Trump signs executive order to release more JFK, RFK, MLK assassination files

President Donald Trump signed an executive order Thursday to release files related to the assassinations of John F. Kennedy, Robert F. Kennedy and Martin Luther King Jr.

“That’s a big one. Lot of people are waiting for this a long, for years, for decades,” Trump said signing the executive order in the Oval Office.

“Give that to RFK Jr.,” he said, indicating that the pen he used to sign the order should be given to his pick to lead the Department of Health and Human Services, who is the son of the former attorney general and nephew of the late president.

“All will be revealed,” Trump added.

Many of the files related to the JFK assassination have already been disclosed, including a tranche of 13,000 documents released during the Biden administration. Many of the documents have been redacted, however.

“Their families and the American people deserve transparency and truth. It is in the national interest to finally release all records related to these assassinations without delay,” reads the order from the White House.

The records will not be released immediately. “Within 15 days of the date of this order, the Director of National Intelligence and the Attorney General shall, in coordination with the Assistant to the President for National Security Affairs and the Counsel to the President, present a plan to the President for the full and complete release of records relating to the assassination of President John F. Kennedy,” the order reads.

The timeline is within 45 days for RFK and MLK files.

In 2023, the National Archives concluded its review of the classified documents related to the 1963 assassination of JFK, with 99% of the records having been made publicly available, as CNN reported.

President Joe Biden then released a memo certifying that the archivist had completed the review and affirmed the remaining documents authorized to be declassified had been released to the public – meeting a previously set deadline.

Despite previous pledges from presidents, including Trump, to release those records, the CIA, Pentagon and State Department still have documents they’ve refused to release. The justification for those documents remaining classified largely stems from efforts to protect the identities of confidential sources who are still alive, or might be alive, and protecting methods.

When Trump was president, he agreed at the time not to release the full tranche of records related to Kennedy’s assassination at the request of national security agencies. But Trump on the 2024 campaign trail said he would release the remaining documents.

KYIV (AP) — British Prime Minister Keir Starmer arrived in Ukraine on Thursday, pledging to help guarantee the country’s security for a century days before Donald Trump is sworn in as U.S. president.

The British government says Starmer and Ukrainian President Volodymyr Zelenskyy will sign a “100-Year Partnership” treaty in Kyiv, covering areas including defense, science, energy and trade.

Starmer’s unannounced visit is his first trip to Ukraine since he took office in July. He visited the country in 2023 when he was opposition leader, and has twice held talks with Zelenskyy in 10 Downing St. since becoming prime minister.

One of Ukraine’s biggest military backers, the U.K. has pledged 12.8 billion pounds ($16 billion) in military and civilian aid to Ukraine since Russia’s full-scale invasion three years ago, and has trained more than 50,000 Ukrainian troops on British soil. Starmer is due to announce another 40 million pounds ($49 million) for Ukraine’s post-war economic recovery.

MUMBAI, India (AP) — India's navy on Wednesday simultaneously launched a submarine, a destroyer and a frigate built at a state-run shipyard, underscoring the importance of protecting the Indian Ocean region through which 95% of the country's trade moves amid a strong Chinese presence.

Defense Minister Rajnath Singh said that the Atlantic Ocean’s importance has shifted to the Indian Ocean region, which is becoming a center of international power rivalry.

“India is giving the biggest importance to making its navy powerful to protect its interests,” he said.

“The commissioning of three major naval combatants marks a significant leap forward in realizing India’s vision of becoming a global leader in defense manufacturing and maritime security,” Prime Minister Narendra Modi said while commissioning the vessels at the state-run Mazagon dockyard in Mumbai.

The situation in the Indian Ocean region is challenging with the Chinese navy, India’s main rival, growing exponentially, said Rahul Bedi, a defense analyst.

Bedi said that the INS Vagsheer submarine, the sixth among a French license-built Kalvari (Scorpene)-class conventional diesel-electric submarines, is aimed at replacing aging Indian underwater platforms and plugging serious capability gaps in existing ones. India now has a total of 16 submarines.

The P75 Scorpene submarine project represents India’s growing expertise in submarine construction in collaboration with the Naval Group of France, Bedi said.

India’s defense ministry is expected to conclude a deal for three additional Scorpene submarines to be built in India during Modi’s likely visit to Paris next month to attend the Artificial Intelligence Action Summit hosted by French President Emmanuel Macron.

However, the first of these boats, according to the Indian navy, is only likely to be commissioned by 2031.

India commissioned its first home-built aircraft carrier in 2022 to counter regional rival China’s much more extensive and growing fleet and expand its indigenous shipbuilding capabilities.

The INS Vikrant, whose name is a Sanskrit word for “powerful” or “courageous,” is India’s second operational aircraft carrier. It joins the Soviet-era INS Vikramaditya, which India purchased from Russia in 2004 to defend the Indian Ocean and Bay of Bengal.

Ukrainian President Volodymyr Zelensky has said he is willing to release North Korean soldiers captured by Ukraine in the Kursk region of Russia in exchange for Ukrainian soldiers being held captive in Russia.

“Ukraine is ready to hand over (North Korean leader) Kim Jong Un’s soldiers to him if he can organize their exchange for our warriors who are being held captive in Russia,” Zelensky said Sunday in a post on X that included a video purportedly showing two North Korean POWs being interrogated.

On Saturday, Ukraine said it had captured two North Korean soldiers, marking the first time that Kyiv has captured soldiers alive from the isolated state.

Neither Moscow nor Pyongyang have officially acknowledged the presence of North Korean troops in Russia.

CNN has reached out to the Russian Ministry of Defense for comment, and is seeking comment from North Korea.

In the video shared by Zelensky on Sunday, both soldiers appear injured and are likely speaking under duress. A Korean-speaking voice can be heard translating questions from the interrogator.

One soldier has a wound to his jaw, the other has bandaged hands.

One of the soldiers, who appears in the video lying down, says he did not know he was fighting in a war against Ukraine and that his commanders told him it was a training exercise.

The interrogator, whose voice has been modulated to obscure their identity, asks both soldiers whether they want to return to North Korea, according to a CNN translation of the video.

One nods, the other – after further prompting from the translator, who asks, “Do you like it here in Ukraine? It’s nicer here” – says he wants to stay in Ukraine but adds later that he will do as he is told.

In his daily address later Sunday, Zelensky claimed that one of the soldiers had “expressed a desire to stay in Ukraine.”

According to Ukrainian and Western assessments, some 11,000 North Korean troops are deployed in the Kursk region, where Ukrainian forces occupy several hundred square kilometers after staging a cross-border incursion in August last year.

Ukraine estimates more than 3,000 North Korean soldiers have been killed or wounded in Kursk, while a senior US official said North Korea has seen “several hundred” casualties – both killed and wounded – in the region since October.

In video released Saturday by Ukraine’s Security Service, a spokesman says one of the North Koreans was captured on January 9 by Ukrainian special forces, and the other by Ukrainian paratroopers.

In his statement on X, Zelensky vowed to capture more North Korean soldiers.

“In addition to the first captured soldiers from North Korea, there will undoubtedly be more. It’s only a matter of time before our troops manage to capture others. There should be no doubt left in the world that the Russian army is dependent on military assistance from North Korea,” Zelensky said on X.

Officials in Kyiv have accused Russia of trying to cover up the involvement of North Korean soldiers on the battlefield.

What is China's role in the operations of the canal?

There is no public evidence to suggest that the Chinese government exercises control over the canal, or its military. However, Chinese companies have a significant presence there.

From October 2023 to September 2024, China accounted for 21.4% of the cargo volume transiting the Panama Canal, making it the second-largest user after the US.

In recent years, China has also invested heavily in ports and terminals near the canal.

Two of the five ports adjacent to the canal, Balboa and Cristóbal, which sit on the Pacific and Atlantic sides respectively, have been operated by a subsidiary of Hutchison Port Holdings since 1997.

The company is a subsidiary of the publicly listed CK Hutchison Holdings, a Hong Kong-based conglomerate founded by Hong Kong businessman Li Ka-shing.

It has port operations in 24 countries, including the UK.

Although it is not state-owned by China, says Ryan Berg, director of the Americas Program at the Centre for Strategic and International Studies, there have been concerns in Washington over how much control Beijing would be able to exert over the company.

A wealth of potentially useful strategic information on ships passing through the waterway flows through these ports.

"There is an increasing geopolitical tension of economic nature between the US and China," Mr Berg says. "That kind of information regarding cargo would be very useful in the event of a supply chain war."

CK Hutchison did not respond to the BBC's request for comment.

The bids to operate those ports faced almost no competition, according to Andrew Thomas, a professor at the University of Akron who has written a book on the canal. "The US at the time didn't really care about these ports and Hutchison faced no objection," he says.

Chinese companies, both private and state-owned, have also strengthened their presence in Panama through billions of dollars in investments, including a cruise terminal and a bridge to be built over the canal.

This "package of Chinese activities", as described by Mr Thomas, might have prompted Trump's assertion that the canal is "owned" by China, but operation of those ports does not equate to ownership, he stresses.

Beijing has repeatedly said that China's ties with Latin America are characterised by "equality, mutual benefit, innovation, openness and benefits for the people".

What are China's broader interests in Panama?

Panama's strategic location means China has been vying to increase its influence in the country for years and expand its footprint on a continent that has traditionally been considered the "backyard" of the US.

In 2017, Panama broke diplomatic ties with Taiwan and established formal relations with China – a huge win for Chinese diplomacy.

Months later, Panama became the first Latin American country to join China's signature Belt and Road Initiative, a trillion-dollar global infrastructure and investment initiative.

The Dominican Republic, El Salvador, Nicaragua, and Honduras followed suit and also severed ties with Taipei in favour of Beijing.

China has slowly expanded its soft power by opening its first Confucius Institute in the country and providing a grant to build a railway. Chinese companies have also sponsored "media training" for Panamanian journalists.

       So, Washington has expressed its concerns over how much control Beijing would be able to exert over the company that is operating the canal. Everyday potentially useful strategic information on ships passing through the waterway is generated. As there is an increasing geopolitical tension of economic nature between the US and China, this cargo information could be very useful in the event of a supply chain war. At the moment, Chinese companies, both private and state-owned (including HK companies), have strengthened their presence in Panama through billions of dollars investments in canal related constructions. Apparently, the US’s worry is understandable.

During his inaugural address, President Donald Trump doubled down on his assertion that China runs the Panama Canal.

"China is operating the Panama Canal and we didn't give it to China. We gave it to Panama and we're taking it back," he said.

The 51-mile (82km) Panama Canal cuts across the Central American nation and is the main link between the Atlantic and Pacific oceans.

Up to 14,000 ships use it each year as a shortcut to a journey which, before the canal was built, would have taken them on a lengthy and costly trip around the tip of South America.

What has Trump said about the canal?

The mention of Panama in his inaugural speech is not the first time he has focused on the Central American nation and its transoceanic canal.

On Christmas Day, Trump posted on social media that the "wonderful soldiers of China" were "lovingly, but illegally, operating the Panama Canal" - a claim which was swiftly denied by officials in Panama City and Beijing.

At the time, Panamanian President José Raúl Mulino described the claim as "nonsense", stressing that there was "absolutely no Chinese interference" in the canal.

Trump has also threatened to take the canal back by force, citing "exorbitant" fees being allegedly charged for US vessels to pass through it - another claim rejected by Panamanian authorities.

Following Trump's inauguration address, President Mulino again stressed that there was "no presence of any nation in the world that interferes with our administration" of the Panama Canal.

The strategic waterway, which handles about 5% of global maritime trade volume, is operated by the Panama Canal Authority, an agency of the Panamanian government, not Chinese soldiers.

However, Mr Trump's inaccurate claim reflects the concerns of some US officials over China's significant investments in the canal and its surrounding infrastructure.

What is the history of Panama Canal?

Historically, the US played a pivotal role in the construction and administration of the passage, which links the Atlantic and Pacific oceans.

After a failed attempt by the French to build it, the US secured the rights to undertake the project. The canal's construction was completed in 1914.

It remained under US control until 1977, when then President Jimmy Carter signed a treaty to gradually hand it over to Panama, which Trump has referred to as "foolish".

Since 1999, the Panama Canal Authority has held exclusive control over the operations of the waterway.

The treaties signed by both the US and Panama stipulated that it shall remain permanently neutral, but the US reserves the right to defend any threat to the canal's neutrality using military force under this deal.

東京商工リサーチによりますと、去年1年間に確認された介護事業者の倒産は全国で172件と前の年から1.4倍増え、介護保険制度が始まった2000年以降で最も多くなりました。

内訳は、「訪問介護」が最も多く81件と全体の半数近くを占めています。

次いでデイサービスなどの「通所・短期入所」が56件、「有料老人ホーム」が18件などとなっています。

負債総額は合わせて229億円余りで、従業員数が10人未満の小規模な事業所が8割以上を占めています。

倒産の要因としては、介護職員が不足して事業が継続できないことや、コロナ禍で経営が悪化し、介護用品や光熱費などの高騰が追い打ちを掛けたことなどが考えられるということです。

東京商工リサーチは、「高齢化が進み介護の需要は高まっている一方で、地域によっては事業者の倒産で介護サービスが行き届かない所も出てきている。介護事業者どうしの協力や国などの支援が欠かせない状況だ」と指摘しています。
