潜水艦技術、豪に開示へ…共同開発手続き参加

日本政府は、豪州政府が計画する次期潜水艦の共同開発国を参加する方針を固めた。
手続きへの参加には日本の技術情報の提供が必要となるため、政府は5月中にも、防衛装備移転3原則に基づき国家安全保障会議(NSC)を開き、情報開示を決定する方向だ。海上自衛隊の最新鋭潜水艦「そうりゅう型」をベースに共同開発を提案する。
これに関連し、中谷防衛相は6日、電話会談した豪州のアンドリューズ国防相に「将来潜水艦の選定に向けた手続きに参加してほしい」と要請された。中谷氏は「関係省庁間で検討したい」と応じた。
豪州政府は昨年10月、老朽化する自国の潜水艦を更新するため日本政府に技術協力を要請。ドイツ、フランス両国を合わせた3か国を対象に、性能やコスト、建造日程などを比較検討する事実上の国際入札「競争評価プロセス」を行い、年内に共同開発国を決める。

The Japanese Government was making a
policy to participate in the procedure of the Australian government’s plan that
aimed at choosing a country to join the latter's next submarine joint
development.
In order to participate in the procedure, Japanese technical information was needed, the government by the
end of May held the National Security Council (NSC). Its decision had a
tendency to open up information based on the 3 principles of Defense
equipment relocation. Japan would
propose to base on the "Soryu Class" for the joint development which
was the newest submarine of Japan ’s
Maritime Self-Defense Force.
In relation to this on the 6th
(May) defense minister Nakatani, in a telephone conversation with Australia ’s defense
minister Andrews, was being requested “to participate in the procedures for the
selection of the future submarine". Mr. Nakatani in response said that
"I would like to consider this with the related ministries and
agencies".
In October last year, in order to renew the
submarines of its country that were aging, the Australian government requested
the technological cooperation from the Japanese Government. Targeting at 3
countries in total including the two countries of Germany
and French, Australia
performed a "competition evaluation process" which effectively was holding
an international tender which compared and examined the performance, the cost
and the building schedules. A decision would be made within this year about the
joint development country.

interested to know the outcome of this ‘tendering’.
