China Overseas Land & Investment

China Overseas Land & Investment (COLI) is the listed property arm of China Overseas Holdings, which was set up in Hong Kong in 1979 by the China State Construction Engineering Corporation.

China Overseas Holdings carried out its first large-scale government project in 1982, constructing a water pipeline from Muk Wu to Tai Lam Chung. It later built other iconic projects in the city, including three sites in Hong Kong Disneyland and Hong Kong International Airport.

In 1985, it stepped into residential development in Hong Kong with its maiden project in Tai Po, New Territories, known as Treasure Garden.

COLI was listed in August 1992, banking first on the mainland housing market that was about to take off big time. Today, it is still actively acquiring land in Hong Kong, with four projects in Kai Tak, the site of the city's former international airport.

COLI last traded at HK$24.25 on June 28, commanding a market value of HK$265.41 billion.

Citic

Vice-president Rong Yiren established China International Trust and Investment Corporation, the forerunner to Citic, in the 1970s as a key platform for foreign and domestic investment, and to spearhead state investment overseas.

It established Citic Hong Kong (Holdings) in 1987 as the conglomerate's Hong Kong operation, and got it listed through the acquisition of Tylfull, a company which itself went public on the Hong Kong stock exchange in 1986. Citic is now the holding company of all the Hong Kong assets of the Beijing-based conglomerate.

The group jointly developed Discovery Bay, a wealthy enclave, with local partner HKR International. It also owns Dah Chong Hong, a consumer goods distributor and retailer that has since expanded into motor dealerships and logistics warehouses.

The group's financial services arm, Citic Securities, also took full control of CLSA, a Hong Kong investment bank, in 2013.

Shares of Citic traded at HK$8.15 on June 28, giving it a market value of HK$237.08 billion.

China Resources Beer

China Resources Beer (CR Beer) is also a Hong Kong-listed unit of the state-owned conglomerate China Resources (Holdings).

The brewer assumed the listing status China Resources Enterprises in 1992. Its predecessor first ventured into the brewery business by teaming up with state-owned Shenyang Beer Company in 1993.

It later expanded into other businesses including concrete, supermarket chains, and retail. The joint-venture Shenyang brewery known as Snowflake Brewery, meanwhile, kept growing and became the bestselling beer in China by sales in 2005 and worldwide in 2008.

In 2015, the group sold off its non-beer assets to concentrate on its brewery business. Three years later, CR Beer partnered with the world's second-largest brewer, Heineken Group, absorbing six of the Dutch group's breweries in mainland China. It was also licensed to produce Heineken for the mainland, Hong Kong and Macau markets.

CR Beer last traded at HK$56.35 on June 28, giving it a market value of HK$182.80 billion.

China's state-owned enterprises (SOEs) have made their presence felt in Hong Kong over the years. Some of their major businesses and brands are household names to the locals, but the owners behind them are less well-known.

For example, supermarket chain City'super is controlled by a unit of China Resources (Holdings) following its purchase in August 2020. Disneyland's Fantasyland on Lantau Island was built by China Overseas Holdings' construction arm.

Many of these SOEs have also tapped into the city's capital market for funds and stock listings.

Here are five of the biggest so-called Chinese red-chip stocks, or Hong Kong-listed, government-owned or controlled entities incorporated outside the mainland. There were 175 of them on the Hong Kong stock exchange at the end of May 2022.

BOC Hong Kong (Holdings)

The entity is a holding company for Bank of China's commercial banking business in the city. The lender has a long history of serving local customers ever since China's third-largest banking group established its roots in 1917 and started to issue Hong Kong dollar notes in May 1994.

The bank has a network of more than 190 branches and 14,000 staff offering services from personal home mortgages to corporate loans.

BOC Hong Kong (Holdings) was listed on July 25, 2002, and the global offering was priced at HK$8.50. The stock last traded at HK$31.55 on June 28, giving it a market value of HK$333.57 billion (US$42.48 billion).

China Resources Land

The company is the property development arm of China Resources (Holdings).

The parent was first established as Liow & Co in Hong Kong in 1938 by Yang Lianan, with the backing of Communist Party leaders Zhou Enlai and Chen Yun, to raise funds to support anti-Japanese resistance during the Second World War. The company was renamed China Resources in 1948.

China Resources Land, formerly known as China Resources Beijing Land, was established through internal restructuring in 1996 and was listed in the same year.

An iconic development project of the company, a mixed complex of office, mall and upscale residential homes known as Mixc City in Shenzhen, was opened in 2004.

The developer went on a land-buying binge in Hong Kong in the late 2010s, forking out HK$1.1 billion for 1-4 Chancery Lane in Central in 2017 and HK$5.9 billion for 39 Shouson Hill Road on The Peak. It also partnered with Poly Development to win a parcel of land in Kai Tak for HK$12.9 billion in 2019.

China Resources Land last traded at HK$36.15 on June 28, giving it HK$257.78 billion of market capitalization.

US research - new corona reinfection increases health risks

  (CNN) 新型コロナウイルスに繰り返し感染すると、その後で新たな症状が出たり、長期間続いたりするリスクが高くなるとの研究結果が報告された。

米セントルイス・ワシントン大学の臨床疫学者ジヤド・アリー博士らのチームがこのほど、査読前論文として公開した。新型コロナ再感染による健康上のリスクを調べた初の研究とされる。

チームは新型コロナに1回感染したことのある25万人あまりと、2回以上感染した3万8000人の健康記録を比較。対照グループとして、感染記録のない530万人のデータも使用した。繰り返し感染した人の内訳は、2回が3万6000人、3回がおよそ2200人、4回が246人だった。

その結果、2回以上感染したグループは1回だけのグループに比べ、直近の感染から6カ月以内に死亡するリスクが2倍以上、入院のリスクが3倍にも上ることが分かったという。

2回以上感染した人は、肺または心臓疾患や倦怠(けんたい)感、消化器と腎臓の不調、糖尿病、神経系疾患のリスクが高まることも明らかになった。

欧米では最近、オミクロン株の新たな系統「BA.5」による感染が主流になり、感染者や入院患者が増加している。BA.5には過去の感染やワクチン接種でできた抗体を回避しやすい変異がみられ、多くの人が再感染する恐れがある。

アリー博士は自身の患者の間で再感染が増えていることに気づき、この研究を思い立ったという。「もし1年半ほど前に再感染のことを聞かれたら、たまにそういう患者もいるが極めてまれだと答えていたかもしれない。だが今は違う」と、同博士は説明する。

再感染後の症状で多いのは胸痛、不整脈、心臓発作、心筋炎や心膜炎、心不全、血栓など。肺に関係する問題として息苦しさ、血中酸素濃度の低下、胸水なども挙げられる。

症状が出るリスクは再感染したのと同じころが最も大きいが、その後少なくとも6カ月間、ワクチンを打っているかどうかにかかわらず高リスクの状態が続く。また感染を繰り返すと、そのたびにリスクが上昇することも分かった。

アリー博士は「過去にかかったことがあれば次は軽く済む」といった考え方が、新型コロナには通用しないと指摘する。

同博士によれば、高齢者や基礎疾患のある人は特に再感染しやすく、その後に健康上の問題が生じるリスクも高い可能性があるという。

A team led by clinical epidemiologist Dr. Ziyad Al-Aly of Washington University in St. Louis had recently published this study as a pre-reviewed paper. This was the first study to investigate the health risks of reinfection with the new corona.

The team compared the health records of more than 250,000 people who have been infected once with the new corona and 38,000 people who have been infected more than once. Data from 5.3 million people with no records of infection were also used as a control group. The breakdown of people who were repeatedly infected was 36,000 people for 2 times, about 2,200 for 3 times, and 246 for 4.

As a result, it was found that the group infected twice or more had more than twice the risk of dying within 6 months from the latest infection, and the risk of hospitalization was three times as much as the group with only one infection.

People who had been infected more than once had also been found to be at increased risk of lung or heart disease fatigue, digestive and renal disorders, diabetes and nervous system disorders.

In Europe and the United States, infection with the new strain "BA.5" of the Omicron strain had recently become mainstream, and the number of infected people and inpatients was increasing. Mutations were found in BA.  5 that could easily avoid antibodies produced by past infections and vaccinations, and many people could be re-infected. 

Dr. Al-Aly said he came up with the study when he noticed an increase in reinfection among his own patients. He explained that "If about a year and a half ago I was asked about reinfection, I might have said that sometimes there were such patients, yet they were extremely rare, but now it's not".

The most common symptoms after reinfection were chest pain, arrhythmia, heart attack, myocarditis and pericarditis, heart failure and thrombosis. Problems related to the lungs included suffocation, low blood oxygen levels and pleural effusion were also mentioned.

While the risk of developing symptoms was greatest around the time of reinfection, this high risk could remain for at least 6 months thereafter, whether or not one had been vaccinated previously. It was also found that the risk would increase with each repeated infection.

Dr. Al-Aly pointed out that the idea that "if you've had it in the past, it will be lighter next time" didn't work for the new Corona.

He said that elderly people and people with underlying illnesses were particularly susceptible to reinfection, and might be at increased risk of subsequent health problems.

              So, about the new Corona, it is found that the risk of infection may increase with each repeated infection. Also, the idea that "if you've had it in the past, it will be lighter next time" doesn't work for the new Corona. These are shocking findings for me.

LONDON (Reuters) - From a $360 million project to expand Zambia's international airport in Lusaka to a $1.4 billion city port in Sri Lanka's capital of Colombo, China is the missing piece in the puzzle of a number of debt talks under way in developing markets.

The second-largest economy and the biggest bilateral creditor in the world is a dominant lender to many smaller, riskier developing nations. But Beijing has kept a low profile, not only on lending conditions but also on how it renegotiates with borrowers in distress.

That became more evident after the COVID-19 pandemic hit. Many economies buckling under economic strain are seeking debt relief.

Now, the pressure is rising on China to take a more active role in helping strained economies overhaul their debt burdens. Leaders of the Group of Seven rich democracies on Tuesday called on China specifically when urging creditors to help countries.

Poorest countries face $35 billion in debt-service payments to official and private sector creditors in 2022, with over 40% of the total due to China, according to the World Bank.

But analysts say the International Monetary Fund (IMF) and World Bank premise of fair burden-sharing in debt relief talks could set them on a collision course with China, putting the prospect of comprehensive debt restructurings into question.

"Chinese 'Belt and Road' money is everywhere – so we will see this over and over in sovereign debt restructurings," said Dennis Hranitzky, head of sovereign litigation at law firm Quinn Emanuel.

According to Beijing, the Belt and Road Initiative unveiled in 2013 is a platform for international cooperation in infrastructure, trade, investment and financing linking China with other parts of Asia, the Middle East, Europe and Africa.

China's foreign ministry and central bank did not respond to requests for comment.

Zambia and Sri Lanka are test cases on how fast debt talks evolve. Both also need to restructure with overseas bondholders and hammer out IMF programmes.

"China's engagement on debt talks is not in the hands of the IMF nor governments," said Polina Kurdyavko, head of emerging markets at BlueBay Asset Management in London.

"Bringing China to the negotiating table in a timely manner could be the biggest challenge in the upcoming debt restructurings."

OPACITY

Chinese lending is mostly extended by state-controlled agencies and policy banks and is often opaque.

A working paper of the National Bureau of Economic Research in the United States found half of the 5,000 loans and grants extended to 152 countries from 1949 to 2017 have not been reported to the IMF or the World Bank, despite China being a member of both multilaterals.

"Opacity is a recurrent problem with some of these Chinese loans," said Matthew Mingey, senior analyst with Rhodium Group, adding China had stricter confidentiality clauses on its commercial loans.

Data compiled over three years by AidData, a U.S. research lab at the College of William & Mary, found terms of Chinese state-owned banks' loans require borrowers to prioritise them for repayment.

Where China has agreed to ease debt burdens, details are often unclear.

The plethora of Chinese lenders also adds to complexity, though Export-Import Bank of China and the China Development Bank feature most heavily.

"When it comes time to renegotiate, individual Chinese banks may not necessarily have an idea of what other Chinese banks are doing," said Mingey.

GLACIAL

Progress has often been slow.

Zambia is seeking relief on $17 billion of external debt after becoming the first COVID pandemic-era default more than two years ago. Some of the slow progress is due to China's lack of experience with tricky debt restructurings, people familiar with the matter say.

Sri Lanka's talks are moving faster, with the IMF confirming it is on track for a new programme. China's approach, though, is not yet clear.

Meanwhile, some 60% of low-income countries are in, or at high risk of, debt distress, according to the IMF.

Seventeen smaller emerging economies have seen premium investors demand to hold their debt soar to levels effectively shutting them out of international markets. That number is higher than during peak-COVID-19 or the 2008 global financial crisis.

In late 2020, the Group of 20 launched a Common Framework to bring creditors such as China and India to the negotiation table along with the IMF, Paris Club and private creditors. Along with Zambia, Chad and Ethiopia have applied to restructure under this new, yet-to-be tested mechanism.

But the framework also "has added a bureaucratic layer to the already complex debt restructuring process" that could discourage other countries from joining, said Patrick Curran, senior economist at Tellimer.

So, from a small project in Zambia to a big project in Sri Lanka, China is the missing piece in the puzzle of a number of debt-talks under way in developing countries. While China is a dominant lender to many smaller, riskier developing nations, yet Beijing has kept a low profile, not only on lending conditions but also on how it renegotiates with borrowers in distress. I think debt restructuring is both an economic and a political issue for China that require time to handle.

Raimondo, speaking at an annual Commerce Department conference, also said that controls placed on Russia's aerospace sector were hammering its ability to generate revenue and support military aviation.

"Russia may be forced to ground between half and two-thirds of its commercial aircraft in the next four years in order to cannibalize them for spare parts," she added.

The remarks came a day after U.S. President Joe Biden's administration added five companies in China to a trade blacklist on Tuesday for allegedly supporting Russia's military and defense industrial base, flexing its muscle to enforce sanctions against Moscow.

The United States has worked with allies to punish Russian President Vladimir Putin for the invasion, which Moscow calls a "special operation", by sanctioning a raft of Russian companies and oligarchs and adding others to a trade blacklist.

While U.S. officials had previously said that China was generally complying with the restrictions, Washington has vowed to closely monitor compliance and rigorously enforce the regulations.

On Wednesday, Raimondo also doubled down on threats to "shut down" China's top chipmaker SMIC if it is found to be supplying chips to Russia.

"What if SMIC or other Chinese-based semiconductor companies are found supplying chips to Russia?" she said. "We will shut them down and we can, because almost every chip in the world and in China is made using U.S. equipment and software and I intend to make good on that commitment if it's necessary."

The number of Chinese people living in Angola is estimated to have dropped from a peak of more than 300,000 during a post-civil war construction boom to less than 20,000 as a new president recalibrates the African country's relationship with China.

When the Angolan civil war ended in 2002 after 27 years of destruction, it was China rather than the West that agreed to fund the country's reconstruction. That coincided with the Chinese government's going-out strategy, which encouraged state-owned or private companies to venture overseas.

The resulting infrastructure boom, especially in housing, roads and power plants, attracted several Chinese companies, and in 2004 Export-Import Bank of China pledged US$2 billion in oil-backed loans to fund reconstruction.

In what came to be known as the Angola model, Luanda pioneered the concept of oil-backed loans as an easy way to access Chinese funding for the building of roads, hydroelectric dams and railways. It was successful until oil prices fell, forcing the country to pump more oil to service its debts.

In the interim, Angola became a star performer in sub-Saharan Africa, with its economy growing by an average of 11 per cent a year between 2001 and 2010 under president Jose Eduardo dos Santos, who stepped down in 2017 after 38 years in power.

In the early 2000s, Angola became Africa's biggest destination for Chinese capital, receiving US$42.6 billion from Chinese lenders - more than a quarter of China's total lending to African countries between 2000 and 2020.

But the boom was short-lived. When global oil prices plummeted to below US$50 a barrel in mid-2014 from a high of US$115 per barrel, the Angolan economy suffered. It fell into recession in 2016 and contracted for five consecutive years. The Covid-19 pandemic exacerbated the problem, and the country only narrowly avoided a debt default recently.

Joao Lourenco - also known as JLo - who replaced dos Santos as president in 2017, promised to reverse the nation's dwindling fortunes, diversify the oil-dependent economy and reduce its excessive reliance on China, describing economic diversification as "a matter of life or death" for Angola's long-term prospects.

In 2019, he admitted the concept behind the oil-backed loans the country had signed with China was not working.

"The thing is that such kinds of credit lines had a condition that the debt would be switched out with oil as a collateral," he said. "But today we are discontinuing such a practice ... advised by the IMF and the World Bank."

As president, Lourenco, a former defense minister and freedom fighter, has led an anti-corruption campaign targeting his predecessor's family and close associates that has seen a number of them charged, including Isabel dos Santos, the ex-president's eldest daughter, who stands accused of money laundering and mismanagement while head of state-owned oil firm Sonangol.

Researchers say the new government's change in attitude towards Chinese credit has contributed to a decline in the country's Chinese population, now estimated to have been reduced to less than 20,000.

"There are fewer and fewer Chinese citizens on the streets of Luanda," said Gilson Lazaro, an associate professor in the sociology department at Agostinho Neto University and an investigator at the Centre for African Studies at the Catholic University of Angola.

However, he said a few Chinese workers could be seen around some commercial projects, mainly outside the city center.

"Most Chinese citizens in the city are outside the urban centre, in peripheral areas, in business or commercial projects," Lazaro said. "In some places you can say they are part of the Chinese trading community."

He attributed the exit of Chinese from Luanda to the end of employment contracts related to major construction projects. He said Chinese construction companies had maintained a notable presence in Angola during the past decade, with a particular focus on the construction of housing.

"Due to the end of contracts and changes in the priorities of the Angolan government, the Chinese presence has been substantially reduced to residual levels," Lazaro said.

Analysts say Angola's relationship with China has changed dramatically under the new government.

A 2021 study co-authored by Dominik Kopinski, an associate professor at the University of Wroclaw in Poland, said interviews had revealed "a great deal of uncertainty among the Chinese business community, who fear the cozy relations guaranteed by the dos Santos clique may prove to be a thing of the past given the volatility of oil prices and the allegedly corrupt nature of many of the deals in place".

"The so-called Angola model is now regarded not only as unsustainable, but as posing an existential threat to the stability of the Angolan economy," it said.

Kopinski, who is also a co-founder of the Polish Centre for African Studies, said Lourenco had made it clear that "the relationship with China got to the point where it was too cosy, too pricey and thus politically risky for the regime".

"There was some serious rethinking on the Chinese part too at roughly the same time, and the realization came that China might have become simply overexposed in Angola, and debt sustainability might be an issue," he said.

"There are, for instance, rumors that when JLo made a trip to China in October 2018 asking for loans, the Chinese said that the lending spree was no more. Most importantly, the pandemic came and did the rest of the decoupling."

Kopinski, who has done extensive field studies in Angola, said that as loans ground to a halt, Chinese state-owned enterprises were cut off from financing and most had left or drastically curtailed their operations in Angola.

"Nowadays, maybe 10,000 to 20,000 Chinese are living in Angola, compared with 300,000 at the peak," he said. "But the truth is that you can barely see Chinese on the streets of Luanda these days, so the honeymoon is over, and the Sino-Angolan marriage of convenience has reached a turning point."

Marisa Lourenco, an analyst at Control Risks, a global risk consultancy, who focuses on southern Africa, said that as Chinese investors fled to other markets and workers left, "we are seeing the return of old partners to Angola", like Brazilian conglomerate Novonor, formerly Odebrecht, and Mitrelli from Israel.

She said no new Chinese projects had been announced under President Lourenco, and only Huawei, in the telecoms sector, was active.

"Lourenco has fostered strong ties to the United States and Germany as well as strengthening existing ties with old partners France and Portugal," she said.

However, Lazaro said Angola was still a long way from substantively reducing its dependence on China. "There has been movement in this direction, but there is still a long way to go before this can become a reality," he said.

When it comes to food and agriculture, China's imports were worth $13 billion two decades ago. By 2020, they had leapt to $161 billion but Africa only accounted for 2.6% of that.

China's African Affairs chief Wu said harnessing that growth would ensure balanced trade, increase African employment opportunities and help the continent industrialise.

"(China) actively responded to the important concerns of African countries on China-Africa trade cooperation," he said.

President Xi's plan calls for centralized clearance zones, or "Green Lanes", to speed up inspections of agricultural goods from Africa, more zero-tariff access and $10 billion in trade finance for Chinese firms importing from the continent.

On paper, China's growing food needs present a huge opportunity for Africa to leverage agricultural exports to raise foreign exchange, said Lauren Johnston, visiting senior lecturer at University of Adelaide's Institute of International Trade.

"The debt situation has brought it to the fore," she said. "In the first instance it's just a super logical investment."

But some countries are struggling to take advantage of the opportunities, such as Kenya. It's the biggest producer of avocados in Africa and exported $154 million worth last year, mainly to Europe.

Eric Were at the Kenya Plant Health Inspectorate Service's (Kephis) said they had jumped through hoops to get 10 avocado companies cleared this year for Chinese exports.

"For the Chinese, we need to inspect the orchard, we need to inspect the packhouse and we need to inspect the fumigation facilities," he said.

He said Kakuzi, Kenya's biggest avocado grower, spent a month showing it could track its produce from the seeds, to how trees are managed, and how the avocados are harvested, processed and packed. By contrast, the European Union only requires inspection at the point of exit, Were said.

Last month, the inspectorate announced that Chinese authorities had decided to conduct their own audits - which has not always been a positive experience next door in Uganda.

"When they come, quite often they find that we are not doing well," Emmanuel Mutahunga, Uganda's Commissioner for External Trade, told Reuters.

RED LINES

Tanzanian coffee farmers have struggled to make their mark too while in Namibia, it took nine years from the signing of a beef export deal to satisfy Chinese regulators, leading to the first shipments in 2019.

Wu said China's planned initiatives would help African farmers improve their quarantine and food safety capacity, though Mei and Johnston said any loosening of phytosanitary regulations for African imports was unlikely.

"There's no bigger red line than China and food security," Johnston said.

China is also missing out on other ways to accelerate access, say experts such as Wandile Sihlobo, chief economist at the Agricultural Business Chamber of South Africa.

He said Beijing could negotiate broad trade deals with African countries and regional blocs, as the EU does.

Instead, China continues to do bilateral deals, and even then only on individual products.

"The core message here is for China to be a bit more open to Africa's food exports," he said. "A lot of it's going to have to come down to individual countries negotiating better deals."

South Africa's citrus industry was among the continent's early trailblazers in China, signing its first protocol with Beijing in 2004. It exported 162,000 pallets of fruit in 2021, but success didn't come overnight.

"It's been an incredible market for SA citrus," said Justin Chadwick, chief executive of the Citrus Growers Association of Southern Africa.

Yet Britain and the European Union, which have stringent food safety standards, are still by far the top destination for South African citrus, accounting for 44% of exports last year.

"When you want to go to China, you have to get a separate protocol for each agricultural product. It averages at about 10 years for each product's protocol to be concluded," Chadwick said. "Unfortunately, China does this one product at a time."

That has helped China-Africa trade balloon 24-fold over the past two decades. But for $148 billion of Chinese goods shipped to Africa in 2021, China imported only $106 billion and five resource-rich nations - Angola, Congo Republic, Democratic Republic of Congo South Africa and Zambia have already accounted for $75 billion of that amount.
