　大阪府の街頭犯罪（７手口）の年間認知件数が昨年、４年ぶりに全国ワースト１位になった。大阪府警が９日発表した。１２年ぶりに増加に転じ、ひったくり、路上強盗など五つの手口で全国最悪を記録した。自転車盗も大幅に増えており、大阪の治安に再び黄信号がともっている。

　７手口は（１）ひったくり（２）路上強盗（３）オートバイ盗（４）車上狙い（５）部品狙い（６）自動車盗（７）自転車盗。府警によると、（１）１４７３件（前年比２１４件減）（２）１９９件（同８５件減）（３）６６６２件（同９８６件減）（４）１万３４４３件（同４６７件減）（５）８３５４件（同１４６件減）が全国最悪だった。（２）は１３年連続、（３）は３１年連続。いずれも件数自体は減ったが、他の都道府県に比べて減り幅が小さかった。

　また、自転車盗は全国２位だが、４万１１９２件と前年に比べ１万１００１件も増え、全体を押し上げた。この結果、街頭犯罪は７万３７８９件（同９２２０件増）となり、２００１年以来の増加となった。７手口以外の強制わいせつは、１３６８件（同１１７件増）で、４年連続全国ワースト１位となった。

　刑法犯全体でも１５万７９５７件（前年比１万９９１件増）と１２年ぶりに増加し、１２年連続で全国ワースト２位だった。

　一方、府警では昨年６月、堺署員が２０１２年までの５年間の自転車盗など６５３８件を故意に計上しなかったことが発覚したが、すべて昨年の認知件数として数えた。ただ、この数字を差し引いても全体の順位や傾向は変わらないという。

　府警の犯罪統計を巡っては、黒山署が１２年分の自転車盗の認知件数を過少計上した疑いも明らかになり、府警は全６５署の認知件数の調査を進めている。【畠山哲郎】

In Osaka the number of known street crime cases (seven types) last year, for the first time in four years, was at the 1st place of the county’s worst city. The Osaka Prefecture Police announced this on the 9th. It changed to an increase for the first time in 12 years, snatching, mugging etc in five categories had the worst record in the country. For number (2) it continued for 13 years and for (3) it continued for 31 years. Although all of the number of cases had decreased, when the decrease compared was with all other prefectures, the scope was small.

Moreover, for bicycle theft, it was the 2nd in the country, compared with 41,192 cases of the previous year, it was an increase of more than 11,001 cases, and it pushed up the total figure. The street crime became 73,789 cases (an increase of 9220 cases), and it was an increase since 2001. Other than these 7 types, the number of indecent assault was 1368 (an increase of the 117 cases), and it continued to be at the 1st place to become the nation’s worst for four years.

The total criminal offense was at 157,957 cases (an increase of 10,991 cases compared with last year), being an increase for the first time in 12 years and was at the 2nd place of the nation’s worst for 12 consecutive years.

On the other hand, although it was revealed by the Prefecture Police in June last year that the Sakai staff intentionally had not include the 6538 cases, such as bicycle theft for five years up to 2012, all of them were counted as the number of known cases for last year. However, it was said that even if this number was deducted the whole ranking or tendency would not change.

Centering around the criminal statistics of the Prefecture Police, as it became clear that there was doubt that the Kuroyama station did too little appropriation on the number of cases known on bicycle theft for the 2012 financial year, the Prefecture Police was carrying out an investigation on the number of known cases of all the 65 police stations.
