For the first time, criminal investigation touched on the overseas outflow of Japanese leading-edge technology which companies were depending on.

On the 13th (March) the Metropolitan Police Department started a formal investigation on an incident about technology leakage in "Toshiba" which was a major comprehensive electronics manufacturer. It was strongly suspected that the research data which the company had in possession was taken away. Many other companies were having the danger that information would leak out together with an outgoing Japanese engineer.

"About as much as a double of the annual income like have been working in a company for about 20 years, together with a luxury flat were guaranteed.Twenty-five 2-way air tickets for Japan-South Korea were also prepared for visiting the home family left behind in Japan". This male engineer in his 50's who had changed his employment to another electronic-components company revealed the extraordinary treatment received from a South Korean manufacturer.
