和歌山縣食肆欠缺政府衛生管理

Recently the Yomiuri News reported the following:
和歌山県では、調査対象の飲食店171店のすべてで衛生基準が守られていなかった。
 県食品・生活衛生課の川崎英直課長は「100%の結果に驚いている。罰則もなく、県としてはどうしようもない。今後、行政が指導できるように権限を持たせてほしい」と話した。
 調査を受けた和歌山市内の焼き肉店主(57)は「国の基準について、市に教わったことがなかった。基準がはっきりしないので、何が悪かったのかわからない」と戸惑いを隠せない。
 別の焼き肉店に友人と来ていた男性(31)は「今まで大勢の人が生肉を食べてきて何ともなかった。食べても大丈夫ではないか」とし、「多くの店が衛生基準を守っていないのはいけないが、なぜ、これまで行政が検査や指導を行ってこなかったのか、疑問に思う」と首をかしげた。

In Wakayama Prefecture, hygiene standards were not followed in all of 171 restaurants that were investigated.
Mr. Kawasaki the in charge of the prefecture's Food and Life Hygiene Section said 「I am surprised that the result was 100%. There is no penalty regulations, and the prefecture is helpless. The Administration wants to hold some authority in order to be able to guide the situation in the future」.
Roast meat storekeeper (57) in Wakayama City where the investigation was conducted did not conceal the feeling of being puzzled and said that 「The standard in the country had not been learnt in the city. Because the standard is not clear, I do not understand what was bad」.
In another roast meat shop a man (31) who came with a friend said 「Many people have been eating raw meat up to now, isn't it. It is safe even if eaten, isn't it?」, and with his head showing signs of confusion he said "It was unacceptable that many shops had not followed hygiene standards, but up to now the Administration had not carried out checking nor given out advice, I think it is puzzling".

I was in Wakayama prefecture a few weeks ago. I am surprised to learn that some hygienic regulations in the restaurants were not properly followed and monitored.
