An attack on Filipino Army in South China Sea - US would "Invoke the Mutual Defense Treaty"

ワシントン（ＣＮＮ） 米国のブリンケン国務長官は１１日、南シナ海でフィリピン軍が攻撃を受ければ、フィリピン軍防衛に向けて１９５１年の米比相互防衛条約が発動することになると再確認した。

ブリンケン長官は、南シナ海における中国の領有権主張を否定した常設仲裁裁判所の判決から５年を迎えたことにあわせて声明を出した。

南シナ海では、中国やフィリピンのほかにも、ブルネイやマレーシア、台湾、ベトナムが領有権を主張している。今年に入りフィリピンが、中国側がフィリピンの沿岸警備船舶を威嚇しようとしたり、フィリピン漁船を締め出そうと海上民兵を送り込んだりしていると批判し、緊張が高まっていた。

ブリンケン長官は、同地域におけるフィリピンの資産に対するあらゆる中国の軍事行動について米比相互防衛条約第４条が発動することになると述べた。

ブリンケン長官はまた、中国政府に対し、南シナ海において、国際法の下の義務に従い、挑発的な行為をやめるよう呼び掛けた。

Washington (CNN) - On the 11^th the US Secretary of State Antony Blinken reaffirmed that if the Philippine troops were attacked in the South China Sea, the 1951 Mutual Defense Treaty would be invoked to defend the Philippine troops.

Officer Blinken issued a statement to coincide with five years after the Permanent Court of Arbitration's decision denying China's claim of sovereignty in the South China Sea.

In the South China Sea, in addition to China and the Philippines, Brunei, Malaysia, Taiwan and Vietnam had also claimed sovereignty. Tensions increased as the Philippines criticized earlier this year over the China’s trying to intimidate the Philippine coast guard vessels and sending maritime militia to shut out Philippine fishing vessels.

 Officer Blinken said Article 4 of the US-Philippines Mutual Defense Treaty would be invoked on all Chinese military actions against Philippine assets in the region.

Officer Blinken also called on the Chinese government to stop provocative acts in the South China Sea in accordance with its obligations under the international laws.

So, the US reaffirms that if the Philippine troops are attacked in the South China Sea, they will invoke the 1951 Mutual Defense Treaty to defend the Philippine troops. I am interested in knowing how the US will help the Philippines troops in actual terms when incidents occur. The military responsibilities of the Americans in South-east Asia are increasing. I am also wondering if Vietnam, Indonesia and Malaya will seek similar protections in due course.
