BEIJING (AP) — To help make China a self-reliant “technology superpower,” the ruling Communist Party is pushing the world's biggest e-commerce company to take on the tricky, expensive business of designing its own processor chips — a business unlike anything Alibaba Group has done before.

Its 3-year-old chip unit, T-Head, unveiled its third processor in October, the Yitian 710 for Alibaba's cloud computing business. Alibaba says for now, it has no plans to sell the chip to outsiders.

Other rookie chip developers including Tencent, a games and social media giant, and smartphone brand Xiaomi are pledging billions of dollars in line with official plans to create computing, clean energy and other technology that can build China’s wealth and global influence.

Processor chips play an increasingly critical role in products from smartphones and cars to medical devices and home appliances. Shortages due to the coronavirus pandemic are disrupting global manufacturing and adding to worries about supplies.

Chips are a top priority in the ruling Communist Party's marathon campaign to end China's reliance on technology from the United States, Japan and other suppliers Beijing sees as potential economic and strategic rivals. If it succeeds, business and political leaders warn that might slow down innovation, disrupt global trade and make the world poorer.

“Self-reliance is the foundation for the Chinese nation,” President Xi Jinping said in a speech released in March. He called for China to become a “technology superpower” to safeguard “national economic security.”

“We must strive to become the world’s main center of science and the high ground of innovation,” Xi said.

Beijing might be chasing a costly disappointment. Even with huge official investments, businesspeople and analysts say chipmakers and other companies will struggle to compete if they detach from global suppliers of advanced components and technology — a goal no other country is pursuing.

“It’s hard to imagine any one country rebuilding all of that and having the best technology,” said Peter Hanbury, who follows the industry for Bain & Co.

Beijing’s campaign is adding to tension with Washington and Europe, which see China as a strategic competitor and complain it steals technology. They limit access to tools needed to improve its industries.

If the world were to decouple, or split into markets with incompatible standards and products, U.S.- or European-made parts might not work in Chinese computers or cars. Smartphone makers who have a single dominant global operating system and two network standards might need to make unique versions for different markets. That could slow down development.

Washington and Beijing need to “avoid that the world becomes separated,” U.N. Secretary-General Antonio Guterres told The Associated Press in September.

China's factories assemble the world’s smartphones and tablet computers but need components from the United States, Europe, Japan, Taiwan and South Korea. Chips are China’s biggest import, ahead of crude oil, at more than $300 billion last year.

Official urgency over that grew after Huawei Technologies Ltd., China’s first global tech brand, lost access to U.S. chips and other technology in 2018 under sanctions imposed by the White House.

That crippled the telecom equipment maker’s ambition to be a leader in next-generation smartphones. American officials say Huawei is a security risk and might aid Chinese spying, an accusation the company denies.

Huawei and some Chinese rivals are close to matching Intel Corp., Qualcomm Inc., South Korea’s Samsung Electronics and Britain’s Arm Ltd. at being able to design “bleeding edge” logic chips for smartphones, according to industry analysts.

But when it comes to making them, foundries such as state-owned SMIC in Shanghai are up to a decade behind industry leaders including TSMC, or Taiwan Semiconductor Manufacturing Corp., which produces chips for Apple Inc. and other global brands.

TOKYO (Reuters) - Japan revised the schedule of its space exploration plans on Tuesday, aiming to put a Japanese person on the moon by the latter half of the 2020s.

"Not only is space a frontier that gives people hopes and dreams but it also provides a crucial foundation to our economic society with respect to our economic security," Prime Minister Fumio Kishida told a meeting to finalize the plan.

According to the draft schedule of the plan, Japan aims to put the first non-American on the moon as part of the Artemis program, a U.S.-led initiative that aims to return astronauts to the moon.

The plan also spells out Japan's aspirations to launch a probe to explore Mars in 2024, as well as to find ways to generate solar electricity in space.

Neighboring China also aims to become a major spacefaring power by 2030, and it too plans to put astronauts on the moon, raising the prospect of an Asian space race.

In May, China became the second country to put a rover on Mars, two years after landing the first spacecraft on the far side of the moon.

Japan's announcement of its space exploration targets comes a week after Japanese billionaire Yusaku Maezawa returned to earth after spending 12 days aboard the International Space Station, becoming the first space tourist to travel to the ISS in more than a decade.

Taiwan's government says it wants peace, but will defend itself if needed.

Under the plan, the U.S. Marine Corps will set up temporary bases on the Nansei island chain stretching from Kyushu, one of the four main islands of Japan, to Taiwan, at the initial stage of a Taiwan emergency, and will deploy troops, Kyodo said.

Japanese armed forces will provide logistical support in such areas as ammunition and fuel supplies, it said.

Japan, former colonial ruler of Taiwan, and the United States would likely reach an agreement to start formulating an official plan at a "2+2" meeting of foreign and defense ministers early next year, the news agency said.

Japanese defense ministry officials were not immediately available for comment.

In October, Japan's government signaled a more assertive position on China's aggressive posture towards self-ruled Taiwan, suggesting it would consider options and prepare for "various scenarios", while reaffirming close U.S. ties.

Earlier this month, former Japanese Prime Minister Shinzo Abe said that Japan and the United States could not stand by if China attacked Taiwan.

U.S. officials, speaking on the condition of anonymity, have long said that given the tens of thousands of troops the U.S. has in Japan and its proximity to Taiwan, Japan would likely have to play an important role in any Taiwan emergency.

Japan is host to major U.S. military bases, including on the southern island of Okinawa, a short flight from Taiwan, which would be crucial for any U.S. support during a Chinese attack.

China views democratic Taiwan as a wayward province, awaiting the day the island can be brought under its control - peacefully or militarily - with no right to state-to-state relations.

The United States, like most countries in the world, recognizes China over Taiwan, in line with Beijing's "one China" policy. But Washington is the island's biggest arms supplier and ally and is obliged by law to help it defend itself.

The country, which consumes half of the world’s pork, will maintain a target to produce 95% of the protein at home through 2025. It wants to be self sufficient in poultry and egg, 85% for beef and mutton, and 70% for dairy, the agriculture ministry said, adding that they form part of China’s food security goals.

The targets will likely bolster overseas purchases of soybeans and feed grains needed to fatten hogs, cattle and poultry. China is already the top importer of soybeans and corn, and has purchased unprecedented amounts in the past two years to feed a hog herd recovering from African swine fever. The buying binge sparked a global price rally as investors were also worried about supply.

“Imports of feed grain are likely to remain high for the foreseeable future as China begins to prioritize domestic production of meat and dairy,” said Darin Friedrichs, co-founder and market research director of Sitonia Consulting, a China-based agriculture information service provider.

The self-sufficiency goals, which were flagged since 2020 at least, come as the deadly African swine fever outbreak about three years ago destroyed roughly half of China’s hog population and spurred a surge in meat imports and record pork prices. It accelerated a push to modernize hog production and cut costs.

Today the national herd has recovered to a six-year high and is 17% bigger than before the disease struck. Futures in Dalian are down about 50% this year, underscoring the boom-bust cycle China’s pig farming industry is notorious for.

The self-sufficiency targets are part of a series of measures to ensure stable meat supplies and prices. The ministry said China’s consumption of livestock products will continue to grow but there will be gaps in feed grain supply and demand. It also noted that China is “heavily reliant” on imports for soybeans.

(Reuters) - Myanmar will start accepting Renminbi as an official settlement currency next year for trade with China, it said on Wednesday, as it looks to restart several joint projects and forge closer economic ties with Beijing.

Myanmar's junta, which seized power in a Feb. 1 coup, said in a statement it enjoyed a special "kinship" with China, which has supported it financially and with COVID-19 vaccines.

The statement issued by the ministries of information and investment also identified infrastructure projects with China that it said were a "major priority" for its economic revival, including plans for railways and ports.

Chinese state media outlet Global Times previously reported Myanmar's Renminbi plans, saying the move aimed to address the country's shortage of U.S. dollars and other foreign currencies during a period of economic turmoil.

The military coup in Myanmar and an ensuing crackdown on protesters in which hundreds have been killed has been widely criticized in the West and prompted international sanctions on military officials and military-linked businesses.

Analysts have said that Myanmar's increasing international isolation could push it closer to China, which has not been publicly critical of the coup but has repeatedly urged different parties in Myanmar to "bridge their differences" and "advance the democratic transition".

In its statement, Myanmar said the pilot currency project would "further improve bilateral cooperation" with Beijing and would "substantially improve border trade", especially for agricultural products.

The ministries also said that Myanmar's economic downturn this year was "much less severe than forecasts of some international economists" and that the country expects to record modest growth in 2021-2022.

Nearly half the population of Myanmar, once one of Asia's fastest growing economies, will be pushed below the poverty line next year due to twin impacts of the coup and the pandemic, the U.N. has estimated.

HONG KONG/LONDON, Dec 15 (Reuters) - Britain has scolded China for its broadening use of a national security law in Hong Kong, detailing attacks on the city's vaunted judiciary, civil society groups and foreign diplomats.

"The erosion of liberty in Hong Kong is an affront to freedom and democracy," Foreign Secretary Liz Truss said in the publication on Tuesday of her government's latest six-monthly report on Hong Kong.

"Just over a year since the introduction of the national security law, the mainland Chinese and Hong Kong authorities have used the law and related institutions against all opposition, free press and civil society in Hong Kong," Truss said in a foreword to the report.

"This curtailing of space for the free expression of alternative views continues to weaken checks and balances on executive power."

The report, which covers events up to June 30, appears to be stronger than earlier ones targeting the impact of the national security law.

Both the Chinese and Hong Kong governments issued statements condemning the report, with a spokesperson for the Chinese embassy in London warning that British "attempts to create trouble in Hong Kong or use Hong Kong to contain China will not succeed.

Beijing imposed the law on the Asian financial hub in June 2020 after months of sometimes violent anti-government protests rocked the city in 2019.

Noting use of the law against some media and journalists, the report charts pressure by pro-Beijing media that has forced trade unions and other groups to disband.

Outlining criticism from some mainland officials, it states that "judicial independence is increasingly finely balanced".

Truss said, however, she believed British judges could still "play a positive role in supporting this judicial independence."

British judges have long served among the foreign jurists appointed to Hong Kong's highest court, an arrangement designed to maintain confidence in the city's legal system that is seen as the bedrock of its broader social and commercial freedoms.

Britain handed its former colony back to Chinese rule in 1997 amid guarantees that its way of life would be protected under a "one country, two systems" model.

Truss said Britain was committed to continuing to monitor the situation in Hong Kong, including speaking to a broad range of politicians.

She expressed concern at the "growing pattern of the mainland Chinese and Hong Kong authorities misrepresenting such normal diplomatic contact as foreign collusion".

The Hong Kong government said it "strongly opposed the unfounded allegations", urging Britain to "stop interfering into the internal affairs of China through Hong Kong affairs".

It also said it opposed the report's criticism of the government's overhaul of the electoral system. Hong Kong is due to vote for a new Legislative Council this weekend, with many opposition figures in jail or exile and only those classed as "patriots" allowed to run.
