【北京=原田逸策】中国の201946月期の実質成長率は前年同期比6.2%となった。20年の国内総生産(GDP)を10年比で倍増する目標の達成には1920年に平均6.2%の成長が必要で、その「下限」に落ちて黄信号がともった。年後半の下押し圧力は高まりそうで、習近平(シー・ジンピン)指導部の対応が焦点になる。

46月期の成長率は13月期より0.2ポイント縮小し、リーマン・ショック直後の0913月期(6.4%)を下回って四半期として統計を遡れる1992年以降で最低となった。長引く貿易戦争で輸出と投資が低迷した。年ベースでは天安門事件後で経済制裁を受けていた90年の3.9%以来の低水準となる。


中国経済は1913月期に1年ぶりに成長率の縮小が止まったが、再び減速に転じた。41日から付加価値税にあたる増値税の税率を下げたため、税負担を抑えようと3月末までに生産し、4月以降に出荷する動きが広がった。3月の工業生産が高い伸びとなって成長をかさ上げした特殊要因は、46月期にはげ落ちた。

6.2%も「上げ底」の面がある。統計局によると16月の成長率のうち、輸出から輸入を差し引いた外需の貢献が1.3ポイントに達した。輸出は横ばいだったが、内需低迷で輸入は4%も減り、貿易黒字が拡大した。中国人旅行客の「爆買い」も陰り、サービス貿易の赤字も縮小した。外需の貢献は1816月はマイナス0.7ポイントだったので「内需低迷」が2ポイントも成長を押し上げた。

輸出低迷は製造業の生産や投資に響く。上半期の工業生産は6%増で13月より0.5ポイント減速した。とくに輸出主体の外資企業の伸びは1%にとどまった。生産全体の勢いを示す発電量も3%増と力強さがない。自動車と携帯電話がいずれもマイナスで、米国が追加関税をかけたロボットの生産台数も10%減った。

投資も伸びていない。16月の固定資産投資の伸びは5.8%13月より縮小した。みずほ総合研究所の三浦祐介主任研究員は「製造業の投資が3%増と引き続き振るわないほか、景気下支えのインフラ投資も減速しており(減税などの)政策効果が十分に出ていない」と話す。

消費も力強さがない。16月の小売売上高(社会消費品小売総額)は前年同期比8.4%増え、伸び率は13月から0.1ポイント拡大した。国家統計局の毛盛勇報道官は「消費の伸びは加速した」と胸を張ったが、幅広く数字を集めるとむしろ消費のもろさが浮かぶ。

消費低迷の背景には雇用不安がある。16月の都市部の新規雇用は737万人で前年同期比2%減った。少子化で1830歳の若者が毎年1千万人減っているのも重荷になっている。

中国共産党は12年の党大会で20年までのGDP倍増の長期目標を決めた。1920年に平均6.2%の成長が必要だ。19年の政府の成長目標は「66.5%」だが、長江証券の伍戈首席エコノミストは最近のリポートで「最低ラインは6.2%前後と広く受け止められている」と指摘した。

16月の成長率は6.3%なのでまだ上回っているものの、野村国際の陸挺・中国チーフエコノミストは「下半期の経済の下押し圧力をみくびってはいけない」と警鐘を鳴らす。


とくに懸念されるのが不動産だ。16月の不動産投資は11%増と堅調だが、販売面積は2%減った。ここ数年、地方都市の不動産売買を押し上げた「棚改」と呼ぶ再開発事業の規模が19年は前年比で半減し、年後半は地方都市の不動産市場の足を引っ張りかねない。足元では住宅バブルの崩壊を懸念し、当局が再び不動産業界への融資を締めつけている。

習指導部は当面、3月に打ち出した2兆元(約32兆円)規模の大規模減税の効果を見極める構えだ。ある経済官庁幹部は「大規模な経済対策は打たないだろう」と話す。いったん落ち着いた債務問題が再燃しかねないからだ。貿易戦争の出口が見えないなか、どこまで景気が持ちこたえられるのか。その行方は世界経済の波乱要因にもなる。

To achieve a target of doubling GDP in 2020 over 2010 it would require an average growth of 6.2% in 2019-20, now it fell to its “lower limit” and a yellow light was on. Downward pressure in the latter half of the year was likely to increase, the response of Xi Jinping's leadership would be the focus.

The growth rate in the April-June period decreased by 0.2 points from the January-March period. It was the lowest since 1992, when statistics were traced back to the quarters that was below the 2009 January-March quarter (6.4%) that was seen immediately after the Lehman shock. Exports and investment were sluggish in the prolonged trade war. On a yearly basis, it was the lowest level since 1990, standing at 3.9% when it was subjected to economic sanctions after the Tienanmen incident.

China's economy growth in 2019 January to March stopped shrinking for the first time after a year, but it began to slow down again. Since the rate of VAT, a value-added tax, was lowered starting from April 1, production had been expanded up to the end of March due to reduced tax burdens, and also there had been a movement to ship since April. The special factors that boosted growth due to high industrial production in March fell off in the April-June period.

6.2% had an “overstatement” aspect. According to the Statistics Bureau, out of this growth rate from January to June, the contribution of external demand minus exports reached 1.3 points. Exports were flat, but imports fell 4% due to sluggish domestic demand, and the trade surplus expanded. The deficit in service trade had also shrunk due to the “explosive purchase” of Chinese tourists. In January-June 2018 the contribution of external demand was minus 0.7 points, so “stagnation in domestic demand” boosted growth by 2 points.

Sluggish export affected production and investment in the manufacturing industry. The first half year industrial production increased by 6%, down 0.5 points from January to March. In particular, the growth of export-oriented foreign companies was only just 1%. The amount of power generation, which indicated the momentum of the overall production, merely increased by 3% which was not strong. Both automobiles and mobile phones were in the negative, and the number of robots that the US had imposed additional tariffs also decreased by 10%.

Investment had not increased. Fixed asset investment growth from January to June was 5.8%, a decline compared to January to March. Yusuke Miura, Senior Researcher of Mizuho Research Institute said that “while manufacturing industry investment failed to continue to increase by 3%, infrastructure investment to support the economy also has been slowing down (such as tax cuts), and policy effects have not been fully demonstrated.”

Consumption was not strong. Retail sales from January to June (total retail sales of consumer goods) increased by 8.4% year-on-year, and the growth rate increased by 0.1 points from January to March. While the National Bureau of Statistics spokesman Mao Shengyong felt proud in that “The growth of consumption has accelerated,” yet when collecting a wide range of figures, it had revealed the fragility of consumption.

The increase in retail sales had also been boosted by a special factor of “to sold out car inventory before the emission regulations to start from July” (Mr. Mao).

Employment concerns were behind the sluggish consumption. New jobs in urban areas from January to June were 7.37 million, down 2% year-on-year. That the number of youths aged 18 to 30 was declining by 10 million every year due to declining birthrate had become a burden.

The Chinese Communist Party set a long-term goal of doubling GDP at 2020 during the 2012 party convention. An average growth of 6.2% would be required in 2019-20. The government's growth target for 2019 was “6 to 6.5%,” but the chief economist at Yangtze Securities pointed out that “the lowest line is widely accepted as at around 6.2%” in a recent report.

Although the growth rate from January to June was 6.3% which was still above the line, Nomura International's Lu Ting, the China chief economist warned that “the downward pulling pressure on the economy in the second half year must not belittled”.

Of particular concern was the real estate. Real estate investment from January to June was strong with an increase of 11%, but sales area decreased by 2%. In recent years, the scale of the redevelopment project the so called “Housing reform”, which was used to boost real estate buying and selling in local cities, was halved in 2019 when compared with the previous year. It could also pull the leg of the real estate market in local cities in the second half of the year. The authorities were tightening loans to the real estate industry again because they were concerned about the collapse of the housing bubble.

For the time being, Xi’s Guidance Department was ready to determine the effects of its large-scale tax cut of 2 trillion yuan (about 32 trillion yen) launched in March. An executive of an economic agency said, “We will not take major economic measures.” This was because temporally settled debt problem could be reignited. How far could the economy hold on without seeing an exit of the trade war? That outcome became a turbulent factor of the world economy.

(Bloomberg) -- Stock investors have never been so downbeat on the world’s biggest banks. China’s “big four” state-owned lenders, which together control more than $14 trillion of assets, tumbled to record-low valuations on Monday amid mounting concern that Beijing will encourage them to bail out smaller peers. Industrial & Commercial Bank of China Ltd., the world’s largest lender by assets, lost $11 billion of market value last week after injecting capital into a troubled regional bank as part of a government-orchestrated rescue.

Big Chinese lenders have long sacrificed profits in the name of national service, but that prospect has become increasingly worrying as pressure builds on their regional, city and rural peers. Smaller Chinese banks tracked by UBS Group AG need an estimated $349 billion of fresh capital -- a sum they may struggle to raise without support from the likes of ICBC. For shareholders already skittish about the trade war, rising corporate defaults and slowing economic growth, it’s yet another reason to sell.

State-owned commercial banks are clearly suffering from the market impression that they will need to swallow other smaller and weaker banks, at least partially,’’ said Alicia Garcia Herrero, chief economist for Asia Pacific at Natixis SA in Hong Kong.

ICBC declined to comment. The China Banking and Insurance Regulatory Commission and press officers at the country’s other mega-banks -- China Construction Bank Corp., Bank of China Ltd., and Agricultural Bank of China Ltd. –- didn’t respond to requests for comment.

While the four firms have dominated China’s $40 trillion banking system for decades, they’ve been joined in recent years by a growing number of smaller banks, many of which funded themselves with opaque asset management products and interbank borrowing, instead of more stable consumer deposits. These smaller banks are now getting squeezed as regulators clamp down on risky funding methods and China’s economic slowdown causes bad loans to increase.


Their plight has been a major focus of investors since May, when Beijing surprised markets by seizing control of Baoshang Bank Co. in the first government takeover of a Chinese lender in two decades. That was followed two months later by a capital injection into Bank of Jinzhou Co. by ICBC and two other state-owned financial firms.

Analysts predict that more of China’s roughly 4,000 small lenders will run into trouble and that bigger banks will be asked to play a role in shoring them up. While regulators could in theory allow distressed lenders to fail, that outcome is seen as unlikely because of Beijing’s focus on maintaining financial stability. When authorities imposed losses on a small number of Baoshang Bank’s creditors, it triggered a mini-panic in inter-bank funding markets that only subsided after big cash injections from the central bank.


The smaller banks, as they require the fire hose, will likely get rolled up into the bigger banks, where they can disappear,” said Christopher Balding, an associate professor at Fulbright University Vietnam who has written extensively on the Chinese economy and financial system.

Investors have responded by pummeling Hong Kong-listed shares of the big four, sending prices to record lows relative to book value, or net assets. The stocks traded on Monday at an average price-to-book ratio of 0.61, falling below a previous nadir reached in February 2016.

For investors with longer time horizons, it might be a good time to buy, said Terry Sun, a Hong Kong-based analyst at CMB International Securities Ltd. Chinese authorities are unlikely to force big banks to take on more than they can handle, according to Jim Stent, author of “China’s Banking Transformation.’’

Even if you take some pretty severe assumptions on how many banks need to be taken over, you will likely find it’s scarcely a ripple on the profits and balance sheets of the big banks,’’ Stent said. The big four reported combined profits of $140 billion last year, according to data compiled by Bloomberg.

Katherine Lei, a Hong Kong-based analyst at JPMorgan Chase & Co., is less sanguine. In a report dated July 29, Lei said she was taking a more cautious view on Chinese bank shares, citing the overhang of troubled smaller lenders as well as rising corporate default risks and increased government pressure to give borrowers favorable interest rates to support economic growth.

The cases of Baoshang and Jinzhou will unlikely be an end,’’ Lei wrote. “Large banks could be brought in to deal with potential small bank problems going forward.’’

     So, the four big Chinese banks will be too important to fall. In a way we can say that all banks in China are save to deposit with money as they are guaranteed by the Government. Another point I note is that while the big Chinese banks have long sacrificed their profits in the name of national service, could this also happen in Hauwei in that the company may be asked to do something which could risk it business interests (e.g. hurting the company’s reputation or trustworthiness) for the Chinese government in the name of national interest. It seems that the US government has such a worry.

 In 2017 China has passed the National Intelligence Law which states that "any organization and citizen should support, assist and cooperate with national intelligence work in accordance with the law."

 (Bloomberg) -- Japan is still winning the Southeast Asia infrastructure race against China, with pending projects worth almost one and a half times its rival, according to the latest data from Fitch Solutions.

Japanese-backed projects in the region’s six biggest economies -- Indonesia, Malaysia, Philippines, Singapore, Thailand, and Vietnam -- are valued at $367 billion, the figures show. China’s tally is $255 billion.

The figures underline both the rampant need for infrastructure development in Southeast Asia, as well as Japan’s dominance over China, despite President Xi Jinping’s push to spend on railways and ports via his signature Belt and Road Initiative. The Asian Development Bank has estimated that Southeast Asia’s economies will need $210 billion a year in infrastructure investment from 2016 to 2030, just to keep up the momentum in economic growth.

The latest Fitch figures, provided in an emailed response to Bloomberg, count only pending projects -- those at the stages of planning, feasibility study, tender and currently under construction. Fitch data in February 2018 put Japan’s investment at $230 billion and China’s at $155 billion.

Vietnam is by far the biggest focus for Japan’s infrastructure involvement, with pending projects worth $209 billion -- more than half of Japan’s total. That includes a $58.7 billion high-speed railway between Hanoi and Ho Chi Minh City in Vietnam.

For China, Indonesia is the primary customer, making up $93 billion, or 36%, of its overall. The prized project there is the Kayan River hydro-power plant, valued at $17.8 billion.

Across all of Southeast Asia and by number of projects, Japan also carries the day, though by a smaller margin: 240 infrastructure ventures have Japanese backing, versus 210 for China in all 10 Southeast Asian economies.

In the 1980s Marushin manufactured a model gun of Mauser M712 using cheap alloy and plastic. It has a switch for the user to choose between semi-automatic and fully automatic firing mode. Basically Mauser pistol is the semi-automatic, that  means it is a self loading pistol, e.g. the Mauser Modell 1916 which was manufactured in early 20th century.  Later Mauser company produced an improved version in that a switch is added to choose a full-automatic firing mode, such as the Mauser M712.

Major Frederick in his book entitled “Modern Small Arms” of 1978 introduces the history of Mauser pistols and says that “Peter Paul Mauser is probably best known for his work with rifles . . . He first became really interested in pistols in the 1870s and in 1878 he produced an ingenious revolve . . .  He then turned to self-loading pistols and after various experiment produced his Model 1896, followed by possibly the best known of all, the Model 98 . . . It was a pistol of this type that Winston Churchill carried in the Omdurman campaign when a shoulder injury prevented him from using a sword. . . [The Mauser Modell 1912] was made in large numbers right up to 1918 and is probably the commonest type to be found today.” This Frederick also says that “it is often believed that a full-automatic version was used in the period 1914-18 but his is not so . . . it was not a great success because it overheated’.

This model gun Mauser M712 made by Marushin comes with several accessories, e.g. the ammunition loading bridge used to load ten rounds of ammunition from the top into the standard magazine of the gun. Also, there is an optional 20-round magazine. There is also a wooden holster. Besides being used as a holster, it can be fitted to the grip thus turning the pistol into a rifle to facilitate the user to take aim more accurately at long distance shooting objects. In fact, the aiming device gives a reading of up to 1000 (feet?)

A switch to choose N (Normal) or R (Repetition)

This model gun is relatively difficult to assemble as there are a lot of small moving parts. When I assembly this model gun, I have the feeling of assembling a watch. The model by Marushin is perfectly done as this manufacturer can balance the authentic appearance of the gun while at the same time making sure that the firing mechanisms of the pistol can work smoothly. For me this pistol has a rich historical meaning. In Europe it was widely used by the Germany soldier during the WWI.  In China it was used by the authorities during and after the 1911 Revolution, and also by the anti-Japanese Chinese forces during the Sino-Japanese War of 1937-1945.

UK study - Risk of developing dementia could be reduced by healthy lifestyle

(CNN) たとえ認知症を発症する確率が遺伝的に高い人でも、健康的な生活習慣を心がければリスクを低減する助けになるかもしれないという研究結果が、14日の医学誌JAMAに発表された。

この研究結果は、このほど開かれたアルツハイマー学会の国際会議でも発表されている。

今回の研究では、認知症の遺伝的リスクが高いとされた人のうち、食生活に気を配り、運動を習慣づけ、飲酒は最小限に抑え、喫煙しない人は、後に認知症を発症する確率が低いことが分かった。

研究チームは英国に住む60歳以上の高齢者19万6383を対象として2006~10年にかけて調査を行い、16~17年に追跡調査を実施した。


その結果、健康的な生活を送っている人が後に認知症を発症する確率は1.13%だったのに対し、健康的ではない生活を送っていた人の発症率は1.78%だった。これは統計的には重要な違いとされる。

今回の発表を行った英エクセター大学医学校の研究者は、「認知症の遺伝的リスクに対して対抗を試みるため出来ることがあると分かったという点でエキサイティング」と評価、「遺伝的リスクを問わず、健康的なライフスタイルを続けることは、認知症のリスク低下と関係がある」と解説する。

ただし今回の調査で対象となったのは全員が欧州にルーツを持つ高齢者で、ライフスタイルは自己申告だった。

英認知症調査研究所の専門家は、「多くの人にとって、健康的な生活は認知症予防の助けになり得ることが、改めてデータによって示された。ただし健康的な生活を心がけても認知症を発症する人はいる」と指摘している。

 Even people with a high genetic chance of developing dementia might be able to reduce their risk if they had a healthy lifestyle, a study was published in the medical journal JAMA on 14th.

The results of this study had been presented at a recent international conference of the Alzheimer's Society.

The study found that among those who were considered to have a high genetic risk of dementia, those who took care of their diet, exercise habitually, with a minimum alcohol drank, and did not smoke were less likely to develop dementia later.

The research team conducted a survey on 196,383 elderly people over the age of 60 living in the UK from the year 2006 - 2010, and in 2016-17 conducted a follow-up survey study.

As a result, the rate of people who led healthy lives to develop dementia later was 1.13%. Compared to 1.18% for those people who lived a non-healthy life. This was a statistically important difference.

Researchers at the University of Exeter Medical School in the UK which presented the presentation commented that it was "exciting to find that there are things we can do to counter the genetic risk of dementia" and explained that “maintaining a healthy lifestyle, regardless of genetic risk, is linked to a decreased risk of dementia”.


However, the survey included all elderly people with European roots and their lifestyles were self-reported.

Experts at the British Institute for Dementia Research said: "For many people, the data has again shown that healthy living can help prevent dementia. However, there are people who develop dementia even if they try to live a healthy life."

     So, good life style could reduce the risk of dementia for many people. Indeed good life style has many benefits.

Cambodia denies deal to allow armed Chinese forces at its naval base

WASHINGTON (Reuters) - China will be able to place armed forces at a Cambodian naval base under a secret pact between the two nations, the Wall Street Journal said on Sunday, although Cambodian officials denied such a deal had been struck.

The agreement, reached this spring but not made public, gives China exclusive access to part of Cambodia’s Ream Naval Base on the Gulf of Thailand, the Journal said, citing U.S. and allied officials familiar with the matter.

Such an arrangement would boost China’s ability to assert contested territorial claims and economic interests in the South China Sea, challenging U.S. allies in Southeast Asia.

Chinese and Cambodian officials denied such a pact existed, the Journal said.

This is the worst-ever made up news against Cambodia,” Cambodian Prime Minister Hun Sen told the pro-government news site Fresh News on Monday.

No such thing could happen because hosting foreign military bases is against the Cambodian constitution.”

Cambodian defense ministry spokesman Chhum Socheat told Reuters the report was “made up and baseless”.

In Beijing, foreign ministry spokesman Geng Shuang said, “As I understand it, the Cambodia side denied this.”

But he declined to respond to repeated questions whether China also denied the report.

China and Cambodia are traditionally friendly neighbors,” Geng told a news briefing.

We have cooperated in various areas. Our cooperation is open, transparent, and mutually beneficial and equal. I hope the relevant parties do not overinterpret it.”

Hun Sen’s strongest regional ally, China has poured billions of dollars in development assistance and loans into Cambodia through two-way frameworks and its Belt and Road initiative.


The initiative, unveiled by Chinese President Xi Jinping in 2013, aims to bolster a sprawling network of land and sea links throughout Asia, the Middle East, Europe and Africa.

It has attracted a flood of Chinese commercial ventures in Cambodia, including casinos and special economic zones.

This month the U.S. Defense Department suggested China may be attempting to gain a military foothold in Cambodia, in a letter to Cambodia asking why the nation had turned down an offer to repair a naval base.

In a statement, the State Department urged Cambodia to reject such an arrangement, saying the nation had a “constitutional commitment to its people to pursue an independent foreign policy”.

It added, “We are concerned that any steps by the Cambodian government to invite a foreign military presence in Cambodia would threaten the coherence and centrality of the Association of Southeast Asian Nations in coordinating regional developments, and disturb peace and stability in Southeast Asia.”

Cambodia denied reports last November that China had been lobbying it since 2017 for a naval base that could host frigates, destroyers and other vessels of the People’s Liberation Army Navy.

              I am interested in knowing whether Chinese navy will appear in Cambodia’s navy bases in the near future. I believe that the US has superb spying satellites and they can easily detect the naval activities of China in the region.
