日印首脳「東京宣言」: 安保合作基於中国概念

 安倍首相は1日、東京・元赤坂の迎賓館で、来日中のインドのモディ首相と会談し、今後5年間でインドに対し、政府開発援助(ODA)を含む約3・5兆円の投融資を行う方針を表明した。
 台頭する中国を念頭に、海上自衛隊とインド海軍の共同訓練の定例化や、外務、防衛当局の次官級協議の閣僚級協議(2プラス2)への格上げを検討することでも一致した。
 両首相は、これら経済と安全保障の両分野を中心とした新たな2国間関係の構築を目指す共同文書「日印特別戦略的パートナーシップに関する東京宣言」に署名した。
 首脳会談で、安倍首相は5月に就任したモディ氏が、主要国で最初に日本を訪問したことに感謝の意を表明。モディ氏は「インドの『ルック・イースト政策』(東方政策)で、日本を中心的な位置づけにした表れだ」と応じた。
 両首相は経済分野について、今後5年以内に、日本企業によるインドへの直接投資と進出する日系企業数を共に倍増させることを目標と定め、東京宣言に明記した。日本からインドへの直接投資は現在約2102億円(2013年速報値)だ。モディ氏は日本からの投融資を促進させるため、インド国内の税制や金融規制などの改善を行う考えを表明した。また、3・5兆円の投融資の一環として、まずはインドのインフラ金融公社に対して、総額500億円の円借款を供与することで合意した。
 安全保障分野に関しては、米、インド両国海軍による共同訓練「マラバール」への海上自衛隊の継続的参加も確認した。モディ氏は、集団的自衛権を限定容認する安倍首相の「積極的平和主義」への支持を表明した。さらに、両首相は、米国を加えた3か国の外相会談を模索することでも合意した。

Prime Minister Abe at the State Guesthouse of Motoakasaka conferred with prime minister Modi of India during the latter’s visit to Tokyo, Japan on the 1st (September); he announced a plan to carry out about 3,500 billion yen of investment and financing that would include giving out Official Development Assistance (ODA) to India over five years.

With China’s increasing power in their mind, they agreed to consider regularizing a joint training for the Maritime Self Defense Force and the India navy. Regarding talks on foreign affairs and defense, it was agreed to upgrade them to vice-ministerial consultation at cabinet level consultation (2 plus 2).

Both prime ministers signed a common document: the "Tokyo Declaration on special strategic partnership between Japan and India" which aimed at constructing a new relation between the two countries centering on the fields of economy and security.

At this summit meeting Prime Minister Abe expressed his gratitude to Mr. Modi, who took office in May, for visiting Japan for the first time as a major power. Mr. Modi responded by saying that "It is the manifestation of the ‘Look East policy’ (Ostpolitik) of India which makes Japan at the central position".

In the field of economic, both prime ministers determined as a target, within five years from now, to double both Japanese companies’ the direct investment in India, and the number of Japanese companies marching out into India, and to specify these in the Tokyo Declaration. At the moment direct investment to India from Japan was about 210,200 million yen (2013 preliminary figures). In order that the investment and financing from Japan might be promoted, Mr. Modi expressed the idea of improving India’s taxation systems and financial regulations etc. Moreover, first of all, as part of 3,500 billion yen investment and financing, it was agreed to supply a loan totaling 50 billion yen to public financial corporations that were related to infrastructure in India.

In the field of the security, the continuous participation of Maritime Self Defense Force in the joint-training held by the US and the India navy at the "Malabar Coast" was confirmed. Mr. Modi announced his support for the "positive pacifism" of Prime Minister Abe who practiced limited admission of the right of collective self-defense. Furthermore, it was also agreed that both prime ministers would seek a three-nation foreign ministerial conference by adding in the U.S.


It seems that both Japan and India are interested in economic and national security cooperation.
