The China White Paper 1949 (XXIV)

Russian's delay in withdrawal had helped the Chinese Communists' penetration into Manchuria. They were even able to take over weapon stores left behind by the surrendered Japanese with the direct or indirect help of the Russians. This situation gave people inside the Nationalist government who were suspicious of the CCP an excuse to reject political solutions offered by the Communists. On the other hand, one area that the Communists had accused the National government was the transportation of National Government troops using American transportation. On April 15, 1946, when Russians troops had just withdrawn, Communist troops attacked Changchuan (長春) and captured it three days later. This incident gave some anti-communist people inside the National government a reason to support their radical political viewpoints. According to this White Paper, the military success of the Communists in Changchuan area had been benefited from the military equipment taken over from the Japanese which included medium artillery and tanks.
