從日本得到譲歩…中国、強調「成果」

 【北京=五十嵐文】中国の習近平(シージンピン)政権は、日中首脳会談が行われる見通しとなったことに関し、国内の批判をかわそうと世論工作に躍起となっている。
 首脳会談の前提となる4項目合意を事前に公表するという異例の措置も、沖縄県・尖閣諸島と安倍首相の靖国神社参拝を巡り、日本から譲歩を引き出したという「成果」を強調する狙いがあったとみられる。
 中国の王毅(ワンイー)外相は8日、アジア太平洋経済協力会議(APEC)閣僚会議閉幕後の記者会見で、日中首脳会談の実施に当たり安倍首相が靖国神社を参拝しないとの言質を得たかと聞かれ、「日本が(合意を)確実に実行することで、会談に必要な良好な雰囲気が作られる」と述べ、直接答えなかった。
 日中両国が7日に発表した合意には靖国神社への言及はなかったが、中国共産党機関紙・人民日報系の環球時報は8日付の社説で、「(合意の)『政治的障害を克服する』は、明らかに安倍首相の参拝を束縛したものだ」との見方を示した。
 尖閣諸島を巡る合意についても、人民日報は8日の評論で「双方は初めて文字による明確な合意に達した」と主張。新華社通信も7日の記事で、今回の合意は日本が「領土問題の存在」を事実上認めたとする日本問題研究者の解釈を伝えた。

China’s Xi Jinping government, regarding the Sino-Japanese summit to be held, became active in public opinion work in exchanging comments within the country.

  As an exceptional measure, the premise of agreement on four items was announced officially ahead of the summit, aiming at emphasis the success in drawing out a concession from Japan centering on Prime Minister Abe's visit to Yasukuni Shrine, and the Senkaku Islands in Okinawa Prefecture.

On the 8th Wangyi, China’s Minister of Foreign Affairs, at a press conference after the end of the Asia Pacific Economic Cooperation (APEC) ministerial meeting was asked whether, for holding the Sino-Japanese summit, he had obtained Prime Minister Abe’s pledge to stop going to worship the Yasukuni Shine. He did not answer directly but stated that "Japan would carry it (agreement) out certainly, and a good atmosphere necessary for the meeting was made".

In the agreement between China and Japan announced it on the 7th, there was no reference to Yasukuni Shine. An editorial dated 8th of the Global Times, which was under the Chinese Communist Party newspaper the People’s Daily, indicated the point of view that “(the agreement) ‘overcame a political obstacle’ in openly restricting the worship by Prime Minister Abe”.

Centering on the agreement over the Senkaku Islands, the comments of the People’s Daily on the 8th insisted that “for the first time both sides made a clear agreement in writing". The Xinhua News Agency also in an article on the 7th conveyed the interpretation of a researcher on Japanese questions that Japan actually admitted the "existence of territorial problems".


It is interesting to note that the Chinese authority is eager to justify its agreement to meet Prime Minister Abe of Japan.
