鎌倉市海水浴條例修正案：禁止紋身，喝酒...... 8項行為

　　今夏の海水浴場利用者への規制を強化する神奈川県鎌倉市の「海水浴場のマナー向上に関する条例」の改正案が４日、同市議会本会議で全会一致で可決され、成立した。市民の関心が高い「海の家」の営業時間が同案に盛り込まれていないとして、一部市議が現在の「午後１０時まで」を「午後８時半まで」とする修正案を出したが、賛成少数で否決された。

　改正条例は、２５０平方センチメートル以上の入れ墨の露出▽音響機器による音楽や音声▽海の家以外での飲酒−−など８項目を「禁止行為」と定め、違反した場合に指導、勧告し、従わない場合は中止命令などを行う内容。昨年制定した同条例が「努力規定」にとどまり、効果を上げられなかったことから、１年足らずで改正されることになった。

　焦点の海の家の営業時間は、９日から始まる市海水浴場対策協議会（会長・松尾崇市長）で決定する。市と海の家の事業者らが作る市海浜組合連合会との協議が中心になる。市は従前から「午後８時半まで」を提示しているが、事業者側は「午後１０時は譲れない」と主張しており、交渉が難航する可能性もある。

　このため、４日の市議会本会議では、松尾市長に対し、海の家の事業者らと協議した上で「午後８時半まで」とする従来からの方向を堅持するよう求める異例の決議案まで提出されたが、賛成少数で否決された。

　海の家の営業時間は、近隣の藤沢市が午後８時半、逗子市が午後６時半と、いずれも鎌倉市より短い。近隣住民や警察関係者からは「せっかく条例を改正しても、営業時間が変わらないと効果は期待できない」との懸念も出ている。【因幡健悦】

  On the 4^th (March), a proposed amendment in Kamakura city of Kanagawa to strengthen regulations on beach goers this summer: the "Regulations on manner improvement at the beach" was passed by unanimous approval votes in the said city’s council plenary session. The said proposal had not incorporated business hours for "Beach Huts” which had great interest from citizens. Some members proposed the present "until 10:00pm" stipulation be amended to "until 8:30pm", but it was rejected due to the small number of supporting votes.

  The recommended regulation guideline set out changes including 8 items of "forbidden acts": exposing of more than 250 square centimeters of tattoo, ▽sound and music made by acoustic equipment▽ drinking outside the house etc.; there were contents on how to give guidance and recommendation in incidents of violation, and in case of not being followed, on how to terminate the services. The regulations set last year were "advisory rules" only, and because it could not yield good results, they were being revised in less than a year.

  The business hour for beach huts was the focus. It would be decided by the City Beach Policy Council (chairperson Mayor Takashi Matsuo) due to start on the 9th. The negotiation between the City and the Society for City Beach Huts Joint Associations, which was formed by the beach hut enterprises, would be the focus. Although the City had previously proposed that business hour should be "until 8:30 pm", the enterprise side insisted that "10:00 pm is not negotiable". There was a possibility that negotiations would be difficult.

  Therefore, on the 4th in a discussion at the City council plenary session, for Mayor Matsuo, on top of consultations with enterprises of beach huts, there was the submission seeking an unusual resolution over the "until 8:30 pm" which meant to reverse back to the direction of the past. But it was rejected due to the small number in support.

  On the business hours of beach huts, Fujisawa city at the neighborhood was 8:30pm, Zushi city was 6:30pm, both were shorter than the Kamakura city. From neighborhood residents and people who had connections with the police, anxiety came out saying that "even if the regulation is revised with great effort, effective result cannot be expected if the business hour is not changed".

I think the negotiation with the Beach Huts would be a challenge for Mayor Takashi Matsuo
