukrainian soldiers at Japan's Self-Defense Forces Central Hospital as an effort to provide more non-military support to Ukraine.

Recently Yahoo News on-line reported the following:

China launches projects to build 'new-era' marriage, childbearing culture

Mon, May 15, 2023 at 3:20 a.m. GMT+1

By Farah Master

HONG KONG (Reuters) - China will launch pilot projects in more than 20 cities to create a "new-era" marriage and childbearing culture to foster a friendly child bearing environment, the latest move by authorities to boost the country's falling birth rate.

China's Family Planning Association, a national body that implements the government's population and fertility measures, will launch the projects to encourage women to marry and have children, state backed Global Times reported on Monday.

Promoting marrying, having children at appropriate ages, encouraging parents to share child-rearing responsibilities, and curbing high "bride prices" and other outdated customs are the focus of the projects, the Times said.

Cities included in the pilot include the manufacturing hub Guangzhou and Handan in China's Hebei province. The association already launched projects in 20 cities including Beijing last year, the Times said.

"The society needs to guide young people more on the concept of marriage and childbirth," demographer He Yafu told the Times.

The projects come amid a flurry of measures Chinese provinces are rolling out to spur people to have children, including tax incentives, housing subsidies, and free or subsidised education for having a third child.

China implemented a rigid one-child policy from 1980 until 2015 - the root of many of its demographic challenges that have allowed India to become the world's most populous nation. The limit has since been raised to three children.

Concerned about China's first population drop in six decades and its rapid ageing, the government's political advisers proposed in March that single and unmarried women should have access to egg freezing and IVF treatment, among other services to boost the country's fertility rate.

Many women have been put off having more children or any at all due to the expense of child care and having to stop their careers, with gender discrimination still a key hurdle.

So, China will launch pilot projects to create a "new-era" marriage and childbearing culture to foster a friendly child bearing environment. Many women have been put off having more children due to the huge expense in caring for a child and having to stop their careers. I am wondering how important is population size is to a country like China, bearing in mind that the US population is only about one quarter of that amount.

Philippines places buoys in parts of S. China Sea to assert sovereignty

Neil Jerome Morales

Sun, May 14, 2023 at 7:09 a.m. GMT+1

MANILA (Reuters) - The Philippines has placed navigational buoys within its exclusive economic zone (EEZ) to assert sovereignty over the disputed Spratly islands in the South China Sea, a coast guard spokesperson said on Sunday.

The step comes amid China's increasingly aggressive actions in the South China Sea as Philippines President Ferdinand Marcos Jr pursues warmer ties with treaty ally the United States.

The Philippine Coast Guard (PCG) said it set up five buoys carrying the national flag from May 10 to 12 in five areas within the 200-mile (322-km) zone, including the Whitsun Reef, where hundreds of Chinese maritime vessels moored in 2021.

"This move highlights the Philippines' unwavering resolve to protect its maritime borders and resources and contribute to the safety of maritime trade," Commodore Jay Tarriela, the coast guard spokesperson on South China Sea issues, said on Twitter.

China's embassy in Manila did not immediately respond to a request for comment.

In May 2022, the coast guard installed five navigational buoys on four islands in the Spratlys.

China's claim of sovereignty over almost the entire South China Sea was invalidated by an international arbitration ruling in 2016.

Brunei, Malaysia, Taiwan and Vietnam also have claims in the Spratlys, where China has dredged sand to build islands on reefs, and equipped them with missiles and runways.

Beijing has for years deployed hundreds of coast guard and fishing vessels in disputed areas.

So, the Philippines has placed navigational buoys within its exclusive economic zone (EEZ) to assert sovereignty over the disputed Spratly islands in the South China Sea. I am interested in knowing how China will react to this move.

Recently Yahoo News on-line reported the following:

China condemns U.S. report calling for sanctions against Hong Kong security judges

Fri, May 12, 2023 at 2:08 p.m. GMT+1

By Jessie Pang

HONG KONG (Reuters) -China on Friday condemned a U.S. congressional report that called for sanctions against 29 Hong Kong judges involved in the city's national security cases, given their role in "weakening" the rule of law.

The report by the U.S. Congressional-Executive Commission on China (CECC) - which advises Congress - said a national security law China imposed on Hong Kong in 2020 in response to pro-democracy demonstrations had "created a parallel legal system that weakens judicial independence and strips criminal defendants of basic due process protections".

Only judges appointed by Hong Kong's pro-Beijing leader have been allowed to hear national security cases, in what the report said was an "opaque" process that had helped "diminish the public’s trust in the judiciary".

"As participants in this system, judges appointed to handle national security cases contribute to these systemic violations," the report said.

It urged the U.S. government to impose sanctions on 29 known national security judges including lower level magistrates and those sitting on the city's highest court.

The Chinese Foreign Commissioner's Office in Hong Kong, however, "strongly condemmed" the report in a statement, and said it had smeared the city's national security law and judicial system.

A Hong Kong government statement said the report was a "shameless, sinister and malicious attempt to put spiteful pressure on judges". It added that Hong Kong's judges "remain independent and impartial", free from any interference, and that Hong Kong's judicial system was "open and transparent".

Hong Kong's judiciary said in a statement that the report was "a flagrant and direct affront to the rule of law".

The Hong Kong government also condemned jailed media tycoon Jimmy Lai's son Sebastien Lai, and solicitor Kevin Yam, who testified during a CECC hearing on Thursday.

Hong Kong's legislature recently passed a bill giving the city's leader the right to bar foreign lawyers from national security cases after complaints were lodged against a British lawyer representing Jimmy Lai.

Chris Smith, a U.S. congressman, said during the hearing that judges and government prosecutors who were "complicit" in the erosion of Hong Kong's rule of law should be sanctioned.

The China-imposed national security law punishes acts of subversion, terrorism, collusion with foreign forces and secession with possible life imprisonment.

The conviction rate in national security cases has been 100 per cent so far. More than 250 people, including some of the former British colony's leading opposition politicians, activists, lawyers and journalists, have been arrested for alleged security offences, with legal proceedings still ongoing.

So, the US Congressional-Executive Commission on China said that the national security law  imposed by China on Hong Kong in 2020 in response to pro-democracy demonstrations had weaken judicial independence. It urged the U.S. government to impose sanctions on 29 known national security judges. I am interested in knowing whether sanctions will be implemented eventually.

Recently Yahoo News on-line reported the following:

China's shrinking imports, slower exports growth darken economic outlook

Tue, May 9, 2023 at 4:33 a.m. GMT+1

By Joe Cash

BEIJING (Reuters) - China's imports contracted sharply in April, while exports rose at a slower pace, reinforcing signs of feeble domestic demand despite the lifting of COVID curbs and heaping pressure on an economy already struggling in the face of cooling global growth.

China's economy grew faster than expected in the first quarter thanks to robust services consumption, but factory output has lagged and the latest trade numbers point to a long road to regaining the pre-pandemic momentum at home.

Inbound shipments to the world's second-largest economy fell 7.9% year on year in April, extending the 1.4% decline seen a month earlier, while exports grew 8.5%, easing from the 14.8% surge in March, customs data showed on Tuesday.

Economists in a Reuters poll had predicted no growth in imports and an 8.0% increase in exports.

"At the beginning of this year, one would assume that imports will easily surpass 2022 levels following the reopening, but that hasn't been the case," said Xu Tianchen, an economist at the Economist Intelligence Unit.

"While China's post-COVID rebound has been swift and sharp, it has been largely self-contained and not felt by the rest of the world," he added.

Government officials have repeatedly warned of a "severe" and "complicated" external environment in the wake of mounting recession risks for many of China's key trading partners.

The sharp deterioration in last month's trade flows will only renew worries about the state of external demand and risks posed to the domestic economy, especially given the frail recovery from a year earlier when inbound and outbound shipments were severely disrupted by China's COVID-19 restrictions.

"Given the gloomy outlook for external demand, we think exports will decline further before bottoming out later this year," said Zichun Huang, China economist at Capital Economics in a note.

The data appeared to push Hong Kong and mainland Chinese stocks lower, although global factors were also at play. Hong Kong's Hang Seng Index was down 1.11% in the early afternoon while China's blue chip CSI300 Index was 0.26% weaker, after climbing 0.5% before the lunch break.

IMPORT STRESS

The downturn in imports suggests the world economy won't be able to count much on China's domestic engine of growth, and as the nation re-exports some of its imports, it also reinforces the extent of weakness in some of its major trading partner economies.

A 15.3% drop in the import of semiconductors indicate the scale of the demand-pullback in the re-export market for such parts.

Analysts say the sharp global monetary policy tightening campaign of the past 12-18 months and recent Western banking stress remain concerns for revival prospects of both China and worldwide.

Shipments growth to ASEAN - a block of Southeast Asian countries - slowed to 4.5% in April from 35.4% last month. The region is China's largest export partner.

Other recent data also showed South Korean exports to China, a leading indicator of China's imports, were down 26.5% in April, continuing 10 consecutive months of decline.

China's coal imports fell in April from a 15-month high in the prior month, snapping back as demand weakens in Asian giant. Imports of copper - a proxy for global growth - and natural gas were also down in the same period.

The recent official manufacturing purchasing managers' index for April showed new export orders contracting sharply, underlining the challenge facing Chinese policymakers and businesses hoping for a robust post-COVID economic recovery.

China's first quarter GDP data last month, while offering some relief, also raised doubts about the demand outlook due to property market weakness, slowing prices and surging bank savings.

The government, which has stepped up a range of policy support measures, is aiming for a modest GDP growth target of around 5% for this year, after badly missing the 2022 goal.

"The global economy is deteriorating and will weaken China's manufacturing sector," said Iris Pang, chief China economist at ING.

"It is looking more likely that, in response, the government will step in to support the manufacturing sector's labour market through fiscal stimulus."

So, China’s manufacturing purchasing managers' index showed that the new export orders were contracting sharply, showing the challenge that the Chinese policymakers are facing. China has stepped up a range of supporting measures, and is aiming for a modest GDP growth target of around 5% for this year. The global economy is deteriorating and this will probably take some time to recover.

US-Japan-South Korea Radar Plan Set to Rile China and Pyongyang

Jon Herskovitz

Tue, May 9, 2023 at 10:05 a.m. GMT+1

(Bloomberg) -- The US, Japan and South Korea are seeking to link their radar systems to better track missiles from North Korea and accelerate their response to any launch, a move that has the potential to anger China as well as Pyongyang.

A broad agreement on the plan is likely to come during a joint defense meeting in Singapore in June, the Yomiuri newspaper reported Tuesday, citing government officials it didn’t identify. A recent warming of ties between Seoul and Tokyo, which included a resumption of shuttle diplomacy scuttled for about a dozen years over political tensions, has helped advance the arrangement, it said.

Under the agreement, the command-and-control centers used by the militaries of Japan and South Korea, as well as US forces in both countries, would be fed through the US Indo-Pacific Command in Hawaii, the paper said. This would help provide instantaneous data on missile flights, while keeping some political distance between South Korea and Japan, which each have a military alliance with the US but are not mutual allies, it added.

The arrangement would be one of the most tangible efforts to improve joint efforts to keep track of North Korean missiles as a part of the recent rapprochement between Seoul and Tokyo.

But the effort could also could draw the ire of Beijing, which in 2017 objected to South Korea deploying a US defense shield over concerns its powerful radar would allow spying on China’s missile systems. North Korea has decried military cooperation among the US, South Korea and Japan, pledging to bolster its nuclear arsenal to thwart what it sees as hostile intentions from the three adversaries.

Japan’s top government spokesman Hirokazu Matsuno said Tuesday that no decision had been made on concrete steps to put the arrangement into action after it was agreed to in principle at a trilateral summit in November. South Korean Defense Ministry spokesman Jeon Ha-kyu said at a briefing in Seoul that consultations on details are ongoing and no final decisions have been made.

Cooperation among the three countries picked up pace when Yoon Suk Yeol became South Korea’s president a year ago, pledging to take a tough line on North Korea and advancing security policies that better aligned with those of Japanese Prime Minister Fumio Kishida’s government.

Since then, the US, South Korea and Japan have trained together, including on joint drills centered on intercepting missiles and hunting submarines — exercises that have taken on greater importance with North Korea deploying new systems to deliver strikes in the air and at sea.

Missile Threat

At the same time, Kim Jong Un’s regime has rolled out new rockets that are quick to deploy, maneuverable in flight and designed to deliver nuclear strikes to all of Japan and South Korea, which host the bulk of US troops in the region.

Yoon has also taken on China, with his government telling Beijing that the possible operation of Lockheed Martin Corp.’s Terminal High-Altitude Area Defense system was a matter of South Korea’s self-defense and “not negotiable.”

The conflict several years ago over Thaad led to economic retaliation from Beijing that shaved an estimated 0.4 percentage points off South Korea’s gross domestic product expansion in 2017. Yoon’s predecessor, President Moon Jae-in ameliorated Beijing’s anger by pledging no new Thaad deployments, no participation in a US missile defense network and no transformation of security cooperation among the US, Japan and South Korea into a military alliance.

“On the Thaad issue, the two sides reached agreement not to allow this issue to be a stumbling block in bilateral cooperation and will strive to make sure that bilateral relations and cooperation will not be affected by this issue,” Chinese Foreign Ministry spokesman Wang Wenbin said at a news briefing in Beijing on Tuesday, referring to Moon’s pledge.

Given their proximity, North Korea’s missiles could deliver a strike on most parts of South Korea in less than five minutes from launch and on Japan within about 15 minutes from launch, highlighting the need for all three to instantaneously track missiles.

But due to the Earth’s curvature, Japan’s radar system has had trouble spotting the initial stages of missile launches from western parts of North Korea. Japan has also had embarrassing incidents where it has lost track of multistage missiles fired from North Korea.

The most recent incident took place last month, when Japan issued an alert to people on the main northern island of Hokkaido about a North Korean missile possibly heading their way. The missile did not threaten the island and the alert was lifted a few minutes later — with the government saying it lost track of the missile on radar and apologizing.

The radar alliance would be under the auspices of a 2014 information-sharing pact among the three countries and involve systems already deployed, Yomiuri said. This could allay any possible protests from China.

“The main focus of the Japan-US-South Korea cooperation is North Korea, but they are showing they won’t hesitate because of China — it has a symbolic aspect,” said Tetsuo Kotani, a professor at Meikai University.

“The arrangement will enable a more accurate grasp of a missile’s trajectory,” he added.

So, the US, Japan and South Korea are seeking to link their radar systems to better track missiles from North Korea and accelerate their response to any launch. It seems that these three countries have aligned themselves closer than a few years ago because of the aggressive attitude of North Korea.

China Limits Data After US Research Spurred Alarm, WSJ Says

(Bloomberg) -- Beijing curtailed access by overseas firms to Chinese data sources at least in part because of a series of reports written by US research institutions that alarmed officials, the Wall Street Journal reported, citing people with knowledge of the matter.

Senior officials grew concerned about research by American think-tanks based on public local data sources that focused on sensitive issues such as collaboration between the military and private organizations, the Journal reported. Those reports emanated from sources such as the Center for Security and Emerging Technology at Georgetown University and the Center for a New American Security, which was co-founded by Kurt Campbell, now the White House’s Indo-Pacific coordinator, the newspaper said.

Beijing is moving to tighten its grip on sensitive data as tensions with Washington mount. Despite the administration’s push to encourage investment into China this year, investors continue to grapple with a lack of transparency and information across swaths of the world’s No. 2 economy.

Think-tanks, research houses and consultancies seeking information on the world’s No. 2 economy have long relied on domestic sources to dive deeper into specific issues and industries. But Chinese services such as Wind Information Co. in recent months stopped providing detailed data on the nation’s companies to overseas clients.

That coincided with a clampdown on foreign firms that regularly gather information on businesses in the country. Consultancies are under the microscope in particular, with Beijing in recent weeks targeting the local offices of Bain & Co., Mintz Group and Capvision, according to media reports. And the government just last month passed a counter-espionage law that expanded the list of activities that could be considered spying.

“By taking crucial data off the table, public discourse on China will drift further from the truth. It’s a reckless move by China to limit access to the data,” said Dakota Cary, a China-focused consultant at Krebs Stamos Group who previously worked for CSET at Georgetown. “The US-China relationship will be made worse by this decision.”

The Cyberspace Administration of China, the country’s powerful internet overseer, notified data providers in March to restrict overseas access to sensitive information such as patents and statistics, the Journal reported, citing people who have consulted with Chinese authorities. Organizations received notices in March warning about upcoming restrictions on services including the popular academic database China National Knowledge Infrastructure, the University of California, Berkeley said in an online notice.

“Many content types that were previously viewed as mundane have now been flagged by the Chinese authorities to be subject to government review,” the university’s library said in its notice. “The duration of such suspensions is not yet known, but we have been told that access will resume upon CAC determining that Chinese publishers have addressed their requirements for the review of the affected content types.”

One report in particular that caught Beijing’s eye was a policy brief published by CSET in June, titled “Silicon Twist,” according to the Journal. That report focused on the military’s access to American-designed chips intended to train artificial intelligence models. The authors said they analyzed thousands of purchasing records to formulate their conclusions, and described steps the US government could take to cut off that access.

Another, from the same center, zeroed in on how Beijing employed programs to track and recruit talent from around the globe to boost its strategic goals, the Journal reported. The think-tank had relied on sources including China National Knowledge Infrastructure, said Lynne Weil, a spokeswoman for the institution. But she said it had no insight into what may have triggered information curbs.

Representatives for the Center for a New American Security weren’t immediately available for comment outside regular business hours.

Chinese data has gradually become less available, Hao Hong, chief economist at Grow Investment Group, told Bloomberg Television on Monday.

“People learn to get around the issue by using different data sources, but at the end of the day it’s becoming harder to analyze what’s going on in China,” he said.

Center for a New American Security

So, Beijing has restricted access by overseas firms to Chinese data sources at least in part because of a series of reports written by US research institutions that alarmed Chinese officials. It was said that many content types that were previously viewed as unimportant have now been flagged by the Chinese authorities to be subject to government review. China is closing its door on information access and I am wondering whether an information war is on the horizon.
