中國:批評当局的報道需要批准

中国政府は、国内メディアの記者が、所属する報道機関の同意を得ずに当局に批判的な報道を行うことを禁止する通達を出し、習近平指導部のもとで言論や思想面での統制が一層強まっていることがうかがえます。
中国政府でメディアを監督・指導する「国家新聞出版ラジオ映画テレビ総局」は18日、国内の新聞やテレビ局などの記者が、所属する報道機関の同意を得ずに当局に批判的な報道を行うことや、独自にインターネットのホームページを立ち上げることを禁じる通達を出しました。
中国では、政府が各メディアに対し、テーマなどによって日常的に報道を禁止する通達が出されているほか、報道後の検閲を通じて当局に批判的な報道が制限されていますが、今回の通達は、これをより徹底するねらいがあるものとみられます。
また中国メディアは、共産党内の思想の徹底などを行う中央規律検査委員会の担当者が今月10日、政府系シンクタンク「中国社会科学院」に対し、「外国勢力の浸食を受けている」と批判したうえで、「政治面で党中央と思想を一致させなければならない」と命じたと伝えました。
習近平指導部は、一部の知識人の間に「民主」や「自由」といった価値観が浸透し、共産党の一党支配を揺るがしかねない動きだとして危機感を強めていて、言論や思想面での統制を一層強めています。

The Chinese government took out a notification which forbade the domestic media journalists to write reports that were critical of the authority without getting the consent from the press which the journalists belonged to; it was considered that controls in speech and in thought were further strengthened under the Xi Jinping Guidance Department.

On the 18th the Chinese government’s “National Head Office for Newspaper Publication, Radio, Movie and Television" which supervised and guided the media, took out a notification to journalists of domestic newspapers and television stations etc. to forbid reporting that was critical of the authority without obtaining the consent of the press which they belonged to, or building a homepage in the Internet independently.

Although in China the government had taken out a notification to the media to forbid usual reporting by a theme etc., also reports critical of the authority were restricted through an inspection after the reporting. It was expected that this notification had the aim of putting restrictions into more practice.

Moreover, to the media in China, on the 10th of this month the person in charge of the Central Discipline Inspection Commission which performed thoroughness of the thought in the Communist Party etc. in response to the criticism by the "China Social-Studies Institute", a government system think tank, that the China media "had been corroded by foreign power", had ordered that "in the political front, thinking have to coincide with the party center".

Noting the sense of value such as on "democracy" and "freedom" had permeated among some intellectuals, the Xi Jinping Guidance Department had a strong sense of crisis that it was a movement that might shake the one-party rule of the Communist Party, and for that controls in speech and thought were further strengthened.


Obviously the control over the media in China is increasing.
