中國在南海鑽石油井...越南在注視?

中国、南シナ海で石油掘削…ベトナムが注視か

　【北京＝竹腰雅彦】中国海事局は、海洋油田開発を主とする大手国有企業「中国海洋石油」が、南シナ海北西部の海域で８月２０日にかけて、石油掘削装置（リグ）を使った石油掘削作業を行うと明らかにした。

　各船舶に対して、リグの半径２キロ以内の水域に進入しないよう求める警告をしている。

　中国は昨年５～７月、ベトナムと領有権を争うパラセル（西沙）諸島付近の海域で石油掘削を行い、ベトナムで反中暴動が起きるなど両国関係は一時緊張した。今回の掘削は中国の海南島の南方約１３０キロの海域で、昨年の海域から離れているが、ベトナム側が権益を主張する海域と重なる可能性もある。

　掘削再開を巡って２６日のベトナム国営紙トイチェー（電子版）は、情報筋の話として「ベトナムの関係当局が（石油掘削）装置の動きを注視している」と報じており、今回の措置で摩擦が再燃する可能性もある。

The Chinese Maritime Bureau made clear that "China National Offshore Oil", a major state-owned enterprise which mainly carried out maritime development of oil fields would perform oil drilling works using a petroleum excavator (rig) up to August 20th at the sea northwest of the South China Sea.

   A warning to all ships to ask them not to enter the water area within 2 kilometers radius of the rig was given.

   In May to July last year China performed oil-well drilling at the sea area around the Parasail (Western Sand) Islands which had sovereign right arguments with Vietnam. That had caused anti-Chinese riots in Vietnam and the relationship between the two countries became tense momentarily. Now the excavation was away from last year's sea area which was about 130 kilometers south of China’s Kainan Island. But there was also a possibility that Vietnam might repeat insisting on its interest in that area of the sea.

   Regarding the resumption of excavation, Vietnamese government management paper Toiche on the 26th (electronic edition) said from an information source that "Vietnamese related authorities are gazing at the movement of (oil drilling) equipment", and there was also a possibility that friction might recur due to this movement.

I hope no disputes would occur on this occasion.
