【北京=共同】中国の全国人民代表大会(全人代=国会)常務委員会は17日、軍事転用が可能なハイテク製品の輸出や技術の海外移転を禁じる輸出規制法案を可決して5日間の会議を終了した。12月1日に施行する。ハイテク分野で米国との対立が激化する中、対米経済制裁の根拠法となる可能性がある。
新華社電などによると、輸出規制法は「国家の安全を守る」ことを目的に整備。兵器製造などに用いられる可能性のある製品や技術をリストにして輸出を禁じる。外国企業や個人も規制の対象となる。
輸出規制を乱用して中国の国家安全や利益を損なった国・地域に対しては、対抗措置を取ることもできる。米国が中国企業を対象に打ち出したハイテク部品の禁輸措置が念頭にあるもようだ。
軍事分野と一般的な製造業は重なる部分も多いため、幅広いハイテク製品や技術が禁輸対象となる可能性がある。
会議は13日に始まり、データの海外移転規制を含む個人情報保護法や、海上警備を担当する海警局の権限を定める海警法などの草案も審議した。
一方、17日の新華社電によると習近平国家主席は16日に開いた共産党の会合で、国を挙げて量子技術の研究を急ぐ方針を示した。量子技術は情報通信のありようを根本的に変革するとみられており、各国が研究を競っている。

[Beijing = Kyodo] On the 17th, the Standing Committee of the National People's Congress (National People's Congress) passed a ban on the export of high-tech products that could be used for military purposes and the transfer of technology overseas thus ending a five-day meeting. It would come into effect on December 1. As the conflict in the high-tech field with the United States intensified, it might become the basis for economic sanctions against the United States.
According to Xinhua News Agency,
etc., an Export Control Law was set up with the aim of "protecting
national security." Exports were prohibited through listing products and
technologies that could be used in the manufacture of weapons. Foreign
companies and individuals were also subjected to regulation.
Countermeasures could also be taken against countries and regions that had compromised China's national security and interests by abusing the export restrictions. It seemed that there was a consideration that the U.S. had earlier made embargo on high-tech parts for Chinese companies.
Due to the large overlapping of the military sector with the general manufacturing industry, a wide range of high-tech products and technologies could be embargoed.
The meeting began on the 13th and discussed drafts such as the Personal Information Protection Law, which included restrictions on the overseas transfer of data, and also the Maritime Security Law which stipulated the authority of the Coast Guard in charge of maritime security.
On the other hand, according to the Xinhua News Agency news
of 17th, Chairman Xi Jinping in a Communist Party meeting which was opened on
the 16th disclosed a policy to rush the study of quantum technology in
a nation-wide effort. Quantum technology was expected to fundamentally change
the state of information and communication and all countries were competing on
its research.
So, China
enacts laws to effect high-tech embargo to sanction against the United States.
The global impact of this conflict between the two countries will remain to be seen.
