  (CNN) ヘグセス米国防長官は30日、招集した数百人の軍高官を前に演説を行った。米軍の容姿と行動に関する自身の展望を示し、「同意できないなら辞任せよ」と厳しく言い放った。

「適切な人材を早く確保できれば、適切な政策を早く進めることができる。しかし、もし私の話に落胆しているなら、名誉ある行動を取り、辞任すべきだ」とヘグセス氏は述べた。

ヘグセス氏によると、適切な政策とは、同氏が「woke(ウォーク、意識が高いことをやゆする言葉)」とみなす過去の取り組みに反対する広範な活動の中心となるものだ。過去には軍の多様性の促進や融通性の確保を目的とした取り組みが進められてきた。適切な政策の具体的な内容は、演説中に軍幹部に送られた10個の指令で公式に示された。

「太った兵士」や「太った将軍や提督」は国防総省からいなくなるとヘグゼス氏は述べた。兵士らはひげをそることも求められ、宗教上や医療上の理由による例外はほとんど認められない。戦闘任務には男性の身体的基準のみが適用されることになり、女性がその役割に就けなくなったとしても、「それが現実だ」とヘグセス氏は述べた。

これらの指令は、軍の有害な文化を根絶しようと試みてきた過去10年間の努力を大きく後退させるものだ。過去の取り組みは、ハラスメントなどの有害行為を減らすためだけでなく、軍の各部が長年にわたり人材不足に悩まされてきた中で、兵士を確保し、長く在籍してもらうという現実的なニーズを満たすためのものでもあった。

軍は近年、ハラスメントや差別、あるいは有害な指揮の事例を減らすべく、兵士が報告できる仕組みを整備するなど改革を行ってきたが、ヘグセス氏はこれらの取り組みは行き過ぎで、指揮官の能力を低下させていると批判。同氏は「しごき」や「いじめ」といった言葉が「武器化」されているとして見直しに着手すると宣言した。

ヘグセス氏は兵士らに「ばかげた交戦規則」を無視することも求めた。交戦規則とは、米軍がいつ、どのように武力を行使できるかを規定するもの。

「我々は敵に対し、圧倒的かつ懲罰的な暴力を用いる」とヘグセス氏は述べた。「我々はばかげた交戦規則のもとで戦うのではない。我々は戦闘員を解放し、米国の敵を威嚇し、士気をくじき、追い詰め、殺害する。政治上は正しく、押しつけがましい交戦規則はもはや必要ない」

ヘグセス氏は長年、戦争犯罪捜査にきわめて懐疑的で、2019年以降に戦争犯罪で告発された少なくとも3人の軍人に恩赦を与えるようトランプ大統領に提言している。

(CNN) US Secretary of Defense Hegseth addressed a gathering of hundreds of senior military officials on the 30th. He outlined his vision for the appearance and behavior of the US military, sternly warning them, "If you don't agree, resign."

"The sooner we can get the right people in place, the sooner we can move forward with the right policies. But if you're disappointed by what I'm saying, do the honorable thing and resign," Hegseth said.

According to Hegseth, the right policies were at the heart of a broader movement in opposing past efforts he saw as "woke." In the past, efforts had been made to promote diversity and ensure flexibility in the military. The specifics of the appropriate policies were formally outlined in 10 directives sent to senior military leaders during his speech.

Hegseth said "fat soldiers" and "fat generals and admirals" should leave the Pentagon. Soldiers would also be required to shave, only with few exceptions on religious or medical grounds. Hegseth said that only male physical standards would apply to combat roles, even if it could mean that women would be barred from taking up those roles. "That's the reality," he said.

These orders represented a major set back to efforts over the past decade to eradicate the military's toxic culture. Past efforts were not only aimed at reducing harmful behaviors like harassment, it was also intended to meet the practical need of retaining soldiers and keeping them in the service for a long time amid a long-standing talent shortage across the military.

The military had in recent years implemented reforms to reduce incidents of harassment, discrimination, and harmful leadership, including establishing reporting mechanisms, yet Hegseth criticized these efforts as excessive and undermining commanders' effectiveness. He vowed to launch a review of the terms like "hazing" and "bullying," saying they had been "weaponized."

Hegseth also urged soldiers to ignore the "ridiculous rules of engagement," which would dictate when and how the U.S. military could use force.

"We will use overwhelming and punitive force against our enemies," Hegseth said. "We will not fight under these ridiculous rules of engagement. We will free our combatants to intimidate, demoralize, hunt down, and kill America's enemies. Politically correct, intrusive rules of engagement are no longer necessary."

Hegseth all along was a vocal skeptic of war crimes investigations, and had since 2019 recommended that President Trump grant pardons to at least three service members accused of war crimes.

              So, the US Secretary of Defense has given new orders to his senior military officials. Among other things, he points out that military reforms implemented in recent years intended to reduce incidents of harassment, discrimination, and harmful leadership have undermined commanders' effectiveness. He vows to launch a review regarding the terms like "hazing" and "bullying," saying they are "weaponized."
